For decades, water scarcity, subsistence farming and debt had been driving farmers away from the village of Aathrai in this district of eastern Nepal. The elderly here tell the true story of one lot of people who decades ago were on their seasonal migration down to Jhapa in the plains. In their four-day trek south, they were spending the first night under a tree by the banks of the Tamor River. As night fell, they heard a crowd of people with their livestock, coming down the path. They held flaming torches, talked loudly and their laughter carried across the river. The travellers thought they were seeing ghosts, and watched warily. The people on the opposite side filled their brass jars with water, the cows drank their fill, then they climbed slowly back up the steep path along which they had descended. &nbsp; The migrants watched the torches until they reached the top of the ridge and disappeared into Terathum district. The next morning they found out those were villagers who came down every night with their cattle to collect water because springs up the mountain had gone dry. That is when the people from Terathum realised that their home villages had it much better because the villagers of their district did not have to make nightly water ferry trips up and down the mountain.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240412100444_18f42bb370b81af9e0d8b06c433b77e7e4986dd1aabb3fc8403ff42570051668.jpg" data-media-id="editor_0" data-image-id="20240412100444_18f42bb370b81af9e0d8b06c433b77e7e4986dd1aabb3fc8403ff42570051668" data-rendition-name="original" width="1200" height="795" loading="lazy" alt="people and mountains are thirsty in eastern Nepal"> <figcaption>Photos: GIRIRAJ BANSKOTA</figcaption> </figure>  More, but still not enough Till recently, wards in Chhathar village in Terathum used to have such a severe water shortage that families had to borrow water like they borrowed money. The nearest spring was two hours walk away, and there would already be up to 60 jars in the queue. It was the job of women to fetch water, and they would trudge home with two jars in baskets on their backs and two plastic containers in their hands. “This added to the drudgery of women, would delay the preparation of meals for the family and sending children to school, there was no time to clean the house, the livestock were always thirsty and would give less milk,” explains Tara Kharel Dhakal, deputy chair of Chhathar Rural Municipality.&nbsp; She adds: “There are settlements where water shortage is still acute, but we have managed to pipe drinking water to 90% of the households.” Ward 3 Chair Deuman Limbu agrees that drinking water is less of an issue now, but says lack of water is still affecting dairy and vegetable farming which would have improved nutrition and increased cash income of villagers. Chhathar’s water shortage was alleviated by building a channel from a stream 14km away. There are cliffs along the way where pipes have been laid, but these are often damaged by landslides, wildfires, and maintenance is difficult. In large parts of Nepal, including here in the east, the main reason people &nbsp;migrate out is because of the lack of drinking water. And although most people here remember the water crisis being much more serious in the past, there is still not enough in the dry season. There used to be a tradition in Nepal’s mountains that travellers could get free food and lodging for the night from villagers along the way, and this would be reciprocated when they themselves needed to stop for the night. It was the same with water: those walking along foot trails would be offered water for free since people believed it would earn them merit in heaven.&nbsp; But not in villages like Thoklung today, where travellers know how precious water is, and offer to pay for a drink. Springs are going dry across Nepal’s mid-mountains from east to west, partly due to erratic rainfall caused by the climate crisis but also because of over-extraction. Spring water used to be mainly for household use and the extra water would flow down the mountain, seep into the soil and recharge groundwater. Thirsty families in the parched Kummayak village of Panchthar used to look down longingly at the blue-green waters of the glacier-fed Tamor River. They decided that instead of migrating to the Tarai, they might as well try to pump the water to their village. Nine years ago, they launched a project to dig a well near the river and pump the water up the mountain and distribute drinking water to 2,000 of the 3,200 households in Kummayak. &nbsp; But chronic drought has reduced the dry season flow in the Tamor, and villagers had to divert the river’s channel closer to the well to maintain water supply. The Tamor Drinking Water Pumping Project is now digging another well at a cost of Rs10 million to augment supply.&nbsp; Learning from Kummayak, 11 other projects are planned to pump Tamor water up to mountain villages. Some villages that would have benefited, like Aathrai, have just heard the bad news that the federal government does not have the budget to fund their Rs20 million well and pumping station.&nbsp; Part of the reason there is not enough money is because budgets are also being misused. For example, the central and provincial government are working at cross-purposes and duplicating drinking water schemes. The federal government has a Rs3.5 million pump project in the same place where the Kosi Province has set aside Rs2 million also to lift drinking water. &nbsp;&nbsp; The water shortage is even more severe in Dhankuta district, where in Chaubise village Ward 3, a Rs80 million project is underway to pump water up from a spring down the mountain.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240412100444_d0f87ea50060253998ef932e5c6f30f20912d8733c40014cef4cc8c16e8270ae.jpg" data-media-id="editor_3" data-image-id="20240412100444_d0f87ea50060253998ef932e5c6f30f20912d8733c40014cef4cc8c16e8270ae" data-rendition-name="original" width="1200" height="795" loading="lazy" alt="people and mountains are thirsty in eastern Nepal"> <figcaption>Before lift pumped water was distributed in Syabrumba of Panchthar district, villages had to wait for their quota of water. Photo: GIRIRAJ BANSKOTA</figcaption> </figure>  All these districts of eastern Nepal have lost more than a third of their population in the past 20 years, and local governments see improved water supply as a way to bring their people back. The population of Thoklung village of Terathum was 40% less in 2021 than what it was in 2001, so its municipality is working on a pumping scheme to lift water from the Tamor to distribute every household in Ward 7. Ward Chair Rohit Kandengwa, however, is worried that the project’s electricity bill would mean that the household water tariff will be too high.&nbsp; Indeed, spring water can flow down to a village by gravity. But pumping water from a river to a ridgetop village can be expensive. The Kummayak project, for example, has an electricity bill of Rs600,000 per month.&nbsp; “Water has value. We charge 10 paisa per litre of water and that could be expensive to those who are used to free water, but it is better than no water at all, and it is cheaper than water from tankers,” says Nirmal Ghimire, chair of Kummayak Ward 5.&nbsp; But there are other non-monetary benefits from water pumps, like in curbing outmigration. For the past two years, no families have migrated out of Kummayak village since it got regular water supply. To be sure, ensuring water supply alone will not stop people since there are other push factors at play: difficulty to access medical care, low quality of public schools, lack of jobs, the government’s low priority for agriculture driving people away from farming. “Farmers here used to sell milk, but they have not been paid for their milk since nine months,” says Chhathar Ward 4 Chair Pushpa Karki. “They cannot sell their goats, middle men fix the price for cardamom and ginger.” The chhurpi and ghee industries have dried up, and dairy farmers have no place to sell milk. It is also a seller’s market, and farmers have to buy everything, without credit, and cannot determine the price of their produce.&nbsp; Lack of connectivity is another reason people migrate from these remote districts. It has been 12 years since construction began on the bridge at Lumughat across the Tamor River that would have linked Terathum and Panchthar, making it easier to take produce to market towns. &nbsp; Better roads would also improve the quality of instruction – the other reason many families move to Dharan or Kathmandu. Accessibility would motivate teachers to stay in villages. There is also a herd mentality that drives migration. If one household moves out, the entire neighbourhood ups and moves. Ten of former school principal Hari Narayan Bhattarai’s neigbours locked up their homes and moved down to the Tarai partly due to lack of water. Bhattarai lost the support of next door families that he used to rely on, so he also moved to Birtamod of Jhapa in the plains. Households in the mountains need each other to survive. Neighbours help neighbours to plough, plant and harvest.&nbsp; And then there is the litany of woes that all Nepalis face: the delays in getting driving licenses, work permits, and other services. People move to where life is easier. &nbsp; Outmigration also makes pre-existing problems of the mountains worse. Where forests are growing out of fallow terrace fields, with no one to forage for dried undergrowth fire risk has increased, crops are damaged by wildlife, and the decline in livestock has reduced soil fertility. &nbsp; “The main reason for outmigration is lack of water and low productivity,” says Chhathar Deputy Chair Dhakal whose village announced grants of up to Rs500,000 to start up agrobusinesses. Thirty families did return. However, there were no takers for Dhakal’s offer of Rs10,000 to households farming their fallow fields again.&nbsp; Even if rural municipalities find the money to install well and pumps for water supply, paying for maintenance or repairs of broken pipes or pumps can be a problem due to lack of budget. Watershed expert Madhukar Upadhyay concedes that pumping water from a river to villages in the mountains is only a short-term fix, but not a sustainable solution. “Over the long-term we must think of reviving traditional system of ponds near springs where water can collect and re-charge groundwater,” he explains. “That way we address the thirst of both the people and the mountains.” &nbsp; This is the second of a 3-part series supported by Barbara Foundation.The third and last instalment will appear on the 26 April edition.&nbsp;

People and mountains are thirsty in eastern Nepal

The rugged mountains of Rukum East are all covered in late snow. After a <a href="https://nepalitimes.com/banner/first-drought-then-downpour">prolonged drought</a>, it has finally snowed, but it is too late for the high altitude meadows to grow again. They have all dried up. &nbsp; At 3,720m, visitors rarely make it to the high pasture at Ma Kharka. But even until 20 years ago, every family in the village of Lugum brought its sheep and mountain goats for grazing up here. Shepherds with their flocks spent half a year in what used to be cool, green patches of grasslands. Very few do so now. Rassa Gurung, 60, is one the last few shepherds carrying on their <a href="https://nepalitimes.com/here-now/village-of-the-climbers">ancestral occupation</a>. “I started coming here as a baby, slung over my mother’s back. We didn’t read and write back then, we all helped our parents tend the sheep,” he says. Gurung knows every corner of this pasture like the back of his hand. It looks like a giant dark rock. The sheep are also dying from mysterious causes. “Some 40-50 sheep die every year now, I myself have only 150 sheep now, down from 300 four years ago,” says Gurung. “Most of them die because they eat poisonous grass, as the edible grass does not grow in time. Some are eaten by leopards and bears.” He adds: “It rains when it is not supposed to and it does not snow when it is supposed to. Sometimes it does not snow till March, and other times it does not rain until June, so there is no grass to graze on.” High mountain communities are<a href="https://nepalitimes.com/banner/climate-change-is-a-disaster-in-the-nepal-himalaya"> disproportionately affected by the climate crisis</a>. This year was one of the hottest ones Nepal has experienced. “Farmers are affected directly by the increase in the average temperature. Unpredictable seasonal changes can lead to the growth of new species, and native indigenous plants disappear,” explains climate scientist Ngamindra Dahal. He adds: “Rainfall patterns have also changed. At times we have unseasonal cloudbursts, other times there is no winter rain and we get droughts. The absence of snow has affected sheep herders.”&nbsp; Indeed, new kinds of grasses have started growing and for shepherds like Gurung, there is no way to know if they are edible.&nbsp; Botanist Bhakta Bahadur Raskoti agrees that climate change has affected the growth of edible grass for sheep and goats in high mountain areas. “Because of climate change, grass species from the Tarai are now found in the mountains, while mountain grasses have moved up,” he adds. NT"> <figcaption>Jore Pun</figcaption> </figure>  Lugum used to be a large sheep farming village in Rukum East. Half of the 400 households here used to herd sheep and goats. Today, there are 500 households but only 35 are pastoralists.&nbsp; The Magar people make up the majority of the Rukum East population. To them, sheep rearing used to be a way of life here. The sheep are sacrificed during their festivals and women make clothing from their wool. With the sheep gone, these traditions are now in decline. “Our grasslands are depleting and sheep rearing has become unfeasible,” says ward chair Mankaji Pun. “Moreover, young men are moving out for jobs in the cities or overseas. They are abandoning their ancestral occupation.” <a href="https://nepalitimes.com/here-now/no-country-for-young-men-c89lgrrl">Many men from here have left for the Gulf</a>, Malaysia or India. Youth here are also increasingly taking the backdoor to America. These families spend as high as Rs6 million to make their way there, borrowed from local lenders at high interest. The ones who remain are averse to hard work. Dilchan Pun Magar of Lugum was rearing sheep until three years ago. He had 200 of them. Unable to make a living, he also kept side jobs. He has now completely given up on sheep rearing and operates a hotel. “We couldn’t modernise sheep farming. It was a lot of work and we barely made any money, so I ended up leaving it altogether,” says Pun Magar. Rassa Gurung is still supporting his family by selling sheep. He says, “People started going to school. Now everyone is migrating. Sheep farming is a lot of work, after all.” There are still about 22,000 sheep in Rukum East, according to the Ministry of Agriculture and Livestock Development. Two years ago, there were nearly 800,000 sheep across the country. It is now down to 770,000. This decrease in sheep numbers has similarly affected the production of meat, down from 2,964 metric tons last year to 2,880 this year. Climate crisis ruins Himalayan pastoralists

Nepal’s remote far western districts have always suffered from food insecurity, but this year saw a significant decline in rice harvest which is expected to increase outmigration and <a href="https://nepalitimes.com/here-now/the-karnali-s-hunger-emergency">malnutrition</a>.
The shortages were recorded in just the three months after this year’s harvests hit the market and are attributed to unfavourable rains, people moving away from farming, shortage of fertiliser and other agricultural inputs, low market price for local rice, and lack of irrigation.&nbsp;
This was revealed in the <a href="https://www.facebook.com/USAIDNepal/posts/pfbid0wWMzUk7nbDkqfmMwDNYSMbUfgpXeQEuzULdAXSYwWXiXrHiAMF6ZVAhh7uC9gNcwl">International Rice Conference</a> held by the Nepal government in partnership with Feed the Future and USAID in Kathmandu this week with the theme: 'Achieving self-sufficiency in rice for Nepal's sustainable economic growth'.
The conference highlighted investment in research and development, subsidised loans to farmers for fertiliser, machinery and raising import tariffs. But by far the greatest impact would be to increase the area under irrigation, especially in the more arid western mountains of Nepal which are chronically food-deficit.
Three-fourths of Nepalis depend on agriculture, which makes up a quarter of the GDP. About 20% of that comes from rice. Till 30 years ago, Nepal used to export rice, but the country’s population has doubled in that time, there is also a growth in numbers of people switching to rice in their diet, and a fall in production.
Although productivity has increased, the area of land under cultivation has gone down. Nepal imported rice worth Rs40 billion in 2020-21, up 64% from the previous year.
Productivity could be further increased if there was better irrigation, since 80% of farms depend on rain-fed agriculture. The climate crisis has made those rains more erratic.
Even if all of Nepal’s 30 million people ate rice, the country would theoretically need 6.5 million tonnes of rice per year, but Nepal imports 7.5 million tonnes. The spurt in rice import is also because of the demand from the burgeoning beer industry.
This time last year, industrial warehouses were full of rice. Now, most of them in Dhangadi and other market towns are empty. Karnali Province grows about 150 million kg of rice annually. However, production this year is down by 50%, says agro-businessman Om Prakash Agrawal.
As it stands, the shortage in supply has also meant that prices have increased. The price of short-grain rice has gone up from Rs42 per kg to Rs55, while the cost of long-grain rice has increased from Rs60 three months ago to Rs75.&nbsp;
Hari Shankar Thakur, owner of Thakur Agro Industries, says that the scarcity of rice in the market caused by the decrease in paddy production has exacerbated the supply shortage in the far western hill districts.&nbsp;

“Current stocks indicate that unless the government intervenes, there will be a severe shortage of food in the Far West in another three months’ time,” adds Thakur. “But it seems like the government is unconcerned about how to meet the people’s demands for rice.”&nbsp;
The Nepal Food Corporation, which purchases paddy from Nepali suppliers every year to avoid food shortages in the country’s hill districts, began buying rice in November of this year as well.
Indeed, the Corporation unit in Dhangadi which last year set a target to purchase 4 million kg of paddy, aimed to buy 6 million kg this season at the government-allocated support price of Rs31.98 per kg. The market price of rice does not affect the support price set by the government.&nbsp;
The corporation established six purchase depots in the district to facilitate transactions. However, farmers stopped showing up to sell their rice in the depots in December because they prefer to sell their product at a higher price elsewhere than at the government-allocated price, corporation officials said.&nbsp;
So far, Dhangadi has bought only 1.87 million kg of paddy out of the targeted 6 million kg, says Angila Basnet, head of the Food Corporation in Dhangadi.&nbsp;
This means the paddy harvested will only produce 1 million kg of rice which will not even be enough to cover one week’s demand.
“It is impossible for our supply to meet the demand for rice in the far west,” says Basnet. “In fact, there is already a shortage of food in the mountains &nbsp;even though the paddy season is not over yet.”

Paddy production falls in west Nepal

This is the 43rd instalment of <a href="https://www.nepalitimes.com/diaspora-diaries">Diaspora Diaries</a>, a regular series in Nepali Times with stories of Nepalis living and working abroad.&nbsp; It was a Saturday morning. Tired from the week’s work in the farm, we were looking forward to resting and catching up with families back home. It had been just over a month since we arrived in Israel. But early morning at 5am on 7 October, we were woken up by earthquake-like jolts. We rushed outside, and there were missiles streaking across the sky and explosions.&nbsp; We found it all very exciting at first, but when the sirens went off we got worried and ruished to our little bunker to hide. There we started getting frantic calls from fellow Nepali students at Kibbutz Alumim which was 18km away. They said there was an explosion in their bunker and blood everywhere. Our hands trembled as we called our college representative, but the whole area was under attack and there was no way any ambulance could make it in. Later, even our wifi and electricity got cut off, and we could not get in touch with our friends or anyone else. When the internet was restored in the evening, we found out that 17 of our friends at Alumim had also taken shelter in a bunker, but had come under attack from terrorists. &nbsp; We had arrived in Israel just a month before under the ‘Learn and Earn’ program. We were just settling in and getting a hang of things. The first three weeks were spent just getting used to the desert environment in southern Israel. The minute I got a chance, I called them to let them know I was safe. In the three days we spent in the bunker, it was difficult to speak to my family to describe the situation. I would feel overwhelmed and tearful when they asked how I was doing. I could not tell them everything that was really going on because they would panic. I am okay, don’t worry was all I could come up with. In the cold floor of the bunker, there is no food, no water and in the long and scary sleepless night it feels like hell. This is going to be a long night. We first thought we should chase them out since they might bark and draw attention to us, instead we welcomed their companionship and they slept next to us. &nbsp; In the morning we called everyone that we could think of: the Nepal Embassy, government back home, everyone. Sometimes, we had to step out of the bunker to make calls. The response was not so proactive, so we started sharing videos on social media to draw more attention, hoping for some action. When we first got the call from the embassy to get ready, we were thrilled. They told us to just pack our documents and laptops. We left all our luggage behind. We even called our families to tell them we were coming home. But that day no one came to receive us and we waited in vain. Leaving behind our belongings, we came to <a href="http://global-learner.com/negev/" target="_blank">Ramat Negev farm</a> which is where we are at now. Being away from yesterday’s place feels a lot safer. This is far from the war zone and out in the desert near the Egypt border without many residential buildings. We thought we would be brought to Tel Aviv but instead, here we are for the time being.&nbsp; Finally, we realise how the accumulated stress and fatigue of the last three days has worn us out. There was fear from constant sounds of sirens and explosions, and the urgent need to coordinate with different agencies for our rescue, assure our families we were okay. Most importantly, we grieved the friends we lost. Our friend Bipin is still missing, there is no news about him.&nbsp; Here at the farm, besides us Nepalis there are other colleagues from Thailand and Zimbabwe. After what feels like ages, we finally got to eat warm food which felt good and made us happy, that too in the company of friends. We are spending time talking, trying to recover and gain back our energy.&nbsp; We are in touch with our families who are also relieved that we are away from the frontline. But they are desperate for us to come home. And so are we. Although we are relatively safe here, there is still uncertainty, what if the war spreads to where we are and something goes wrong again. They should not wait for things to normalise to rescue us. A Nepali’s lucky escape from Hamas

Rohit is from Bihar and drives an auto rickshaw in Mumbai. Life has been a struggle ever since he lost his parents in a car crash. Like many young men from Bihar in this big city, he migrated here to make a living.Then came the pandemic in 2020, and the lockdown meant that Rohit had no income at all. He and his family had to rely on the municpality’s two free meals a day.   “Mumbai belongs to the rich, except during elections,” says the 23-year-old as he negotiates the city’s dreary traffic, recalling how his wife and young son were evicted from their room for unpaid rent.But one day a miracle happened. A Nepali caregiver named Manjeela, whom Rohit knew, came to the rescue and along with her two daughters offering his family shelter and food for a few weeks.Rohit says he and his wife struggled to comprehend Manjeela’s generosity. Why was she going out of her way to help a poor family when their own family in Bihar had refused to help them?“I am so used to people turning their back on me that I just did not understand Manjeela’s kindness. It felt uncomfortable to accept such a genuine gesture,” he adds.Manjeela then found out from the media that the popular Bollywood actor Sonu Sood was helping migrant workers like Rohit with transportation to their homes. She coordinated with Sood’s team and registered Rohit and his family so they could travel back to Bihar.“Sonu Sir came to see us off and I even got to shake his hands,” smiles Rohit. Had it not been for Manjeela and Sonu Sood, Rohit knows he would have been one of the hundreds of thousands walking home to their villages along train tracks, evicted and penniless -- an iconic image during India’s first lockdown in early 2020. “What other option did we have? Even thinking about the possibility of walking back brings tears to my eyes,” he says. <img width="640" height="853" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114091156/637203159c7e80680e0b27ecjpeg.jpg" alt=""/>Adds Rohit: “For tens of thousands like me, Sonu was a real-life hero. But for my family specifically, Manjeela was an angel. I will never be able to forget what they did for me and my family.” --AmitA quiet man with a wide smile, 45-year old Amit spent a decade in Saudi Arabia taking care of a family of 7, alongside three <a href="https://www.nepalitimes.com/opinion/south-asias-migrants-shared-problems-share-solutions/">other South Asian migrants</a> including a Nepali housemaid.He had come home to India for his nephew’s wedding when Covid-19 hit, and he was stuck because of a Saudi ban on flights because of the Delta outbreak. Two years later, it finally looks like he can <a href="https://www.nepalitimes.com/opinion/labour-mobility/crossborder-virus-and-nepali-migrant-workers/">rejoin his employment</a>, but only by making a <a href="https://www.nepalitimes.com/latest/indians-use-nepal-to-circumvent-travel-bans/">convoluted journey through Kathmandu</a> for a flight to Riyadh. India has finally been lifted off the Saudi red list, but direct flights from Mumbai are unaffordable for Amit. That is why he is flying from Delhi to Kathmandu along with three other stranded Indian migrant workers. This is a less expensive option – at least that is what his agent told him.Agents are skillful at finding loopholes around flight bans and restrictions, and provide options for desperate workers like Amit. But the Kathmandu option is also expensive for him: he had to pay the agent ₹85,000, including costs for a two-week quarantine in Nepal.It was not an ideal arrangement, given pre-Covid flights were a fraction of what he is paying now, but Amit says at least he will start earning again soon. The <a href="https://www.nepalitimes.com/here-now/living-with-covid-in-2022/" target="_blank" rel="noopener noreferrer">uncertainties brought by Omicorn</a> might trap him for extended periods once again, but he cannot afford to take any more chances.“For now, the priority is my daughter’s wedding,” says Amit who will have to pay the groom up to ₹400,000 (Rs640,000) in dowry. This is over 15 months of his wages, even if he were to save every paisa. There are other regular costs to take care of back home -- for food, medicine, loans for the ticket and his children’s education, making it difficult to save even a small portion of his earnings.Amit looks out of the plane’s window (pictured right) at Himalayan peaks as the plane begins its descent into Kathmandu. He says: “The work in Saudi is not easy. What work is easy? But it pays, and that’s what matters. I can save ₹25,000 a month, and that’s more than double of what I can earn in India.” <img width="640" height="853" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114091156/637203189c7e80680e0b27edjpeg.jpg" alt="">Dhana Dhana is from Gulmi district in Nepal, and is finally flying home from Delhi after the pandemic hit two years ago.“Nepal is so close, yet I have not seen my family for two-and-half years,” he says.For many Nepalis, a work stint in India is a stepping stone to go to Malaysia or the Gulf. They can save enough in India to afford to pay recruiters for the overseas jobs.But Dhana’s work history is unique. He has been to India before, then to Malaysia, Saudi Arabia, UAE and he has come right back to India after his boss in the UAE transferred him to look after his home in India. <img width="640" height="853" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114091156/6372031b9c7e80680e0b27eejpeg.jpg" alt="">Older Nepali migrant workers find the culture and familiarity of India more appealing, even though the earnings may not be as much as elsewhere. Many others are here for seasonal work as drivers or security guards because they cannot afford to pay recruiters for jobs in the Gulf. Younger Nepalis, however, do not find India as appealing.Despite being one of the largest destination countries for Nepali workers, India seldom gets the attention it deserves and is treated akin to internal migration. There is no precise count of Nepali workers in India because of the open border and no requirement for permits. But this migrant workforce <a href="https://www.nepalitimes.com/here-now/indias-covid-catastrophe-hits-nepalis-hard/">suddenly became visible during India’s Covid lockdowns</a> as Nepalis <a href="https://www.nepalitimes.com/latest/nepal-braces-for-its-2nd-covid-wave/">streamed back</a> in the hundreds of thousands.Dhana himself works at an Indian household, so was spared during Covid-19. But he knows of many Nepalis who suffered. Four of his acquaintances who lived close by lost their lives during the 2021 Delta peak.Deaths of Nepali workers in India also go largely unnoticed -- with or without Covid-19. There is no count, no compensation to families of the deceased, and no government help with repatriation as happened from the Gulf or Malaysia.“The only consolation is that here you can expect that full procedures will be followed during funerals according to Hindu rituals which you probably cannot expect elsewhere,” says Dhana. “The Nepal government should compensate families of the deceased as they are from the poorest families.”But he is quick to note the privileges of being a migrant in India versus other countries where he has lived and worked. “You don’t become undocumented in India. You are not obliged to stay with the same employer,” he says.Dhana should know: he has spent months hiding in the jungles of Johor Baru in Malaysia with 19 other Nepalis to avoid raids when he became undocumented because his employer went bankrupt.He quit his job in Saudi Arabia after three months despite having paid Rs100,000 to a recruiter. In both cases, he felt trapped as he wasn’t able to exit the countries without incurring fees, and was <a href="https://www.nepalitimes.com/here-now/in-the-minds-of-nepals-migrant-workers/">mentally stressed.</a>After making a full circle back to India where he had spent over a decade in his early twenties before venturing to Malaysia and the Gulf, he values the freedom for <a href="https://www.nepalitimes.com/latest/people-to-people-at-india-nepal-border/">Nepali workers like him in India. </a>Some names have been changed.

Rohit, Amit and Dhana

Photo: AAKASH KC</figcaption></figure>When Aakash KC flew to Kathmandu from Seoul in February 2020, he was looking forward to a three-month break in Nepal from his job in South Korea. Little did he know that he would be stranded for almost two agonising years in Nepal due to the pandemic. KC finally flew back to Seoul on Monday after months of uncertainty because of confusing information on Covid, flip-flopping rules. “As per Korean law, I had to come to Nepal for three months before resuming with same employer for another five years,” KC said as he prepared to leave. KC is part of the much-coveted <a href="https://archive.nepalitimes.com/article/nation/Korea-treating-Nepali-migrant-workers-right,2813" target="_blank" rel="noopener noreferrer">Employment Permit Scheme (EPS)</a>, a government-to-government partnership between Nepal and Korea to supply workers, and is luckier than most other Nepali migrants because he had an employer who waited to have him back. KC had to renew his Certificate for Confirmation of Visa Issuance (CCVI) multiple times with help from his Korean employer. He said: “I used to feel anxious when co-workers from Sri Lanka had returned to their jobs in Korea whereas my future was uncertain.” KC’s employer was not just patient, he even sent him financial help during the early months of the pandemic. It is a testament to the hard work and trust that Nepali workers like KC have built with their Korean employers that they are willing to do that.  <img width="455" height="286" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1df89c7e80680e0af3e4jpeg.jpg" alt="">KC did not look for any other options during the past two years, although he was tempted to prepare for Nepal’s civil service exams. He has retained his language skills, and earlier this week was excited about returning to Korea. To be sure, not everyone is as lucky as KC. Sunita Gurung worked on a farm in Korea, and received her CCVI for continued employment. But her employer cancelled because the process dragged on for too long, leaving her heartbroken and helpless. “I understand why he did that,” Gurung said. “How long can an employer wait when I could not confirm when I could return?” For over 10,000 other Nepalis who passed the competitive Korean language and skills exams, the <a href="https://www.nepalitimes.com/opinion/labour-mobility/crossborder-virus-and-nepali-migrant-workers/" target="_blank" rel="noopener noreferrer">pandemic has been a roller coaster ride</a>. They were too far along the process to let go of lucrative job opportunities in Korea that guarantees high wages and a secure future.  <figure><img width="960" height="720" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1dfa9c7e80680e0af3e5jpeg.jpg" alt=""><figcaption>Nepali workers boarding a Korean Air flight in Kathmandu this week after being stuck for nearly two years. Photo: AAKASH KC</figcaption></figure>The workers saw the Gulf and Malaysia opening up after the lockdowns, and could not understand why Korea was still closed. Some workers were under pressure from their families to take up whatever overseas job was available. “When my family saw others from the community headed to Gulf, they asked why I could not do the same. They don’t understand,” said one worker. All the uncertainty and false alarms over the past year and a half has taken a toll on the mental health of <a href="https://archive.nepalitimes.com/article/nation/Korean-kafala-migrants-in-Korea,4025" target="_blank" rel="noopener noreferrer">aspirants for Korea</a>. The lack of clear information also means confusion about whether the delay was due to Covid-19 restrictions in Nepal or Korea, vaccine status, or the result of insufficient diplomatic lobbying by the Nepal government.It has not helped that for almost three years, there has not been a Nepali ambassador in Seoul. Junior embassy staff do not have the same access and influence as an ambassador, and the country’s labour diplomacy has suffered as a result.“We knew it was due to public health concerns and the Korea government was using similar criteria to all EPS partner countries to assess whether to allow workers or not, but our government was also not being proactive,” said Askash KC who <a href="https://www.nepalitimes.com/here-now/delayed-dreams-for-korea-bound-nepalis/">took to the streets</a> earlier this year to put pressure on the Nepal government to lobby with the Koreans.  <figure><img width="2048" height="1536" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1dfc9c7e80680e0af3e6jpeg.jpg" alt=""><figcaption>Trilok Pant finally flew to Korea in October after waiting for nearly two years and is back at his job. A running joke within the Struggle Committee was that one labour minister who lasted only a few days in office earlier this year asked the members who had gone to appeal to him: “What is EPS?”The South Koreans had set three criteria for the corridors to resume: the presence of direct, regular flights to Incheon, all migrants buy Covid-19 insurance, and workers pay for ten-day quarantines on arrival in Korea. All these criteria were met, and despite the added cost to the workers, Nepalis finally started flying to Korea in October. Trilok Pant was among the first lot that went to <a href="https://www.nepalitimes.com/here-now/dead-end-of-the-korean-dream/" target="_blank" rel="noopener noreferrer">Korea</a> in October after spending 22 months here. “There was so much excitement among the 48 Nepalis who went on the first flight,” he said on the phone from Korea. “Work has started in full swing now.”Like KC, Pant was also lucky to have a kind employer who sent him money during the pandemic, and waited for him as he renewed his CCVI four times because it only had six-month validity. “On my first day out of quarantine, he took us out for dinner,” Pant recalled. “It was a happy reunion.” <figure><img width="2048" height="1536" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1dff9c7e80680e0af3e7jpeg.jpg" alt=""><figcaption>Trilok Pant with his co-workers, including Nepalis, in Korea pre-pandemic. Photo: TRILOK PANT</figcaption></figure>In the 22 months that he was stranded in Nepal, Pant did not do any work because of the uncertainty about Korea. But Korean employers, too, have faced problems because their workers could not get back. Nepalis mostly are on jobs that locals will not do, especially not for the salaries for migrant workers. “Nepalis have a reputation for hard work and honesty, which worked to our advantage this time as our employers waited for us patiently amid all the uncertainty and inconvenience,” Pant added. For now, only a small proportion of those waiting have been <a href="https://www.nepalitimes.com/latest/the-long-wait-before-flight/" target="_blank" rel="noopener noreferrer">able to rejoin jobs</a>, and the Koreans appear to opening up cautiously to see if there is a Covid surge. Only if all goes well in the coming months will more workers be let in. And there are thousands of Nepalis waiting to fly out.

Long wait over, Nepalis return to Korea

All photos and videos: UPASANA KHADKA</figcaption></figure>After getting his single-shot Johnson &amp; Johnson vaccine, Yogendra lined up the following morning from 2AM at Teku to get his vaccine certified so he could go to Saudi Arabia to join his job. But his letter was missing a stamp, and he had to return the next day.Like Yogendra, thousands of workers have packed queues at the Teku Hospital to get their certificates, with fears that the crowds could themselves spread the virus.“There is a lot of mixed information and confusion, and the officials do not seem to know what to do,” says Yogendra. “And how can we be safe in these crowds?”Yogendra said “cautious goodbyes” to his family in Doti and travelled to Kathmandu, not sure if he could finally leave. Distressed and demoralised, he has had to spend more money extending his stay to finish his paperwork.Netra from Jhapa is also going to Saudi Arabia, and got to Teku Hospital only at 6AM by which time there was already a long line, and he had to go back.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d086e9c7e80680e0a6018jpeg.jpg" alt="" width="2274" height="1456">“Tonight, I will come at 9PM so I am one of the first ones in line,” he told me. “Even 2AM might be too late.”  For Yogendra, Netra and many other workers getting ready to leave, it is difficult to get around in unfamiliar Kathmandu and work the system to get all the required travel documents. “My legs are sore from all the walking and standing,” says Netra.Akram (pictured above) from Sunsari did not want to take any chances, so instead of lining up at 2AM for his vaccine certificate, he was already at Teku at 4PM on Saturday to be in front of the line for Sunday morning.After getting his jab last week, he came to Teku twice, but missed his chance to get his certificate both the times because he came only at 6AM. This time, he was waiting 28 hours before the counter opened.Akram is headed to Qatar to work as an office cleaner and will be earning $360 a month. This is his first time in Kathmandu, and he slept on and off all night while squatting under a tin roof to keep dry in the rain.The security guards at Teku took to Akram for his determination and grit, and they had given him a nickname: ‘Number One’. By 10PM on Saturday, Akram had been joined by others who also wanted to be ahead on the line.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08729c7e80680e0a6019jpeg.jpg" alt="" width="640" height="1138"><figcaption> </figcaption></figure>Among them was Gopal Thapa Magar from Ramechhap bound for Saudi Arabia, and a returnee migrant Dinesh DC from Dang. This drop reflects the shrinking opportunities for Nepali job seekers who have relied on migration to break out of intergenerational poverty.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08789c7e80680e0a601bjpeg.jpg" alt="" width="640" height="360"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d087a9c7e80680e0a601cjpeg.jpg" alt="" width="1280" height="720"><figcaption> </figcaption></figure>The reasons for the historic low numbers are fallout from the pandemic and continued hiring freezes and travel bans to some countries. Saudi Arabia, Qatar and the UAE accounted for 80% of labour approvals in 2020-21, while few workers went to Malaysia and Kuwait which had consistently been among top destination countries for Nepali overseas workers.<a href="https://www.nepalitimes.com/here-now/nepali-migrants-again-caught-up-in-2nd-wave/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepali-migrants-again-caught-up-in-2nd-wave/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNF56UDVbYsJHL5vZIneYD4mpabP1A">Malaysia halted recruitment</a> of all foreign workers indefinitely since early last year, while Kuwait red-listed Nepal for public health reasons since the early days of the pandemic until recently.The drop in annual outflow of workers paints an incomplete picture: <a style="letter-spacing: 0.01em;" href="https://ccmc.gov.np/ccmc2/ccmc_update/No.of%20Nepali%20Repatriated%202078.04.05.pdf" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://ccmc.gov.np/ccmc2/ccmc_update/No.of%2520Nepali%2520Repatriated%25202078.04.05.pdf&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNGiT7tSqd2KtrfmwoAnp9yld4JSeQ">nearly 500,000 Nepali workers</a> were repatriated from all over the world with majority from Qatar, Saudi Arabia and Malaysia in the past year. And a significant number of Nepalis abroad chose to stay on their jobs.However, there are no reliable estimates of the total number of Nepalis working overseas. According to Malaysian government data obtained by Nepali Times, the total number of Nepalis there dropped from 300,000 at end-2019 to just over 160,000 in 2021. But this excludes undocumented Nepalis in Malaysia, whose numbers <a href="https://www.nepalitimes.com/here-now/mindful-of-migrants-mental-health/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/mindful-of-migrants-mental-health/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNFu2uMrNJCQSfA0UOoVgoJpaZN4bQ">have grown significantly</a> since the pandemic.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d087d9c7e80680e0a601djpeg.jpg" alt="" width="640" height="360"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08809c7e80680e0a601ejpeg.jpg" alt="" width="1280" height="720"><figcaption> </figcaption></figure>Employers there have been hesitant to send back workers due to worker shortage and hiring freeze, delays in receiving exit permits or because of unaffordable tickets.Since migrant workers do <a href="https://www.nepalitimes.com/here-now/nepali-workers-overseas-toil-through-the-pandemic/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepali-workers-overseas-toil-through-the-pandemic/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNEy-H9Qaln0ZJ_OjXcH-hTKY0jIZA">‘essential’ jobs</a>, there is still demand for them in certain sectors. Recovery of emigration will require Nepal to be more strategic about exploiting these constricted opportunities.For example, despite many job opportunities in Saudi Arabia, recruitment has been affected over the past year because of delays or temporary obstructions in ‘demand attestation’, a mandatory requirement in the recruitment process. Similarly, embassies accredited to countries like Turkey, Poland and Croatia have also not been proactive about demand attestation.For European countries where there are delays with <a href="https://www.nepalitimes.com/here-now/nepal-to-turkey-and-onwards/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepal-to-turkey-and-onwards/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNF8qBGo8r8npXkN1E852zFgCgFETw">job demand letter approvals</a> by Nepali embassies, the share of workers <a href="https://www.nepalitimes.com/opinion/europe-now-favoured-destination-for-nepalis/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/europe-now-favoured-destination-for-nepalis/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNFRq74NGxlvsT6FDDZMJqAAORK_lQ">obtaining individual labour approvals</a> instead of institutional approvals is high even when the recruitment is facilitated by recruiters.This means recruiting agencies cannot be held liable in case of problems with the worker’s contract or safety. Misuse of approvals can be costly because recruitment costs are high for these countries, aspirants are easier to lure and European countries are fertile for trafficking.With Covid-19, maintaining a balance between facilitating recruiters to play a critical intermediation role with regulatory actions to curb malpractice and exploitation of desperate job seekers has become even more challenging.Recruiters complain that the government has not acknowledged their contributions or the impact of Covid-19 on their businesses. Last fiscal year, almost a third of the 853 recruiters in Nepal were unable to obtain labour approvals for a single worker, while about a fifth deployed less than 10 workers over the entire year (See figure).<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08839c7e80680e0a601fjpeg.jpg" alt="" width="640" height="360"><figcaption> </figcaption></figure>While regulation is necessary, it can sometimes unreasonably inconvenience the employer, recruiter or migrant worker without addressing, or correcting the problems. In many cases, regulations create loopholes to worsen the safety and welfare of migrants.For example, attestation of employment demand letters is a welcome move to curb fraudulent job orders which now needs to also scrutinise employers’ commitment to Covid-19 health protocols.But its effectiveness rests on proactive embassies to carry out the attestation services of rewarding job orders expeditiously and fairly. Otherwise it prevents gainful employment, or worse, compels migrants to bypass the legal system.Recruiters have not been able to smoothly deploy workers to Qatar. The Qatar Visa Center (QVC) was set up as a ‘one stop’ window to facilitate medical tests and biometrics, but is accused of lack of transparency. In the past, a handful of medical centres approved by the government could be used for the pre-departure medical tests.Now, QVC alone cannot keep up with applicants and the backlog from the lockdown months, impacting over 7,000 Qatar-bound Nepalis, says Sujit Shrestha of NAFEA (National Association of Foreign Employment Agencies).The QVC management has been accused of providing appointments selectively to well-connected manpower companies. “If we take an appointment in July, we get dates for September and October,” says Shrestha. “How can we work like that when Qatari employers are in a hurry to recruit workers to complete their projects delayed during the pandemic?”Nepali and Qatari authorities need to investigate these allegations against QVC and ensure it operates as intended.The latest is the challenge of vaccination. Inconsistent vaccines requirement, authenticity of vaccine certification and wide availability of vaccines have been problems. The J&amp;J Janssen jabs are ideal for migrant workers because a single dose saves outbound migrants time, and it is recognised by destination countries -- <a href="https://www.nepalitimes.com/here-now/job-seekers-now-also-jab-seekers/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/job-seekers-now-also-jab-seekers/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNHMjTdkQhFk_HHOeWL4vO2vYmkQiQ">unlike the Chinese jabs</a> that are not accepted in countries like Saudi Arabia.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08869c7e80680e0a6020jpeg.jpg" alt="" width="1280" height="720"><figcaption> </figcaption></figure>Furthermore, the J&amp;J jabs exempt migrants from expensive institutional quarantine in destination countries. But it has come at a cost as reflected in Akram’s experience. Shrestha of NAFEA says that it would have been much easier if, like other countries, vaccine certificates had a unique QR code for authentication.Major destination countries have launched their own mobile apps that will be used mandatorily including to enter public spaces and workplaces. There is uncertainty about the acceptability of paper-based vaccine documents that are being given out in Nepal.“This has to be a continuous effort, not a one-off initiative, with dedicated vaccination camps for migrant workers that will also involve DOFE officials so workers with jabs get certification as well. Everyday hundreds of migrants will require jabs, and there is no clear policy for them,” Shrestha says.The uncertainty and lack of coordination in the vaccination drive has financial and time costs, but there is also the invisible mental toll it takes on workers wanting a better shot at life. Nepal needs better labour diplomacy, inter-ministerial coordination and most importantly, empathy for migrants.The Labour Ministry is currently without a minister in the new government, and over the course of the pandemic there have been four Labour Ministers, including the last two who were in office just for a few days.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08889c7e80680e0a6021jpeg.jpg" alt="" width="1280" height="720"><figcaption> </figcaption></figure>Despite all this, remittances have so far <a href="https://www.nepalitimes.com/banner/defying-predictions-nepals-remittances-still-high/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/defying-predictions-nepals-remittances-still-high/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNGEabPw8o4a8Twn_RqOFHaOAwoAqQ">defied expectations</a>. Nepalis queueing up all night for proof of jab

Photos: AJAY SODARI AND BIRENDRA BOGATI</figcaption></figure>From his early years, Bhim Oli from Dang knew that he wanted to go abroad to work and earn so that he could support his family. His dream, like that of many Nepali men, was to work hard and make a comfortable living for his family.On the top of that list for overseas job destinations was Korea. But the preparation costs for South Korea’s Employment Permit Scheme (EPS), language training, food and lodging expenses in Kathmandu were exorbitant.For the majority of Nepali migrant workers, the Gulf and Malaysia are final destination countries. But for Oli, Qatar was a means to an end. He took up a stint in Qatar as a waiter after completing his Bachelor’s, with a singular purpose of saving up enough so he could return and focus on his preparations for Korean language tests.The now-familiar acronym EPS usually conjures up images of tens of thousands of Nepalis lining up to register for the mandatory Korean language tests. Since 2008, over 66,000 Nepalis have obtained jobs in South Korea through this program in the agriculture and manufacturing sectors. The exam itself has been taken by a staggering 585,000 Nepalis, but less than one-tenth of the test-takers eventually get a job in Korea.  <figure><img width="720" height="405" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111012110/636cda119c7e80680e092ed9jpeg.jpg" alt=""><figcaption> </figcaption></figure>After toiling for 18 months in Qatar as a ‘target earner’, Oli returned to Nepal with savings of Rs650,000 to begin his preparation for the Korean EPS. In 2017, he failed his exam. Undeterred, he studied harder for the next one and was one of the 7,996 who passed it, out of 82,264 test-takers in 2018.“I cannot afford to go to the US. The only option for people like us to try to go to the US is via irregular channels, which costs over 40 lakhs (Rs4 million). Savings in the Middle East or Malaysia are nominal, so I was eyeing Japan and Korea as the best alternatives,” he explains. “In Korea, I can expect to earn one crore (Rs 10 million) in 4 years 10 months, an amount that would be impossible elsewhere.”But his dreams came crashing down with the onset of the pandemic. Oli was matched with his employer on 3 March, 2020. But unfortunately his employer cancelled his contract in December after he had been waiting for over six months.The pandemic has thrown the prospect of the new cohorts of aspirant EPS workers in a limbo. The flight restrictions, lockdown and the classification of Nepal by South Korea in the ‘red zone’ for public health reasons has riddled the past year with uncertainties.“They have other options to bring in workers from East Asian countries where mobility has not been barred, so it is understandable,” Bhim Oli says. “Thankfully, I have been matched with another employer but am worried that I will again lose this opportunity if things don’t change soon.”His story is not unique.For Ajay Sodari from Kailali, the lure of South Korea came from the transformation he saw in the living standard in the life of an acquaintance. It seemed within reach for someone like him from a humble background, if he only put in the effort. Unfortunately, he failed the Korean language test in Kathmandu in 2018. Unable to afford another expensive stay in Kathmandu, he went to Himachal, India for four months to pick apples, earned around Rs80,000 and used that money to survive in the city as he prepared diligently. “I studied around 18 hours a day for the language test—I had not studied that hard for my SLC, 12th or Bachelors, but I finally managed to pass in 2019,” says Sodari. It was also the year that the government of Korea made an additional skills test mandatory, so it took another few months of preparation. Luckily, he passed. Altogether, 92,000 individuals took the test that year, of which only 12,000 passed.Sodari was selected to work in an aluminium company. He was thrilled when the cabinet decided in May 2020, to let workers head to South Korea. But the decision has been confined to announcements, as none of the migrants have been able to travel.Frustrated, and knowing that there were thousands of others in his situation, Sodari started a group called <a href="https://www.nepalitimes.com/here-now/nepali-overseas-workers-who-remain-behind/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepali-overseas-workers-who-remain-behind/&amp;source=gmail&amp;ust=1617157112261000&amp;usg=AFQjCNEr9_-0OaHXf451xm0auj-YqR5hKQ">EPS Struggle Committee</a> and staged a protest at the Mandala in Kathmandu. They have held three such <a href="https://www.nepalitimes.com/latest/the-long-wait-before-flight/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/the-long-wait-before-flight/&amp;source=gmail&amp;ust=1617157112261000&amp;usg=AFQjCNHQsUwKBvvQc3UPCcNadPKprzpdFg">protests</a> in the last 13 months, bringing together hundreds of migrants from all over Nepal, but to no avail.The group has turned to various authorities for help, beginning from labour ministers, to Korean and Nepal government authorities. While they are only met with empty promises and false assurances, they remain persistent in their efforts to get things moving. But the absence of a Nepali ambassador in Seoul for the last two years has adversely affected active diplomacy. <figure><img width="1822" height="1236" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111012110/636cda139c7e80680e092edajpeg.jpg" alt=""><figcaption> </figcaption></figure>“The issuance of visas has been stopped due to public health concerns. Until last week, Nepal was included in the red zone. But as of last week, they have lifted Nepal from this category and partially started issuing visas in certain categories, like for students,” says Indra Gautam, Director of the EPS Department. “Gradually, they will start issuing visas for EPS workers as well and we are putting in the necessary requests.”In addition to public health concerns, the Korean side has also expressed concern about a high number of fraudulent cases among test-takers from Nepal. Gautam says that this is currently being worked on, “We are now looking to conduct the exams online and to use biometrics to address the issue of fraud. The preparations are ongoing and once done, we will release information about the dates for the next examinations.”The men who have been waiting report that they have not just lost face in their families, but also money and suffered overwhelming mental stress. Sodari and other others in waiting say they do not want to be bargaining chips in the negotiations. “We have invested so much time and money and cannot afford to give up on our dreams. But this has been dragging on for so long, we cannot invest in businesses here, migrate to another country because we will be left neither here nor there as this will eventually work out,” he says.Gautam says the preparation towards a more transparent testing system affects the dates for the new test-takers. It is not tied to the issuance of visas for outgoing workers which is due to a public health concern.Since 2008, Nepalis have been taking their chances in this highly competitive program alongside competitors from 15 other countries from South and Southeast Asia. The annual quota has fluctuated, which is attributed to the domestic labour demand in Korea as expressed by employers, diplomatic ties, and the number of workers who overstay their legally allotted time that can penalise the country quota in the subsequent years. <figure><img width="1752" height="806" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111012110/636cda169c7e80680e092edbjpeg.jpg" alt=""><figcaption> </figcaption></figure>The volume of workers from Nepal and Cambodia, in particular, had become relatively more important over the years. One of the reasons for it was the rising share of these <a href="https://openknowledge.worldbank.org/handle/10986/30471" data-saferedirecturl="https://www.google.com/url?q=https://openknowledge.worldbank.org/handle/10986/30471&amp;source=gmail&amp;ust=1617157112261000&amp;usg=AFQjCNFw-nkRksmltNSgesrDoce1dI364A">workers in the agriculture sector</a>. The number to be hired from Nepal remains uncertain. Korea's EPS was given the <a href="https://openknowledge.worldbank.org/handle/10986/30471">UN 2011 Public Service Award</a> in the 'Preventing and Combating Corruption in the Public Service' category. An evaluation of this program in the Philippines, one of the 16 EPS partner countries, showed the impact on households of workers -- an <a href="https://www.econstor.eu/bitstream/10419/69347/1/731593413.pdf">increase in monthly expenditure</a> by 30-60% with most of it in health and education. In 2021, about 52,000 workers are expected to be hired from the partner countries.   To be sure, the aspirants are also aware that life in South Korea is not going to be easy as there are aspects that give the employer the upper hand. The difficulties in changing jobs and mismanaged expectations present a whole gamut of other challenges.  Nepalis who pass the EPS exams are educated, whereas the jobs they are offered are what are categorised as ‘dirty, dangerous and demeaning’. Mismatched expectations along with expectations from families can be unbearable for some. Some migrants succumb to the pressure as has been previously reported in <a href="https://www.nepalitimes.com/here-now/dead-end-of-the-korean-dream/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/dead-end-of-the-korean-dream/&amp;source=gmail&amp;ust=1617157112261000&amp;usg=AFQjCNEHeJ184AhaxNadCHqrToezGdnDkQ">Nepali Times</a>. Of the 143 deaths of Nepalis between 2009 and 2018, for example, 43 were suicide cases which got the attention of policymakers from both countries but little by way of action.  <figure><img width="720" height="480" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111012110/636cda189c7e80680e092edcjpeg.jpg" alt=""><figcaption> </figcaption></figure>Even after the onset of the pandemic, while aspirants are waiting to be employed in South Korea, the country itself has been receiving flak for certain measures it proposed. Recently, for example, a proposal requiring all foreign workers to get tested has received much criticism, including from the Nepali community in Korea. This proposal was quickly withdrawn <a href="https://www.reuters.com/article/us-health-coronavirus-southkorea-idUSKBN2BB0MK" data-saferedirecturl="https://www.google.com/url?q=https://www.reuters.com/article/us-health-coronavirus-southkorea-idUSKBN2BB0MK&amp;source=gmail&amp;ust=1617157112261000&amp;usg=AFQjCNHLRUNfgnGRZMgZwp56Cpy5LnkG_Q">in the face of criticism</a>.It is not just new workers who have been impacted by Covid-19. Of the estimated 10,000 EPS workers stranded, a significant number are committed workers who completed over four years of stay already and were returning. The Korean government has imposed a ‘4 years 10 months’ cap, a way to ensure that migrant workers under EPS cannot qualify for permanent residency, which is available to foreigners in Korea after they reside legally for five years or longer. <figure><img width="1378" height="1038" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111012110/636cda1b9c7e80680e092eddjpeg.jpg" alt=""><figcaption> </figcaption></figure>Prakash Shrestha, a member of the EPS Struggle Committee, is a returnee migrant, who wants to go back to Korea to the same employer. “Once we land in Korea, we already dream of returning to Korea as committed workers for another 4 years and ten months, so we can double our savings,” he says.Prior to moving to Korea, Shrestha worked in a restaurant in Kathmandu but was not able to save much with his monthly earnings of Rs 12,000.He competed with 64,000 individuals taking the EPS exam in 2014. His starting salary in Korea was Rs101,000. By the time he left in 2019, he was earning close to Rs300,000 a month.He was supposed to return at the end of February 2020 as a ‘committed worker’ but has been stuck in Nepal. “I was so close to flying out and resuming my job that would have been safe for the next four years. What a difference a few days can make,” adds Shrestha, admitting that the stress has taken a toll on his mental health.“My employer, luckily, has been patient and is willing to wait for me. Having worked with the same employer for four and a half years, we have developed trust and familiarity with each other so I feel fortunate,” says Shrestha. Like many others, he is now waiting for the announcement to be allowed to fly back to Korea.

Delayed dreams for Korea-bound Nepalis

He had secured necessary paperwork for his job there as a caregiver, and was in high spirits at the prospect of starting anew despite the pandemic.Parajuli is employed under the <a href="https://www.nepalitimes.com/opinion/the-future-is-older/" target="_blank" rel="noopener noreferrer">Japan Government’s Specified Skilled Worker</a> (SSW) residence status. “This is a result of a lot of hard work and patience. For many months, I focused entirely on studying for the Japanese language test,” Parajuli told Nepali Times before he boarded his plane.After working in Qatar for two years as a cashier with a monthly income of around Rs40,000, he had come home and started looking for fresh migration opportunities. Now, he is set to earn around Rs145,000, excluding overtime and bonuses. “I plan to work very hard and hope to stay long-term in Japan,” he says.In March 2019, the governments of Nepal and Japan signed a memorandum of cooperation for the SSW residence program. The SSW1 category of the program allows workers to remain in Japan for a maximum of five years, with workers ensured equality of treatment as well as the ability to change employers within the same sector. There is also a longer-term SSW2 category that allows unlimited visa renewals and dependents. In the next five years, a total of 345,000 workers were to be hired from all SSW partner countries. <img width="200" height="174" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111132/636cd3799c7e80680e08f96cjpeg.jpg" alt="">In addition to the win-win situation that such labour programs afford, by helping 14 sectors address severe worker shortages in super-aging Japan (see figure), it also allows Nepali youth to be gainfully employed at higher earnings in a secure labor market. Nepal had one more reason to be jubilant— it was the second country to sign the agreement with Japan after the Philippines. <figure><img width="1768" height="996" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111132/636cd37a9c7e80680e08f96djpeg.jpg" alt=""><figcaption> </figcaption></figure>But little did we know that almost two years down the road, Parajuli would be just one of the handful of Nepalis who would benefit from this agreement despite the head start.The agreement was a hybrid of the existing agreements Nepal has with other countries: it was neither a purely government-to-government model like that with South Korea or <a href="https://www.nepalitimes.com/here-now/demand-grows-for-nepali-caregivers-in-israel/" target="_blank" rel="noopener noreferrer">Israel</a>, nor did it allow recruiters to play a role like the agreements with Malaysia and select Gulf countries. It was signed under a government-to-business model in which the Nepal Government proposed setting up a Japan Unit at the <a href="https://www.nepalitimes.com/here-now/labour-recruiter-netted-in-sting-raid/" target="_blank" rel="noopener noreferrer">Department of Foreign Employment</a> (DOFE) to oversee all aspects of the SSW implementation.On the Japan side, the government played a more hands-off role and allowed the private sector to participate including employers, recruiters and support organisations. “This mixed modality is creating widespread confusion as there is a misconception that this is a government-to-government modality, while it isn’t,” says Yuzo Yoshioka, Charge d'Affaires, Embassy of Japan in Nepal.This government-to-business model envisioned a proactive government that would take on added responsibilities in lieu of the recruiters via the Japan Unit. It was an attempt to ensure that the flawed technical implementation experiences related to the past programs would not be further exacerbated in this model, forcing workers to pay hefty amounts to land in the destination job market. Especially, noting that the Japanese Government did not want to be involved in the cost issue but trusted the involved employer-worker to mutually agree on such details. This was viewed as risky for Nepal, given the trend of rampant malpractices that worsen with the attractiveness of destination countries.The success of this hybrid model, however, rested on a proactive Japan Unit that imitated the private sector’s strengths in marketing, matching, information sharing and employer engagement. Most recruiters are very good at following up on these details, but these comparative advantages are obscured by the malpractices in the industry, often at the cost of the most vulnerable workers.To be fair, the overall SSW program itself has had a rough start. The number of countries that Japan has signed agreements with has increased over the last two years with the addition of Bangladesh, Sri Lanka, Pakistan, and most recently, India. But deployment has been poor across the board.Started in April 2019, SSW1 visas have only been issued to 8,769 workers (see figure) as of September 2020, which is less than a tenth of the target. Over 60% are from Vietnam, followed by Indonesia and the Philippines. Many of them were already based in Japan under other statuses, who simply changed their residence status to SSW1. For a program that has had a bumpy start, the onset of Covid-19 further derailed progress. <figure><img width="1150" height="784" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111132/636cd37d9c7e80680e08f96ejpeg.jpg" alt=""><figcaption> </figcaption></figure>Tests have been ongoing for a while now, in various countries including Nepal. While the SSW program covers 14 sectors facing worker shortages, so far, tests have been arranged only for the caregiving sector in Nepal. <a href="http://ac.prometric-jp.com/testlist/ssw/index.html" data-saferedirecturl="https://www.google.com/url?q=http://ac.prometric-jp.com/testlist/ssw/index.html&amp;source=gmail&amp;ust=1611462015510000&amp;usg=AFQjCNEEt1pnPBFBFCtd7JTrgi40Yzql3g">Tests</a> in other sectors like the food industry and agriculture are scheduled for February and March. Japan-based Nepalis have also been taking advantage of the tests administered in Japan to enable them to switch to SSW1status.Hari Sangroula from Universal Training Center shares, “The performance of Nepali students in the exams has improved over time. Initially, there was confusion about the content and exam modality so the learning curve was steep. Performance in care worker skills exams has significantly increased, but students are still struggling with the language exams in which pass rates are relatively lower.”  Unlike in the language exam for <a href="https://www.nepalitimes.com/here-now/dead-end-of-the-korean-dream/" target="_blank" rel="noopener noreferrer">South Korea</a>'s Employment Permit Scheme program where all eligible candidates are allowed to appear for the language exams, the number of test-takers in Japan is limited and conducted multiple times a year. “Earlier, the selection of test-takers was based on a lottery system. Now students are selected on a first-come-first-serve basis online, and it takes just a minute or two for all the available seats to fill-up which can be stressful for aspiring test-takers,” says Sangroula.According to Yoshioka from the Japan Embassy, in the last two fiscal years, 234 Nepalis have passed the technical examination for care workers whereas 207 have passed the language exam. “So, over 200 aspirants are eligible to work as caregivers in Japan and they will have to make the effort to find suitable employment opportunities,” he says.  <figure><img width="1458" height="758" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111132/636cd3809c7e80680e08f96fjpeg.jpg" alt=""><figcaption> </figcaption></figure>And therein lies the confusion, as the Japan Unit at Department of Foreign Employment (DOFE) is still not functional, whereas private sector intermediaries are barred from participating. Both employers and migrants are unfamiliar with the recruitment and employment system in the other country.“There is a Japan Unit at DOFE, but it is not fully functional yet. The directive that will detail the mandate of the Japan Unit, including information dissemination to aspirants, coordination with employers, selection and visa processing support is being finalised at the Labor Ministry,” explains Tika Neupane, Spokesperson at DOFE.There are students who have reached out to DOFE after completing the exams successfully, questioning what to do next and DOFE allowed them to take individual labour approvals. “However, the full implementation of the SSW as per the agreement with Japan Unit taking on a large, more hands-on role has yet to begin. The directive that is being finalised will clarify the implementation details,” Neupane adds.“Only 69 Nepalis are currently under the SSW residential status so far in Japan. But a good majority of <a href="https://archive.nepalitimes.com/article/nation/nepalis-from-chitwan-to-chidoya,4110" target="_blank" rel="noopener noreferrer">Nepalis who were already in Japan</a>, simply switched to the SSW1 residence status from other statuses like technical intern. They are mostly involved in the food industry,” Yoshioko says.In 2019, the Nepal Embassy issued 7 visas for SSW although it is not clear how many among them passed the exams in Nepal versus Japan. More visas have been issued in 2020, but the data has not been made public yet. <figure><img width="1768" height="996" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111132/636cd3849c7e80680e08f970jpeg.jpg" alt=""><figcaption> </figcaption></figure>While individual labour approvals are being issued by DOFE, which means a migrant can independently arrange his contract with the employer and would be provided the labor approval by DOFE, it is easier said than done. The employment system is complex to navigate: from job search to obtaining the visa related paperwork, confusion related to language differences, distance and unfamiliarity of contexts and practices prevail.Sujit Shrestha, General Secretary of the Nepal Association of Foreign Employment Agencies (NAFEA), attributes the ongoing delay to finalise the directive to heavy political interference and vested interests. A leaked version of the Directive includes a provision of a ‘third party’ that is registered in Japan and recommended by the Nepal Embassy to facilitate the recruitment of SSW workers, including the evaluation of employers in Japan and demand collection from employers. This has been heavily contested by recruiters in Nepal who are excluded from the agreement and want part of this lucrative corridor.“The leaked directive contradicts the original spirit of the agreement that barred the private sector from participating in the implementation of the SSW program. The Government barred the involvement of recruiters while the Japan Unit hasn’t been able to deliver and even if it is functional, it won’t be able to mobilise at scale. They should have let us do it under defined criteria and monitor our activities closely like other countries. The government should be dealing with the government counterparts of destination countries, and not the private sector,” he says.However, Neupane from DOFE insists that the SSW directive will be as envisaged in the original agreement with a fully functional Japan unit.Pre-pandemic, a survey in 2019 showed that over 61 percent Japanese companies reported not receiving applications to jobs offered (see figure). The Nepal Government dragged its feet in the initial two years after the signing of the agreement. As employers in Japan figure out the nuts and bolts of recruiting under the SSW status and further intensify their cross-border efforts to address their human resource challenges, making the process unnecessarily confusing will work against Nepali aspirants, especially as there are other 12 countries to choose from. Nepalis are already investing time, effort and money to prepare for the exams, with many, as seen in the case of over 200 successful test-takers, who are looking for guidance on being matched with employers in the <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/nepali-caregivers-in-israel,3809" target="_blank" rel="noopener noreferrer">caregiving sector</a>. <figure><img width="1768" height="996" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111132/636cd3879c7e80680e08f971jpeg.jpg" alt=""><figcaption> </figcaption></figure>Amid the confusions and delays, a few language institutes like Universal and Reiwa have stepped in to intermediate and garnered recognition among aspirants for helping them connect to employers. They explain that they have facilitated the interviews with care centers in <a href="https://www.nepalitimes.com/banner/why-nepalis-are-flocking-to-okinawa/" target="_blank" rel="noopener noreferrer">Japan</a> free of cost to the migrants because but are being compensated by their Japan-based partners. Four SSW workers at various stages of the recruitment and deployment process have confirmed this to Nepali Times. This is encouraging, with the caveat that workers seldom reveal details of service fees paid, in fear of retribution. Data obtained by Universal Training Center from the Japan Foundation shows that, of the couple hundred that have passed both exams, around 96 have gone further with the process and passed interviews, completed paperwork, and received their Certificate of Eligibility (COE), the last step required before they can apply for visas. But there are delays and uncertainty in obtaining visas due to the pandemic. Santosh Neupane who is part of the management of Reiwa Nepal, a language institute that cooperates with Japan based recruiter Dogwood Group, emphasises on a strong partnership between the private sector and the Nepal Government to ensure the SSW implementation. “It is far-fetched to expect employers to carry out all recruitment activities on their own by coordinating with Japan Unit that will not be as involved as the private intermediaries are for nitty-gritty details even if it were to be functional. The added burden may dissuade employers, who will source workers from Philippines or Vietnam, instead,” says Neupane. <figure><img width="720" height="960" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111132/636cd38a9c7e80680e08f972jpeg.jpg" alt=""><figcaption> </figcaption></figure>While confusion abounds and there is a pressing need for a functional Japan Unit or another alternate to the woeful inaction, the lucky few Nepalis who manage to overcome the odds are thankful for the opportunity.  Binu Gurung, was one of the first and few SSW workers from Nepal who arrived in Japan in November 2020. “I am now in my training period but am getting paid my regular wages. Most of the Japanese I take care of are in their 80s and 90s,” she said over the phone.A pioneer SSW Nepali, she has become a mentor for other Nepalis who want to work in Japan. She is pleased with the support she has been receiving as a financially secure future looms in the horizon. Her husband, too, has taken Japanese language classes and is waiting for his opportunity to take the exam so he can join her.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111132/636cd38d9c7e80680e08f973jpeg.jpg" alt="" width="694" height="960">Binu Gurung working in Japan as a caregiver. Despite successfully completing his language and skills exams, Phanindra Sedai, has failed the interviews with prospective employers. “I have taken the interview three times already. I won’t stop reapplying because I have already invested an enormous amount of time and effort and passed the tests,” says Sedai, who worked in Malaysia for eight years as a security guard now runs a small shop in Nepal, brushing up on Japanese vocabulary when he has time.Sangroula from Universal says employers are looking for more than communication skills. “The way they conduct themselves, their demeanor—all matter during online video interviews. To help frail, aging patients with everyday tasks and be their sole companion in their twilight years is a demanding job requiring an enormous amount of compassion and patience.”

Nepal-Japan jobs deal still stuck

<img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181148/636be86c9c7e80680e08785ajpeg.jpg" alt=""/>2020 turned the world upside down, and in Nepal, one of the most dramatic impacts was on the country’s economic mainstay – overseas contract workers who sent home nearly $8 billion during the pandemic.The year forces us to re-examine long-held assumptions about Nepal’s remittance economy. And on International Migrants Day, Friday 18 December, Nepali Times has a special package of reportage, analysis and commentary on the subject.When citizens are treated shabbily by a government, their health and education needs are neglected, they have no meaningful employment at home – they will leave. And it may be naïve to expect a state that has created the very conditions for millions of Nepalis to migrate to suddenly be conscious about their welfare. Nepal’s past governments have used migration as a safety valve, so millions of unemployed youth do not create political instability at home. The money they send back keeps the economy afloat. Nepal’s remittance-to-GDP equivalence highest in Asia at 28% — much more than Sri Lanka, Bangladesh, or the Philippines, and among the Top 5 globally. Yet, it has never been a priority for Nepal’s bureaucrats, political leaders or legislators to ease the process so workers are not fleeced every step of the way and ensure that their work is gainful, dignified and safe. <a href="https://www.nepalitimes.com/editorial/blood-sweat-and-tears/" target="_blank" rel="noopener noreferrer">The rare politician</a>s who have tried to address exploitation have been dismissed. Paying lip service to ‘national heroes’ every International Migrants Day is not enough. Like it or not, out-migration has been a prominent feature in Nepal’s history and is here to stay. One of them is a man named Hari Sharma, who has featured in previous reports in this paper, and whose story captures the hardships, uncertainties and inevitability of migration.Hari made an <a href="https://www.nepalitimes.com/latest/the-long-journey-to-nepal/" target="_blank" rel="noopener noreferrer">arduous journey</a> to Banke district from Ahmedabad in May when the lockdown forced millions of labourers to head home, many on foot. “It is better to die in my own country,” he told us then, as he trudged to the Nepal border on India’s Shramik train.  <img width="1181" height="530" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181148/636be86f9c7e80680e08785bjpeg.jpg" alt="">Five months later, he is back in Ahmedabad with the same employer despite the Covid-19 crisis in India. On the phone this week, he asked us rhetorically: “How will my family survive if I don’t migrate?Migration is inevitable, so we have to manage it better. There is a whole checklist of things to do, and a lot of it begins at home:- Ensure a clean and transparent process- Reduce the economic burden of recruitment- Upscale vocational and pre-departure training- Eliminate bureaucratic hassles and fees- Control extortion and corruption every step of the way- Sign bilateral labour agreements and implement them- Prompt help by embassies to workers in need- Soft loans for business development of returnees- Invest in mass-job creation at home All this is not going to happen overnight. <a href="https://www.nepalitimes.com/latest/irresistible-forces-wage-differentials-and-demographic-trends/" target="_blank" rel="noopener noreferrer">Demographic shifts worldwide</a>, salary differences and aspirations of youth are real. Even as Nepal develops, its youth gets better education, the push factors for migration will continue to grow. The destination may change from India to Qatar, or Qatar to the UK, but it is all mobility nonetheless. The choice ahead of Nepal is not whether we can curb migration (we cannot) but how <a href="https://www.nepalitimes.com/latest/irresistible-forces-wage-differentials-and-demographic-trends/" target="_blank" rel="noopener noreferrer">we can benefit</a> from this phenomenon while giving the youth attractive economic opportunities back home so that deciding to stay is not an unusual choice.As 2020 draws to a close, we must also ponder how the pandemic did not just limit outmigration but also prevented Nepalis from coming back home. The inaction has been stunning. The Labour Minister was AWOL. Repatriation flights were a mess, with flip-flopping rules, lack of information for workers in limbo. When flights did resume in July, the government could not decide who should benefit from airfare support – undocumented workers were not eligible for the ticket scheme when they are the ones who needed the help the most. Many Nepali workers overseas did not even bother to register to return, preferring to hold on to the jobs they had, even when wages and hours were not ideal.Through all this, remittances defied expectations and continued to hold strong. Nepal’s migrant workers contributed directly (by engaging in critical essential work in host countries) or indirectly (by sending remittances to Nepal). International Migrants Day celebrates their sacrifices, but we need to do much more than just appreciate them.
