While Nepal’s calendar enters the eighties on Saturday 13 April, this is a good time to pause and think about what might lie ahead for Nepal and the world in Gregorian year 2081.
The world is too late to limit the global average temperature to 1.5°C. By 2081, ocean expansion and heat stress will lead to mass migration to higher latitudes and altitudes. Multi-disasters, conflicts and food shortages will stalk the planet.
At the present rate of birth rate declines, China’s population will have shrunk to 850 million. By 2081, there will only be half as many Koreans as there are today. Nepal’s population pyramid will have inverted by then, and total inhabitants will decline to 22 million.
The outmigration of Nepalis from the mountains to the plains will likely start reversing in the next few decades. The Gulf states will be too hot to work in. Half the remaining Himalayan glaciers will have melted off, reducing the dry season flow of our rivers.&nbsp;
These are changes we know are coming, so we might as well prepare for them. Alas, the world is still in business as usual mode. Most politicians do not recognise the urgency of the crisis, and are haggling over who gets to sit in the best chair on the tilting deck of the Titanic.

India, China, US
Meanwhile, 2081 BS will see elections in the two biggest democracies, India and the United States, that will have a bearing on the region and the world. Proximity means Nepal will be impacted more immediately by the outcome in India, where a third term as Prime Minister for Narendra Modi seems to be a foregone conclusion in marathon elections from 19 April to 1 June.
Nepal is already feeling the spillover of India’s election fever as shown by Hindu-Muslim riots in Sunsari last week, and the anti-secular pro-monarchist rally in Kathmandu on Tuesday.&nbsp;
Under the Hindu-supremacist BJP since 2014, India has slid into dangerous authoritarianism, intolerance and systematic persecution of minorities. There is now not even a modicum of decency as opposition leaders are thrown into jail on trumped up charges, and their vilification amplified by a pliant mass media.
The West looks away as the BJP tightens control and squelches the media and democratic values, since India’s 8% growth is important for trade. New Delhi is even excused for breaking sanctions against Russia. India’s economic engine will pull Nepal along, but its politics could tear the intricate ethnic fabric of our society.&nbsp;
Over on the other side of the planet, Joe Biden and Donald Trump are readying for a second face-off. Much like in Nepal, US politics also seems to be populated by tired old men reluctant to let go.

Much like how photographs from Vietnam swayed domestic public opinion against the war, the daily bombardment of images of children maimed and killed in Gaza has turned US public opinion against Biden. His administration parachutes food into Gaza, while shipping more bombs to Israel.
The war may prolong Benjamin Netanyahu’s hold on power in Israel, but it may cost Biden a second presidential term. Trump will be no better on Palestinian independence, and his threat to pull out of NATO is already ringing alarm bells in Europe.&nbsp;
Trump is campaigning on an anti-immigrant platform, and exaggerating the threat on the Mexican border. He wants immigrants only from ‘nice’ countries, and not from ‘shitholes’ like Nepal.
America’s domestic polarisation, Trump’s rejection of multilateralism, Biden’s unpopularity on the world stage because of Gaza, and panic in Europe over losing the American security umbrella to confront Putin’s Russia has geopolitically weakened the West. This means that for Nepal, the looming presence of next door India and China will be felt even more than before.
It was the West that traditionally pushed for human rights, transitional justice, democracy and the free press in Nepal. Now, we have to contend with two giant neighbours who do not believe in those concepts, and have in fact undermined them within their own societies.&nbsp;

Here and now
Back in Nepal, the government has selected more than 400 Nepalis to work in Israel as caregivers. Nepalis continue to enlist in the Russian Army even as the Labour Ministry prepares to lift the ban on work permits in Russia.
The new UML-Maoist-led coalition has reaffirmed the transient nature of Nepali politics. Political allies become rivals overnight, and the RSP on whom many Nepalis had pinned their hopes is behaving like the mainstream parties it once vowed to hold to account.&nbsp;
Public disillusionment with Nepal’s party politics has emboldened populist and nationalist forces that are set on dismantling the 2015 secular, federal republic constitution.
Such political disarray will not help us in Nepal face the challenges wrought by the climate crisis in the decades ahead.

New year, same difference

Just two weeks into the new Maoist-led 5-party coalition government, Prime Minister Pushpa Kamal Dahal has found a new best friend in Home Minister Rabi Lamichhane.
So desperate is Dahal to stay on as PM that he has sacrificed his bishop, comrade-at-arms Krishna Bahadur Mahara who is Maoist vice-chair and has given new meaning to his party designation.&nbsp;
Lamichhane is out to show that he has the pluck to go after high profile politicians, and has convinced Dahal that he had to do what he had to do to restore flagging public support.
It was convenient that Lamichhane could use an inquiry commission report implicating Mahara in 60kg of gold being smuggled in from Hong Kong as motorcycle brakes last year, and another 9kg gold a Chinese passenger was caught hiding in a consignment of e-cigarettes in 2022.&nbsp;

Lamichhane met the Prime Minister last Friday, and the two seem to have agreed that Mahara was expendable. Mahara got wind of this, and was caught while trying to escape to India via the Kapilvastu border. He is currently being detained in a hospital in Kathmandu.
Lamichhane is said to be targeting senior opposition Nepali Congress (NC) leaders next, and Mahara’s arrest was necessary to prove that he is not sparing party figures from his own coalition. His predecessor, Narayan Kaji Shrestha who is now Foreign Minister, had selectively gone after UML and NC leaders.&nbsp;
Dahal’s decision to sacrifice Mahara may have been easier because the former House speaker was already a tainted figure, with ties to telecom kickbacks and accusations of syphoning off money meant for ex-guerrillas. &nbsp;There was no probe into either allegation.&nbsp;
In 2010, an audio recording was leaked to the press of him demanding Rs500 million from a Chinese national to buy lawmakers to keep the Maoist coalition intact. Despite this, he became House Speaker in 2017.&nbsp;
Mahara was finally arrested in 2019 after a female staffer of the Parliament secretariat accused him of rape. He resigned as Speaker, but was eventually acquitted by the courts.

Former Maoist leader Muma Ram Khanal says this time, too, the case against Mahara may fizzle out. “It could just be another stunt that the Prime Minister is pulling with his Home Minister,” he told our sister publication, Himalkhabar.
As of press time Thursday, it was not clear whether Mahara’s four-day arrest would be extended. The evidence against Mahara that he pressured customs officials to release smuggled gold, and made multiple phone calls to the accused may not be deemed enough by the courts to convict him.&nbsp;
Seeing that Lamichhane may be coming after its own Arzu Rana Deuba and Binod Chaudhary next for their involvement in the fake refugee scandal and the Bansbari land grab, the NC is trying to snare the Home Minister in a case involving the misappropriation of funds from cooperatives to fund a media company Lamichhane co-founded with businessman G B Rai.
Suspiciously, one of Lamichhane’s first acts as Home Minister was to transfer CIB chief Kiran Bajracharya, who was heading the investigation of the cooperatives fraud case. Bajracharya was blamed for her unwillingness to investigate Mahara and others in gold smuggling.

The NC has threatened to obstruct Parliament unless Lamichhane is investigated in the cooperatives case even though Prime Minister Dahal this week staunchly defended his Home Minister.&nbsp;
If all this was an attempt by the RSP to show that it is serious about curbing corruption, the public does not seem all that convinced. Many see the investigations as vendetta and political drama. The web of corruption is so tangled that every politician has something on another politician, and they all tend to cancel each other out.&nbsp;
Mahara was questioned about his alleged connection with the smuggling racket last year, and his son Rahul has been in police custody since August for his involvement in the case. Other political leaders including incumbent Finance Minister Barsaman Pun, former speaker Onsari Gharti Magar, and Dipesh Pun, son of former vice-president Nanda Bahadur Pun, have all also been accused of being a part of the gold trafficking ring.&nbsp;
Former prime ministers, ministers, and political leaders have been questioned, even detained, for their involvement in cases ranging from the Baluwatar real estate scam to the fake refugee scandal, but they have either been spared completely, released on bail, or the investigations have hit a dead end.&nbsp;
All the leadership seems to care about is to push probes into corruption cases when they are in power and rivals are in the opposition. In that respect, though, Mahara’s detention is an outlier — he has been taken in while his own party boss is Prime Minister.

Nepal’s corruption carousel

We are now on Season 3 Episode 1 of <a href="http://archive.nepalitimes.com/article/editorial/shadow-government-nepal,3838" target="_blank">Nepal’s promiscuous political </a>saga.&nbsp;
The Maoists and the UML have joined hands for the second time in a year to form a new leftist-led coalition. Prime Minister Pushpa Kamal Dahal of the Maoist Centre has replaced the <a href="https://nepalitimes.com/news/deuba-5-qh371fm4" target="_blank">NC </a>with the UML and the United Socialists.
Dahal may say about the NC having double crossed him, but this was all about ensuring that he remains Prime Minister for another year instead of having to rotate it with Deuba and Nepal before the next election in 2027. Now, he just has to hand over to Oli next year.
This is all déjà vu. Dahal and Oli had a ‘gentlemen’s agreement’ on rotating premiership after the 2017 election, and the Maoists merged with the UML to form the NCP. But both ended up stabbing each other in the back, and Oli had to step down. Why should it be any different this time?
The more things change in Nepali politics, the more they remain the same. The same three men of the three main parties have been playing musical chairs for most of the 18 years after the end of the conflict.
The cartoon by Diwakar Chhetri (above) was used in Nepali Times in 2020 when K P Oli was being catapulted to Singha Darbar. For this edition, we just exchanged him for Dahal, added Rabi Lamichhane of the RSP and changed the guy playing marbles to Deuba.
On Wednesday, the new coalition included the Maoists, UML, RSP, CPN (US) with the JSP still undecided. But in Nepal’s cybersphere, there is little excitement that this will change anything and the new lineup has been met mostly with ridicule.
Even a new party like the RSP under Lamichhane is behaving like an old party because he is in a tearing hurry to get on the fast-track to Singha Darbar. He angled for and got the Home Minister’s portfolio, while Barsaman Pun of the Maoists is Finance Minister. The JSP's Upendra Yadav is said to have wanted the Foreign Ministry, but the portfolio went to Narayan Kaji Shrestha.
That this is all about getting to power and staying there could not have been clearer because everyone is angling for the powerful ministries with the biggest discretionary funds.
UML Chief Whip Padam Giri has been named Minister for Law, Justice, and Parliamentary Affiars after serving just 40 days as Health Minister during the previous Maoist-UML coalition. Hit Bahadur Tamang of the Maoists is Tourism and Civil Aviation Minister. The RSP’s Dol Prasad Aryal returns to the Labour Ministry despite conflict of interest allegations during his last stint because of his alleged involvement in recruitment and remittance companies. &nbsp;
The Unified Socialists say they are getting two ministries, including Federal and Social Service. The RSP’s Sumana Shrestha is Education Minister and Biraj Bhakta Shrestha Youth and Sports.&nbsp;
Lamichhane’s insistence on the Home Ministry portfolio is said to stem from a desire to exculpate himself from multiple controversies about citizenship and his investment in a cooperative that cheated depositors.
Monday’s political earthquake in Kathmandu has sent aftershocks to all seven provincial governments. The provinces all have their own party arithmetics in their assemblies, yet they are unduly impacted by what happens to the federal government. This is not how devolution is supposed to work.
Under federalism, Nepali politics is even more centralised than before with province politicians beholden not just to their party in Kathmandu, but to the head honcho in each of them for instructions. Which is why NC ministers have resigned in Karnali, and the NC controlled provincial governments in Gandaki and Sudur Paschim have sacked Maoist ministers. &nbsp;&nbsp;&nbsp;
Unlike the previous coalition, the main parties in the current coalition at least have similar sounding names like Communist Party of Nepal (Maoist Centre), Communist Party of Nepal (Unified Marxist-Leninist), Communist Party of Nepal (United Socialists). This could be a formidable leftist front in the 2027 election.
All this must be music to the ears of the Chinese, who have made no secret of their wish that Nepal’s Communists parties should all merge. And if the Chinese want that, then automatically the US-India bloc is not going to be too pleased.
The Maoist-NC coalition was seen to be better suited to India, but while this week’s change would have been a surprise for New Delhi, it may not have been a shock, since it is quite comfortable also with Prime Minister Dahal.

Catapulting to Singha Darbar

In yet another chapter of <a href="http://archive.nepalitimes.com/article/editorial/shadow-government-nepal,3838">Nepal’s promiscuous political love triangle</a> between the Nepali Congress (NC), Maoist Centre and UML, one leader has just dumped his partner to go off with his ex.
In the latest break-up -make-up political saga, the Maoists and the UML joined hands on Monday for the third time since 2017 to form a new left-led coalition.
The shotgun wedding between Prime Minister Pushpa Kamal Dahal’s Maoist Centre and UML Chair K P Oli means the <a href="https://nepalitimes.com/news/deuba-5-qh371fm4">NC’s Sher Bahadur Deuba</a> is now in the opposition, together with Madhav Nepal's CPN-Unified Socialist.
Dahal and Oli have revived their power-sharing deal to rotate the premiership for two years each till the next elections in 2027.&nbsp;
Besides the UML, the new coalition also includes Rabi Lamichhane’s Rastriya Swatantra Party (RSP) and Upendra Yadav’s Janata Samajwadi Party (JSP). CK Raut’s Janamat Party is also said to be in talks to join the government.&nbsp;
Although there had been simmering discontent between the NC and the Maoist for some weeks, few expected the breakup to happen so suddenly. The Maoists are a distant third largest party in Parliament, but were aggrieved by the <a href="https://nepalitimes.com/news/coalition-collision-mzle2ns5">NC’s General Committee meeting last week</a> in which members called for the party to go it alone, and <a href="https://nepalitimes.com/news/unconventional-convention">reminded the Maoists of their war atrocities</a>. Many NC delegates felt that as the largest party, it should not be letting the Maoists ride its coat-tails. But now the biggest party in Parliament is in the opposition.&nbsp;
Monday morning was marked by a flurry of meetings between Prime Minister Dahal and Oli, Lamichhane and Yadav.&nbsp;
Even as the new coalition swore in a small new Council of Ministers, Nepal’s public sphere gave a loud yawn on social media. The first phase of the new Cabinet will include three leaders each from the Maoists, UML, and RSP.
Most commentators ridiculed the three parties reshuffling the cards again to bring out the same persona, and that this change in government would not make any difference to the country’s economic and other crises.&nbsp;
UML Chief Whip and former Health Minister Padam Giri joined the Council of Ministers on Monday. The Maoist Centre sent former Youth and Sports Minister Hit Bahadur Tamang to the Cabinet. <a href="https://nepalitimes.com/news/conflicting-interests">RSP vice-chair Dol Prasad Aryal</a>, who was briefly Labour Minister under the previous alliance between the Maoists and the RSP, was also sworn in.&nbsp;
There is already a disagreement over the choice of Home Minister with both the UML and RSP laying claim. RSP’s Lamichhane insisted on the post he once held but <a href="https://nepalitimes.com/banner/the-rise-and-fall-of-rabi-lamichhane">had to give up because of the controversy over his American citizenship</a>. The RSP is the fourth largest in Parliament.
Dahal was appointed Prime Minister in December 2022 after breaking the five-party coalition led by his predecessor Sher Bahadur Deuba’s NC and with support from K P Oli’s UML.&nbsp;
Two months later, the Prime Minister got back together with NC and formed a new coalition government after forming a power-sharing deal between himself, Deuba, and CPN-Unified Socialist chair Madhav Kumar Nepal to divide up the premiership three ways for five years.&nbsp;
The partnership between Dahal and Deuba had already been fragile, but the straw that broke the camel’s back this time appears to have been the NC’s General Committee meeting in February, during which leaders of the dissident faction called for the party to forego political alliances with other parties in 2027, which Deuba agreed to.
The Maoists were already angered after the NC allied with the UML to elect Kedar Karki the Chief Minister of <a href="https://nepalitimes.com/editorial/kosi-now-kathmandu-next">Kosi Province</a> after Karki and other members of NC refused to back the Maoist candidate for the position.&nbsp;
This was compounded after the coalition’s Maoist candidate from Kosi Champa Karki lost the recent National Assembly election to the UML candidate. The party was also said to have been growing uneasy about the <a href="https://nepalitimes.com/news/unconventional-convention">increasing anti-secular sentiment within the NC</a>.
Dahal is said to have cited circumstances surrounding the Kosi and National Assembly elections as well as the discourse surrounding the NC-Maoist electoral partnership during the NC gathering as reasons for the breakup of the coalition.&nbsp;
Dahal’s newest political move might also have been a tactic to detract from criticism of <a href="https://nepalitimes.com/editorial/nepal-gets-gold-medal-for-corruption">his government’s underperformance as well as the numerous corruption scandals</a> that have marked his premiership in which the guilty have got away.&nbsp;
Various members of the Cabinet including Physical Infrastructure and Transport Minister Prakash Jwala of the Unified Socialist was implicated in the Balkumari riot, Health and Population Minister Mohan Basnet of the NC in the procurement of surveillance equipment Teramocs, as well as the Maoist Minister of Culture, Tourism and Civil Aviation Sudan Kirati in private contract agreement of Lumbini’s Ramgram.&nbsp;
Prime Minister Dahal told a program on Monday afternoon rather melodramatically: “The country will be in turmoil until the day I die … Maoists are not the kind to be content with continuity, rather, we thrive on disorganisation.”
As it stands, the new coalition will not only affect politics at home but also be consequential to Nepal’s relationships with giant neighbours India and China.&nbsp;
China has always wanted Nepal’s left parties to stick together, and the US-India bloc have opposed it. The just dissolved coalition of the Maoists-NC was said to be better suited to India’s interests.

What just happened in Nepali politics?

Khim Lal Devkota is Nepal’s foremost expert on local government, and is the person journalists and even politicians turn to find out why it is so difficult to decentralise decision-making away from Kathmandu.&nbsp;
He was summoned by the seven chief ministers of all provinces when they gathered in Hetauda last week to show them a way out.
“I told chief ministers that they need to come to Kathmandu and do a sit-in protest in front of Singha Darbar, nothing less will work,” recalls Devkota.
The Chief Ministers from all seven provinces have put up a united front against the centre with a list of demands that would devolve constitutionally guaranteed power to them.&nbsp;
Among their demands is the passage of laws on autonomy, the authority over the police to be handed over, transfer of property currently used by the provincial governments, cooperation in law-making, use of natural resources including the forests, revenue collection and federal grants. They are demanding 50% of the share of national revenue to provinces and local governments, up from the existing 30%.

“Sub-national governments have been constitutionally empowered but only on paper,” says Devkota, adding that the provinces do not have enough civil service staff, which are still mobilised by the centre making them accountable only to the federal government.
The three levels of the government all have their roles clearly defined in the Constitution. The federal government is responsible for defence, foreign policy, and guarding the national border, as well as setting minimum standards for education and health care.
The provinces are supposed to create new job opportunities, develop infrastructure and municipalities are tasked with grassroots service delivery.&nbsp;
But Kathmandu is still holding on to most of those powers and resources, not allowing provinces and local governments to actually function as per their mandate, says outgoing National Assembly member and former foreign minister from the UML Bimala Rai Paudyal.
“They do not have laws, they do not have enough civil service staff which means people cannot even access the little services they previously could. The centre is more in control than ever before, directing every move,” she adds.

One of the main reasons for public frustration with federalism is the increased cost of maintaining provincial assemblies, ministers, line agencies in all seven provinces.
“Nepalis had thought federalism meant better service delivery, direct access to leaders they elected, but what they see instead is more and more ministers, their security guards and fancy cars, houses, it is natural that they are frustrated,” Rai Paudyal adds.
This means that those who were at the bottom of the socio-economic ladder, like Dalits and Madhesis in the Tarai are still where they were, and have felt no difference in their lives.
The public disenchantment is being exploited by parties like the Rastriya Prajatantra Party (RPP) which has conflated an anti-federalism platform with a call for a restoration of the Hindu kingdom — even though it is the fourth largest party in provincial assemblies.
Even the technocratic Rastriya Swatantra Party (RSP) has been ambivalent on federalism. It did not put up candidates in the 2022 provincial elections, but says that is because as a new party they were not ready but will contest the next provincial elections.&nbsp;

“Our line is very clear, we are for devolution of power,” explains Sumana Shrestha, a Member of Parliament who is with the RSP. “If you just look at the education bill, we are the only political party explicitly asking for teachers’ management at the local levels.”
She adds: “Politicians have depicted federalism as cure-all for everything but they are not living up to their own words as shown by the Education bill. There may have been improvements, yes such as the decline in maternal deaths but are they really sustainable given that such endevours have had quite a bit of support from development partners? They have abused both the system and power, they are not the people’s representatives.”
Many say the fault lies not in the system of governance but in the players at the very top of the game and the fact that they haven’t allowed federalism to really work. It is too early to judge the effectiveness of a system that has not been allowed to fully function, experts add.&nbsp;
Federalism has changed some things for the better: Nepal now has over 33% women MPs, higher than that of the US, India, China and most European countries, and 60% of civil servants are deployed at sub-national levels. Local governments that were previously not even on the radar of the centre now get budget allocations.
“Nepal has had seven constitutions, we can’t keep changing our constitution every time there is an issue with governance. We can reform it, and force leaders to be responsible, and accountable,” says Devkota.
He adds: “Besides it is not the system that people are frustrated with so much as with the same old, tried, tested career politicians.”

Provinces have become a seven-way mirror of national politics, and a ruling coalition of parties with diametrically opposing ideologies.
The row over naming Kosi Province is a case in point with Prime Minister Dahal of the Maoist-Centre playing politics by supporting the Kirat nomenclature even though his coalition partners do not.
Madhes Province, which is where the demand for federalism first emerged after the end of the conflict, there is support for federalism but with a growing anti-secular movement influenced by faith-based pre-election politics in India. This has led to increased communal tension in the Tarai between groups which had coexisted peacefully in the past.&nbsp;
Back in Kathmandu, the National Coordination Council chaired by the prime minister with members from each province has met only twice in the eight years since the Constitution was promulgated eight years ago.
Says Bimala Rai Paudyal: “At the very least the federal government could muster the courage to hold these meetings with the provincial heads to sort out their grievances.”

Twenty-eight years after the Maoist party launched an armed struggle to overhaul Nepal’s centralised state, remove exploitation, exclusion and usher in an era of justice and equality, the former Maoist supremo is prime minister for the third time with a former arch enemy as his main coalition partner. It has been 18 years since the Comprehensive Peace Accord that promised a new political order and transitional justice. &nbsp;
Even former Maoist guerrillas now admit their sacrifice and pain were in vain. Most Nepalis agree. The main outcome of the war and death of 17,000 Nepalis and trauma of countless others was the federal, secular, republican Constitution of 2015.&nbsp;
Now, that very Constitution which came about after much bloodshed is being challenged by retrogressive forces that want to throw out the baby with the bathwater. Using populism, whipped up pseudo-nationalism and a weaponised social web, they are bent on dismantling devolution and democracy even before it has been allowed to fully function. Instead of throwing out rotten leaders, they want to replace the barrel.&nbsp;
There have been similar hankerings for strongman rule in world history that have inevitably led to disaster. What feeds demagogic rhetoric is the chronic failure of representative democracy to produce accountable government to deliver development and betterment. The antidote to a malfunctioning democracy is to fix its shortcomings.&nbsp;
Young Nepalis are expressing their discontent with protest votes for populist parties. Monarchists sense the time is ripe to take advantage of popular frustration, and are starting the new year with nationwide rallies to call for the restoration of a Hindu kingdom and scrapping federalism.
India’s general election in 2024 and the ruling BJP’s Hindutva agenda is infecting Nepali politics. Besides everything else we import from India, we are also importing its communal intolerance. &nbsp;
Nepal’s political system need not be remodelled every time there is regime change in New Delhi.
<h2>Modifying India</h2>
After the defeat of the Indian Congress in state elections in Rajasthan, Madhya Pradesh and Chhattisgarh, a third term for Prime Minister Narendra Modi seems a foregone conclusion. His cult of personality took 10 years to build, and despite policy blunders that cost people their savings (demonetisation) and lives (Covid closedowns) he is more popular than ever. The BJP with its allies now control 16 of India’s 29 states, reversing the grand Indian tradition of incumbents losing elections.
The BJP’s systemic targeting of minorities and almost complete control of media messaging galvanised support in the Cow Belt. But Modi is also reaping political dividend from an economy galloping at 7.6% a year. Impressive new infrastructure projects and moon landings gave Indians justifiable pride in 2023 in their country’s achievements.
Why then does the BJP have to still rely on toxic communalism, bigotry, and violence against India’s minority religions? This is especially inscrutable given that there are millions of Indians working in the Gulf.&nbsp;
Domestically, India is now sliced along a north-south ideological axis. Populist authoritarianism in India exploits opposition disarray, as elsewhere. One reason for its setbacks in state elections was that the Congress was over-confident, and rejected alliances with regional parties.&nbsp;
India is a Subcontinent, not just a country and is the most populous in the world. It is also the world’s biggest arms importer, and a weakened West thinks it needs India to confront China. An enemy of an enemy is a friend, so criticism of Modi is muted.
India’s strong gravitational tug impacts all neighbouring countries. A stronger Modi may not necessarily be bad for Nepal, since he may be less inclined to flex his muscles and play the Hindutva card. Or maybe he still will. We will see in 2024.
<h2>Trumping America</h2>
The world’s two most established democracies drifting towards authoritarianism does not bode well for the rest of the world. A second Trump term in 2024 will have consequences for the global order as well as the planet.
America’s support for human rights, democracy and press freedom around the world sound hollow given a domestic political mess of its own making. Even under Biden, America’s standing in 2023 was tarnished by his carte blanche support for Israel’s war machine in Gaza where nearly 21,000 Palestinians have been killed, most of them women and children.&nbsp;
With its military and economic might the US still has a global reach. It also has a crucial voice in reducing climate risk.&nbsp;
America’s obsession with a rising China and its Indo-Pacific strategy complicates Nepal’s precarious geopolitical balancing act between its two giant neighbours. The yam has a third boulder to contend with.
<h2>World wars</h2>
Israel’s atrocities in Gaza have overshadowed other world wars in Ukraine, Sudan, Afghanistan, Yemen, Syria. Because Nepalis are now spread out across the world, they tend to get caught up in almost every conflict.&nbsp;
Ten Nepalis were killed by Hamas on 7 October, and one is still believed to be held hostage. At least 7 Nepali soldiers in the Russian Army have been killed in Ukraine. Four are prisoners of war in Ukraine, and there are some Nepalis also fighting for the Ukrainians.
Despite immigration restrictions, the Nepal government is not able to stop its nationals from going to work in dangerous places. The only medium-term solution to this is to launch a bold campaign to boost investment and provide meaningful employment in Nepal itself.&nbsp;
This is what Prime Minister Pushpa Kamal Dahal’s address to the nation this week on the first anniversary of assuming office should have announced. Instead, we got more platitude and excuses for another lost year.

Year of reckoning

Background Nepal’s new Constitution had just been endorsed by the Constituent Assembly, but Madhesi <a href="https://www.nepalitimes.com/opinion/un-centralising-the-federal-structure">activists</a> were not happy and there was violence in Tarai cities. Following the promulgation of the Constitution in 2015, the Tharuhat Struggle Committee (TSC) rejected the seven-province federalism model that placed Kailali and Kanchanpur in Far-west Province, demanding greater autonomy for their indigenous group in a separate Tharuhat Province.&nbsp; However, the Akhanda Sudur Paschim movement that had been demanding a separate Far-western state had been celebrating the passing of the new Constitution, leading to a confrontation between the two organisations.&nbsp; On 24 August 2015, armed supporters of the TSC <a href="https://archive.nepalitimes.com/blogs/thebrief/2015/08/24/kailali-carnage/">confronted police in Tikapur</a> of Kailali district. Madhesi activists were reported to have instigated the indigenous Tharu community to join the Madhes Movement.&nbsp; Eight police officers were killed: lynched, knifed, or burnt alive. A two-year-old baby was also shot. Police filed charges in the Kailali District Court against 58 suspects, naming Resham Chaudhary, the district coordinator of the Tharuhat Struggle Committee, as the <a href="http://archive.nepalitimes.com/blogs/thebrief/2017/01/22/tikapur-finding/">mastermind behind the attacks</a>. While still on the run, Resham Chaudhary ran for elections in 2017 as Rastriya Janata Party-Nepal (RJP-N) and was elected to Parliament from Kailali-1. &nbsp; As MP, he turned himself in to police in February 2018, but was convicted and sentenced to life imprisonment along with 11 others by the Kailali District Court and the High Court in 2019. On 17 May this year, the Supreme Court upheld the verdict of the two lower courts.&nbsp; Why was he released? On Nepal’s Republic Day on Monday, President Ram Chandra Paudel included Resham Chaudhary in his amnesty list on recommendation of the coalition government led by Prime Minister Pushpa Kamal Dahal.&nbsp; Article 276 of Nepal’s constitution stipulates that the President may, in accordance with the law, grant pardons, suspend, commute or remit any sentence passed by any Court, judicial or quasi-judicial body or administrative authority or body. From behind bars, Chaudhary last year got his wife Ranjita Shrestha to form the Nagarik Unmukti Party (NUP). Shrestha herself was elected to Parliament in the 2022 federal elections, and is Minister of Land Management, Cooperatives and Poverty Alleviation. But she had not participated in Cabinet meetings.&nbsp; Read also: <a href="https://www.nepalitimes.com/opinion/displacement-and-defiance/">Displacement and defiance</a>, Tom Robertson  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20230529120548_eb2eee37cde4dc6626f7765be55322637668e28f6cdd1615da9d09ffac72f4b6.jpg" data-media-id="editor_6" data-image-id="20230529120548_eb2eee37cde4dc6626f7765be55322637668e28f6cdd1615da9d09ffac72f4b6" data-rendition-name="original" width="1600" height="1066" loading="lazy" alt="Resham Chaudhary"> </figure>  Although the NUP is a part of Prime Minister Dahal’s coalition government, it had made <a href="https://www.nepalitimes.com/banner/government-of-the-leaders-for-the-leaders-by-the-leaders">Chaudhary’s release a primary agenda</a>, threatening to pull out of the coalition if that demand was not fulfilled.&nbsp; The coalition was looking fragile after the exit of the independent RSP, the fourth largest party in Parliament with i21 members.&nbsp; Chaudhary’s pardon will now ensure the the NUP remains in the coalition for the time being. But this is bound to have a ripple effect on other smaller parties in the coalition to use similar bargaining tactics to gain political leverage. The Dahal-led coalition government was pushing for Chaudhary’s inclusion in the President’s Republic Day amnesty list which also includes 482 others serving prison terms. Besides Chaudhary, 19 prisoners were also pardoned. The fallout of Resham Chaudhary’s release is sharply divided. Activists and members of the Tharu community, who have long demanded that the Tikapur protests be treated as a political movement and not criminal activity, have welcomed the government’s decision.&nbsp; Human rights activists and others say that his pardon undermines Nepal’s judiciary, encourages impunity and compounds the injustice to the victims and families of the 2015 killings.&nbsp; 'It is abundantly clear that the government, by disregarding the judgement of the court and infringing upon the judicial rights of victims, is institutionalising impunity, ignoring the spirit of the Constitution, and making a mockery out of the republic,’ read a statement put out by the Accountability Watch Committee (AWC). 'It is reprehensible that the government, which has a responsibility to protect the fundamental rights of the victims, has repeatedly sided with the perpetrator.' Who is Resham Chaudhary …

Three decades later, and <a href="https://archive.nepalitimes.com/article/editorial/20-years-wasted-in-war,2850">17 years after the war ended</a>, the leader of the revolution is prime minister of Nepal for the third time.The <a href="https://www.nepalitimes.com/here-now/from-the-frontlines-of-nepals-war/">Maoists waged war</a> to end the monarchy, and turn Nepal into a federal, secular republic. But Prime Minister <a href="https://www.nepalitimes.com/latest/pushpa-kamal-dahal-is-still-prachanda/">Pushpa Kamal Dahal</a> (aka Prachanda) shares power in a coalition with openly anti-secular, royalist and anti-federal parties.Former enemies are now the state. And while this may be a model for post-conflict reconciliation, it also means that neither the security forces and their civilian leaders, nor the Maoist leadership and their guerrilla commanders, have had to answer for <a href="https://www.nepalitimes.com/latest/nepals-unpunished-war-crimes/">heinous crimes</a> committed during the insurgency.The former antagonists have made sure that the two commissions mandated to deliver transitional justice remain toothless. Social science and history text books make no mention of the violent conflict that left 17,000 Nepalis dead. A whole generation of Nepalis has grown up with no knowledge of what happened between 1996 and 2006.Many of the survivors and families of victims have lost faith in ever getting justice, and have moved on because of the pressures of day-to-day survival. Time is erasing memories, and that suits the perpetrators of war crimes fine, since they want us to forget what happened.As they watch at the way the country has been run, however, the hundreds of thousands of Nepali civilians and <a href="https://www.nepalitimes.com/from-the-nepali-press/ex-guerrillas-regret-the-war/">fighters who suffered</a>, were tortured, wounded, displaced or bereaved, are thinking: <a href="https://archive.nepalitimes.com/article/nation/revisiting-maoist-demands,2860">what was it all for</a>?On 4 February 1996 at Singha Darbar, Maoist ideologue <a href="https://www.nepalitimes.com/review/nepals-maoist-revolution-from-the-inside/">Baburam Bhattarai</a> presented to Prime Minister Sher Bahadur Deuba (yes, his first of five tenures in office) 40 demands. His party did not even wait for the government’s response, and on <a href="https://www.nepalitimes.com/editorial/13-february/">13 Feburary 1996</a> launched simultaneous attacks on police stations across the country.The conflict was never about a ‘revolution’. The war was just politics by other (violent) means. The behaviour of their leaders in government today probably <a href="https://archive.nepalitimes.com/article/nation/the-spark-that-lit-the-Maoist-revolution,2870">gives little comfort</a> to former guerrillas and comrades. In fact, like in any other party, Pushpa Kamal Dahal has purged all potential rivals from the Maoist Centre.Just like K P Oli of the UML, and to a certain extent the NC’s Sher Bahadur Deuba, Dahal’s conduct is based on the principle of ‘I am the party, the party is me.’The tragedy is that the leader of the brand new alternative party professing integrity and good governance which came out of nowhere to be the fourth largest entity in Parliament after the November election, showed himself this week to be of the same ilk.Having the coalition appoint himself Home Minister, in charge of the very Police that was investigating his citizenship, showed poor judgement and elastic ethics. Lamichhane was behaving like the very politicians he was rebelling against.His RSP won 20 seats in the House because of protest votes – a rejection by many young Nepalis of same old politics by same old politicians. But Rabi Lamichhane’s stream of consciousness rant the other day after he was refused to be reinstated as Home Minister was reminiscent of Trumpian populism – the same ‘drain the swamp’ and anti-media whataboutery.Lamichhane served as tv anchor in the established media after returning from the United States and later renouncing his citizenship, but understood the true power of social media after tens of thousands of followers showed up at a support rally in Chitwan when he was arrested after being accused to abetting the suicide of someone investigated by his tv program.His press conference on 5 February, therefore, was a demonstration of the clash between new and old media, between new and old politics.Of course, Nepal’s media is not spotless. It would be surprising if it was an island of uprightness when there is rot all around. Most tycoons who also own media are in cahoots with politicians and contractors. If we are honest with ourselves, some of Lamichhane’s supporters have a valid reason for calling journalists पत्रुकार, loosely translated as ‘presstitutes’.But it is easy to see why Lamichhane came out with all guns blazing against the media, and not the prime minister who had just refused to hand him back the home ministership. It was to divert attention from the investigation into his dual citizenship that is like a sword hanging over his head.But let who is without sin cast the first stone. Most leaders in the established parties either have dirt, or blood in their hands for which they have never faced justice. Armed Conflict and Conflict of Interest

While Argentina and France tussled for the 2022 World Cup in Qatar’s Lusail Stadium on December 18, a different kind of match was taking place in Nepal’s political arena. The results of November’s provincial and federal elections were out, with Nepali Congress (NC) emerging as the largest party after winning 89 seats in the parliament.
The NC’s Sher Bahadur Deuba and CPN-Maoist’s Pushpa Kamal Dahal were competing to be the country’s next prime minister. On 19 December, Kantipur daily ran a cartoon by Abin Shrestha depicting this scuffle: Deuba stood at No1 on a winner’s podium holding a golden cup, reminiscent of Argentina’s win the night before in the World Cup, as K P Oli took second place, watching on with no sense of urgency. In contrast, Dahal leapt from third place, one hand outstretched towards the cup which Deuba caught close with trepidation.
The cartoon was a clever premonition. The coalition collapsed and on 25 December and the two estranged Communist parties, Maoist and UML, reunited for the next government in a repeat of the agreement Dahal and Oli made after the 2017 elections. Dahal was appointed prime minister for the third time this week.
This was not a prediction as it was an evaluation of Nepal’s political climate. Abin Shrestha reminds us that cartoons are not news but editorials or analyses, and a political cartoonist aware of the happenings in the country depicts what they understand and expect based on their studies and observations. But satire is the medium with which the message is conveyed.
“All I wanted to show in the cartoon was that Dahal, who came third in the election, wanted to be prime minister when Deuba’s party got first place,” Abin explains. “Practically, this is a little strange, isn’t it, &nbsp;as the winning party usually gets the position?”

Abin, 50, started out as a cartoonist almost 30 years ago when he joined the Nepal Times daily in 1993. Today, his daily single column cartoons on Kantipur under गजब छ बा ! &nbsp;are widely recognisable, with their characteristic geometric political figures, sharp, witty one-liners, a daura-surwal clad silent man standing in for the ordinary citizens, and his unique signature. But it was not until he was 30 that he felt attuned to cartooning, later becoming the president of Cartoonist Club of Nepal form two terms, from 2014 - 2021, and reviving the almost-defunct group with regular programs and workshops for up-and-coming Nepali cartoonists.
“When I began, I was very young,” he recalls. “I did not fully understand the politics or the parties, did not know how Congress was or UML.” His editor would sit him down and explain to him the intrigues, the policies and the workings of Nepal’s politics, both external and internal. Based on these and the day’s happenings, Abin would then make his cartoons.
After the end of the Panchayat system 1990, the major political parties in the new multi-party democracy were NC and UML, and they had their own partisan media. “Congressi newspapers would criticise the UML ones, and vice versa,” says Abin. “And one could distinguish a newspaper’s party alignment based on its cartoon.”
But Abin did not want to contribute to the one-sided, partial satire. He would often switch papers to poke fun at the other parties. “But people would call me दूधचिउरे, an opportunist, rather than see that I was trying to be impartial in my art and my work,” he says.
“Democracy was freshly reinstated after the Panchayat rule, there was freedom of expression, and also new developments in printing technology.” Media was unshackled and there were new newspapers, which in turn gave more opportunities to cartoonists.

Before, cartoonists would often have to use pseudonyms to <a href="https://archive.nepalitimes.com/article/from-nepali-press/Honour,3914" target="_blank">keep their identity and work separate</a>. “Many veteran cartoonists who worked during the Panchayat-era recount how they would be startled to hear knocks at their door on the day their cartoon would be published,” he says.
This is not so much the case now. “Personally, I have not had to face censorship to that degree,” he adds. “There was a time, not too long ago, when party cadets – never the leaders themselves, mind you – would threateningly call or email me after a cartoon was out, telling me it was inappropriate. This has not happened in recent times.”
This, he attributes to the changing attitudes among people regarding the leaders and politicians. “No one considers them god-like anymore, incapable of any wrong,” Abin says. “And perhaps the audience has also got more mature, knows a thing or two about satire and humour.”
Even then, sometimes people will comment on social media, purposively chiding or bullying, but Abin does not engage with them. “As there is no point in trying to explain things to people who already understand them but pretend not to,” he says.
However, this does not mean a cartoonist does not listen to the public at all. “A cartoon is not just a picture but a form of journalism as well, and there is always a sense of duty and responsibility to being a cartoonist,” he adds. “In the name of creative freedom, one cannot go around chastising any particular gender, religion, ethnicity or class. There needs to be discipline.”
A cartoonist, Abin emphasises, observes, analyses and expresses a society’s climate and temperature. And perhaps for this reason alone, most cartoons are political in nature. “Especially in Nepal’s case, if one digs deeper, one finds that issues of education, health, and society are intrinsically tied to politics,” says he. “As such, it is difficult to not be political in our cartoons.”

There are sometimes complaints too, that his cartoons almost exclusively depict frustrations and society’s negative aspects, but Abin reminds that his works are forms of satire after all. Satire, he explains, aims to shame or expose the vices, follies or &nbsp;shortcomings of individuals, corporations, governments and society to ridicule. There is humour involved but not always, and the intention is to improve, as a form of social criticism. “And good things, events don’t need to be satirised at all,” he adds.
This has so far been the trend of cartoons in Nepal. Single-column gag cartoons or wider editorial ones lampoon the government’s deficiency and detachment from the general public, issues of corruption and elections. In 2022, Abin’s cartoons reflected the waves of hope that Nepali felt with the two elections in May and November, and were sharply critical when the elected leaders did not deliver as promised.
“There are new, younger people elected now, hinting at a touch of freshness,” Abin says. This also means newer characters to draw and newer expectations to express. “As a cartoonist, I hope that we also get to draw our cartoons differently this time, breaking the same tired tropes of the same people in power,” he adds. “Otherwise what is new, even?”

"Not every cartoon is humorous"
