In the past year, about 260,000 Nepali workers flocked to Malaysia to work in factories, service stations, and palm and rubber plantations. A similar number were &nbsp;preparing to go in the coming 12 months.
But the Malaysian government has abruptly capped the proportion of foreign workers in its labour force to 15%, and will stop issuing worker visas after May.
Making up more than one-third of all departures last year, <a href="https://nepalitimes.com/here-now/the-malaysia-nepal-migrant-scam-nexus">Malaysia is the top overseas labour destination for Nepalis</a>, An estimated 500,000 are working there. Now, many Nepalis may choose to overstay, &nbsp;and join the ranks of their undocumented compatriots.&nbsp;
The reliance of Nepal’s economy on remittances is precarious. West Asia has nearly 2 million Nepali workers, and is chronically gripped by regional tension. A populist anti-migrant wave is sweeping Europe. Donald Trump has vowed to deport illegal immigrants if re-elected.&nbsp;
How will Nepal accommodate a future surge of returnees? The National Planning Commission, the Labour Ministry and other branches of government must start preparing for this contingency, if they have not already. Maybe, just maybe, they could turn a potential disaster into a dividend.
Short, medium and long-term strategies need to be in place to make the best of returning migrants. Most immediately, returnees from Malaysia and those affected by its visa curb need to be accommodated before they start knocking on the doors of recruiters for jobs in the Gulf or Europe.&nbsp;
The homecoming of semi-skilled Nepalis with overseas exposure <a href="https://nepalitimes.com/editorial/brain-drain-into-brain-gain">can be turned into a national asset</a>. Many returnees have worked in modern agriculture and factories. They have picked up and honed new skills at construction sites, and they have excelled in the service industry.&nbsp;
Many will be returning with hard-earned savings and dreams of running their own enterprises. Local governments must provide them support to re-assimilate, encourage their entrepreneurial spirit, and identify outlets for their skills and investment. &nbsp;
When the subject of migration and remittance comes up, Nepali politicians and media tend to forget that there are 2.5 million Nepali workers in India. Most are seasonal migrants who cannot even afford recruitment fees to ‘manpower’ agencies.
And as we saw during the Covid lockdowns, hundreds of thousands of Nepalis <a href="https://nepalitimes.com/here-now/nepali-workers-returning-to-india">were sent back from India</a> under dire circumstances, harassed and stigmatised on both sides of the border. Nepalis in India may not remit as much money as from elsewhere, but they constitute the largest population of Nepali migrants abroad.&nbsp;
Construction jobs in Kathmandu and other cities are increasingly filled by domestic migrants from the mountain districts. Interestingly, many semi-skilled jobs in construction in Kathmandu Valley are taken up by Indian migrant workers. Nepal, in fact, is the seventh-largest source of remittance for the Indian economy.&nbsp;
That statistic alone proves that there is work for Nepalis in Nepal itself. If the economy picked up, if Nepalis got more meaningful wages, if labour rights were protected, if they got help to start up businesses, many would prefer to stay in Nepal. &nbsp;
That is a lot of if’s, for sure. But it is possible with the right policies and the political will to implement them.&nbsp;
Last week, we published an investigation into Nepali recruits into the Russian Army. <a href="https://nepalitimes.com/here-now/nepalis-play-russian-roulette-in-distant-war">At least 39 Nepali soldiers of the estimated 2,000 who enlisted have been killed in action on the Ukraine front</a>. Families in Nepal are demanding the return of their bodies. After loopholes in migration routes were uncovered last year, the government banned work permits for Russia.&nbsp;
Inexplicably, on Wednesday the Ministry of Labour re-opened labour permits for Russia knowing fully well that many will end up enlisting into the military again. Labour Minister Dol Prasad Aryal, who already has a conflict of interest because of his involvement in recruitment and remittance agencies, has to explain why his office has allowed this at a time when his cabinet colleague Foreign Minister Narayan Kaji Shrestha is demanding that Russia send Nepali soldiers home.
Successive governments in Nepal have treated foreign employment as a safety valve, and a cover for their <a href="https://nepalitimes.com/news/poor-cash-rich-nepal">failure to kickstart the economy</a>. Worse, many politicians and bureaucrats are in cahoots with recruiters and profit from the blood, sweat and tears of desperate Nepalis.&nbsp;
A Marshall Plan for investment in infrastructure would be the most effective long term strategy. It would produce jobs during their construction, and generate more multiplier employment downstream as connectivity, a revived agro-economy and cheap surplus energy revs up the economy.&nbsp;

The Malaysia-Nepal migrant scam nexus

The Royal Belum State Park in Perak is the last remaining and largest continuous rainforest in Peninsular Malaysia, and these jungles were also where Nepali soldiers helped the British Army fight Maoist guerrillas from 1948-1960. With some 185,000 species of fauna and 12,500 species of flowering plants, Malaysia is one of the 12 megadiverse countries in the world, and a biodiversity hotspot. The jungle of Royal Belum has existed for over 130 million years, making the park the world’s oldest rainforest. It has a high concentration of large mammals including Asian elephants and Malayan tigers. The park also hosts the endangered helmeted hornbill and all 10 Malaysian hornbill species. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20230820130820_63cc2881d7b7fc88a7cc5e4a055d6acd7f7ea8b73a3471cf9652113c989b667c.jpg" data-media-id="editor_0" data-image-id="20230820130820_63cc2881d7b7fc88a7cc5e4a055d6acd7f7ea8b73a3471cf9652113c989b667c" data-rendition-name="original" width="4000" height="1800" loading="lazy" alt="Royal Belum State Park"> <figcaption>Royal Belum State Park near the Malaysia-Thailand border is the largest and oldest rainforest in the world that has existed continuously for 135 million years.</figcaption> </figure>  What protected the forest was also the insurgent activity when Malaya was under British colonial rule. The armed wing of Chin Peng’s Mao-inspired Communist Party Of Malaya (CPM) had launched a guerrilla campaign to end British rule. The British Army fought back, and on the frontlines were its Gurkha commandos recruited from the mountains of Nepal, battle-hardened during World War II <a href="https://www.nepalitimes.com/here-now/the-atom-bomb-saved-my-life">against the Japanese</a> in these same forests.&nbsp; <a href="https://www.nepalitimes.com/review/former-gurkha-soldier-turns-author">Tim I Gurung</a> in his book The Gurkhas: A True Story writes, ‘In order to protect those British interests of the early fifties in Southeast Asia (Malaya, Singapore, Sarawak, Sabah and Brunei in Borneo), the first battle the Gurkhas had to fight was the Malayan Emergency and it was a long, nasty and costly guerrilla war that lasted from 1948 until 1960’. Although the insurgency was crushed with a scorched earth policy as well as the spraying of Agent Orange herbicides on the jungles, the guerrilla presence persisted till 1989 and was under tight security. Even today, security posts stop travellers for inspection along the East-West Highway which traverses the jungle. The <a href="https://whc.unesco.org/en/tentativelists/6176/">Royal Belum State Park</a> was set up in 2007 with a 300,000-hectare forest complex near the Malaysia-<a href="https://www.nepalitimes.com/here-now/lost-village-of-nepalis-in-thailand">Thailand</a> border, and is now a hub for research and eco-tourism. The Park is home to Rafflesia, the world's largest flower, and one of the world’s rarest and most threatened species. A <a href="https://parasiticplants.siu.edu/Rafflesiaceae/Raff.azlanii.page.html">Rafflesia azlanii </a>blossom is featured on the Malaysian 10 Ringgit banknote and was named after the British founder of Singapore, Stamford Raffles.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20230820130824_2bbc7f3e935bcc4790484d76c7b65edcb03e7b91c02b34b1d629478791775c47.jpg" data-media-id="editor_6" data-image-id="20230820130824_2bbc7f3e935bcc4790484d76c7b65edcb03e7b91c02b34b1d629478791775c47" data-rendition-name="original" width="4000" height="1800" loading="lazy" alt="Rafflesia flower"> <figcaption>The author with a rare sighting of the Rafflesia flower in the Royal Belum State Park in Malaysia recently.</figcaption> </figure>  What makes Rafflesia so unique is that it takes nine months to blossom into a flower up to 1.2m in diameter with the smell of rotting meat, but dies within a week after pollination which makes it difficult for anyone to see it. David Attenborough <a href="https://www.youtube.com/watch?v=YxIpl38rsMo">featured the flower for a BBC Earth telecast</a> and called it a “corpse flower” because of its extraordinarily foul odour. Given that the Gurkhas were deployed extensively in these jungles, one cannot help but wonder if the Nepalis saw and marvelled at this enormous flower with a stench strong enough to put off all enemies. Gau Lal Gurung, 96, is a Gurkha veteran of the Malayan campaign and a composer of the <a href="https://www.nepalitimes.com/review/ghatu-dance-of-lamjung">traditional Ghatu folk songs</a> of his people. He spent much of his youth in Malaya, travelling for months through the remoter parts of the jungle hunting for insurgents.&nbsp; “We found plenty of guerrillas, but never came across a Rafflesia flower,” Gurung says. Since the Rafflesia flower blooms for a day or two, it is a rare sight indeed. Programs including the BirdLife-led forest governance project and forest condition are under operation with the engagement of indigenous people Orang Asli. The Royal Belum State Park itself was recognised as an Important Bird and Biodiversity Area in 2004 by BirdLife International. It is also the first to receive CA TS (Conservation Assured Tiger Standards) in Southeast Asia. In 2019, it was also shortlisted on the UNESCO World Heritage Site list. But Malaysia is also one of the world’s largest producers and exporters of palm oil. The multi-billion dollar industry has cost the country much of its rainforest to make way for palm plantations. A win-win plan is needed to safeguard the ecology and green economy — &nbsp;much like in Nepal where planners want to clear 80 sq km of native hardwood forest in the eastern Tarai to build <a href="https://nepalitimes.com/opinion/guest-editorial/fight-or-flight">Nijgad airport</a>. The Malayan rainforest and its rare flower

This is the 34th edition of Diaspora Diaries, a regular series in Nepali Times with stories of Nepalis who have lived or are working abroad. Growing up in rural Gorkha, I saw planes long before I saw cars. Those tiny silver dots that flew over our village on their way to or from Kathmandu.&nbsp; It was only when I was big enough to go to the bazar town nine-hour walk away to buy salt and other household goods that I saw a bus for the first time. I remember staring at it in awe, walking around it touching the metal surface with the tip of my fingers. I did not get on the bus. I had nowhere to go.&nbsp; Years later, as a grown-up, I found myself inside an airplane for the first time flying from Kathmandu to Malaysia. &nbsp;That was nearly 20 years ago, and I got a job in a factory that made files and envelopes of all sizes that were exported to nine countries.&nbsp; My starting salary allowed me to save around Rs7,000 per month.Even for that salary, I had paid over Rs100,000 as recruitment fees. The management responded to my resignation requests with offers of higher salary.&nbsp; I rose up the ranks to become team leader in charge of 144 fellow migrant workers from different countries, including Nepal. I had to make sure they delivered products on time while ensuring their safety.&nbsp; The work was difficult and required both mental and physical strength. As team leader, I was responsible if they made mistakes. One wrong move and you could lose a finger in one of those cutting machines with sharp blades. Our thumbs were valued at Rs2 million each, with other fingers much lower. That was the compensation we got if we lost them in a job accident.&nbsp; In the first few months after their arrival, most fellow workers got homesick and struggled with the physical demands of the job. I oversaw their work, but above me was also a CCTV camera that oversaw me. I could not ignore a worker who was taking a nap or slacking off.&nbsp; This was in the mid-2000s. I was one of the first Nepalis in my workplace when I had first arrived, so my circumstances had compelled me to learn to speak Malay.&nbsp; Perhaps this is also why I was a good fit for the team leader post so I could help with translations. Sometimes, I had to translate the supervisors' scolding or the workers' apologies or grievances about unmet demands.&nbsp; I often did more than translate, though. To lessen the blow of an angry word or humanise the challenges of toiling around the clock, far from home. After all, our lives oscillated between an angry "balik rumah" (go home) or encouraging "bagus" (well done). We all toiled 12 hours a day single-mindedly to provide for our families back home. &nbsp; One tough part of my job was handing out coveted overtime slots on Sundays, when the pay for workers was double. We were there for the money, and the extra payment held a lot of significance to workers.&nbsp; They begged me for overtime hours, but I had to assure them that the rotations would be balanced. If not this weekend, they would get the hours next weekend.&nbsp; In Malaysia, my colleagues and I used to pool our resources to send a larger amount home in rotation to meet big ticket items like paying off big loans like those borrowed to pay recruitment fees at high interest rates or when there were family emergencies like big health expenses.&nbsp; By the end of my nine years there in Malaysia, I was saving Rs65,000 a month. When I was ready to head home, my supervisor told me that he thought of me as an integral part of the team, and handed me an envelope with a cash token of appreciation. He told me that his company's doors were always open for me. But I never went back.&nbsp; In the last 108 months I spent in Malaysia, I was home in Nepal only for three months, and I needed to devote my time to my family.&nbsp; With my savings, I bought some property in Gorkha which has quadrupled in value, and allowed me to invest in my children's education. My daughter finished her undergraduate degree in journalism and my son, who I met for the first time when he was almost four years old, is now finishing up high school.&nbsp; A neighbour in my village had called me at work in Malaysia to inform me about the birth of my son. I spent 300 ringgit to celebrate that momentous day with my colleagues in Penang.&nbsp; After returning to Nepal, I was first a driver for politicians with high posts. But it was impossible to be a good provider at a driver's salary despite the long hours.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20230607140620_6fc41ca4d470ba4c1a98a7ff6d8c03c2df6425651b77a47a679db952bf8fcfea.jpg" data-media-id="editor_0" data-image-id="20230607140620_6fc41ca4d470ba4c1a98a7ff6d8c03c2df6425651b77a47a679db952bf8fcfea" data-rendition-name="original" width="4032" height="3024" loading="lazy" alt="Diaspore Diaries 34"> </figure>  It is no wonder that Nepalis migrate overseas for work. You work hard either way, in Nepal or abroad, but you only earn a liveable wage abroad. I soon bought my own taxi and even though I work long hours, I am glad I don’t have to give away most of it to a साहु. I earn more than Rs100,000 a month, and it has been good.&nbsp; When I was working for politicians as a driver, I realised why power is so important in Nepal. My wife was almost killed when she was hit by a truck. &nbsp;The owner refused to pay, and the hospital bills racked up. It was only after a threatening call from my politician boss that the perpetrators agreed to pay the medical bills. &nbsp; Nepalis like me without power or networks are deprived of what is rightfully ours. Foreign employment can provide us with resources which can give us courage. When my wife again fell ill with cancer, it was the land and taxi that I bought with overseas earnings that gave me the collateral to borrow money to ensure she got the care she needed. My brother who is working abroad also insisted on chipping in for my wife's cancer care. Without resources, even the most willing informal networks are unable to help during times of crises.&nbsp; My wife is now cancer free. She is healthy and after ages, is back to her old self. I will use the same collateral to get the loans to send my daughter abroad for her Master's so she can make a future for herself. I take a lot of pride in the fact that a simple driver like me can now send my daughter abroad for higher studies. I cannot think of a better investment for her and our family's future. Once my children are settled, my wife and I long to go back to our village in Gorkha. I spent a few months there during the pandemic and got a glimpse of how comfortable rural life is. My customers there include elderly widows in their 80s and 90s from lahure families who have to go to the bank to receive their pension.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20230607140620_3696c279e03b50c9db2534e4ba53caedca041ed69f9570842d6510a67c8d8d74.jpg" data-media-id="editor_1" data-image-id="20230607140620_3696c279e03b50c9db2534e4ba53caedca041ed69f9570842d6510a67c8d8d74" data-rendition-name="original" width="1458" height="1944" loading="lazy" alt="Diaspore Diaries 34"> </figure>  It’s a three-hour drive and they want me to stop twice en route so they can enjoy their homemade alcohol and boiled eggs that they carry from home. In the village, you know all your customers and they know you personally. The earnings might be lower, but we do not have to pay rent or buy expensive food like in Kathmandu. But most of all, at home there is peace of mind.&nbsp; My struggles began over 35 years ago when I escaped to Kathmandu with my cousin, enticed by the possibility of earning enough to be able to afford to eat rice every day.&nbsp; I now long to go back where I started, enjoy life at a slower pace after decades of hard work. &nbsp; &nbsp;Translated from a conversation with the author. Tale of a modern day lahure

I guard condominiums and sometimes have to accompany visitors to their floors on the elevator. But I do not step out of the elevator. We are not allowed to.I paid for my tickets to come to Malaysia, and my employer deducted 1,000 Ringgit over the course of two months from my salary. It may not sound as bad as what other migrants pay for these jobs but it was the deal I had struck with my agent.He had previously sent me to <a href="https://www.nepalitimes.com/banner/human-rights-referees-blow-whistle-on-world-cup-fouls/" target="_blank" rel="noopener noreferrer">Qatar</a> as an electrician and after five months of not being paid, I returned. He deemed it cheaper to send me to Malaysia as a security guard than to repay the Rs95,000 I had paid for the job in Qatar. It took me 10 months to haggle with him, but it worked out eventually.Every day for the past four years, I have worked for 12 hours, 30 days a month. I can send home over Rs40,000 a month, which for my family is a lot.Read also: <a href="https://www.nepalitimes.com/here-now/the-high-life/">The high life</a>, Nepali TimesBut I realised the fragility of our lives when my roommate, also a security guard, died a few months back.Let’s call him Shiva dai.We had been roommates for over two and a half months. We shared a room but we only saw each other for an hour or two every morning given our duty hours.From the onset it was obvious that Shiva dai <a href="http://archive.nepalitimes.com/article/nation/disproportionate-number-of-deaths-of-Nepali-workers-in-Malaysia,2812" target="_blank" rel="noopener noreferrer">came to Malaysia to grind</a>. He had a singular purpose of earning as much as he could while here. Perhaps we all come to the Gulf or Malaysia with the same aim, but Shiva dai was a different breed. He worked two jobs, which meant he worked 20 hours a day, every day.“We are here to work, to earn money, so I will do whatever it takes to earn as much as I can,” he used to say. And he did. “Why don’t you take up another job or extra shifts?” he used to ask me. We cooked separately but when we made good food, we used to share it with each other. I had gotten used to our mornings when we cooked and chatted as we ate. I used to ask him not to work so hard, to take care of his health. He used to say he got to sleep at work, on his chair during the night shift when everything was quiet and there wasn’t much to “guard”. In fact, he used to be annoyed at me for not taking advantage of such easy opportunities but I resisted. By his standards, I might have looked idle to him.One morning, Shiva dai was cooking: boiled eggs for breakfast and chicken soup for his lunch and dinner. He asked me if I could stir the chicken while he took a shower. I agreed. The soup was looking good that morning, especially as I had just come back from a 12 hour night shift.When Shiva dai came out of the shower, he complained of a backache and that his legs felt stiff. He asked me if I could help apply Vicks on his back. He looked like he was in grave pain. As I helped him, I asked him if this has happened before, he said twice. Next, he was unable to move his leg. I got scared and called my boss. By the time paramedics arrived, Shiva dai had passed after having what looked like three rounds of seizure. The police came, took him away.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114121112/637222859c7e80680e0c0300jpeg.jpg" alt="" width="472" height="398">When his wife called, I was the one who broke the news. It was not easy. She initially thought I was joking but when she finally realised the truth, she started wailing. I spoke to a few more family members. Each time I had to relive the scenario, each time I had to hear them cry. I was scared and too stunned to sleep, even though I had just worked a 12 hours night shift.I could not stay in the room either. It was eerily quiet but there were too many thoughts racing in my mind. Everything had happened so quickly that it was difficult to process it all. We were laughing and talking one minute, and he was dead the next moment.After much restlessness, at 5PM I went to work and took a nap in the rest post, a small room where guards like myself eat and rest. I resumed my duty at 7. I was disturbed for a long time.It took 29 days for his <a href="http://archive.nepalitimes.com/article/nation/nepali-migrants-too-young-to-die,2811" target="_blank" rel="noopener noreferrer">body to be repatriated</a>. It was during the pandemic so there were restrictions on flights and much backlog of bodies to be taken back home. Photo: KUNDA DIXIT</figcaption></figure>He did not have much belonging, just some clothes including two security guard uniforms. What stood out was a guitar. He never played. I think he was meaning to take it to his son back home. It was given to him by a family in a condominium where he had previously worked as a security guard.His suitcase could not be taken back so it was thrown away. He did not have much anyway, but perhaps his family could have found some consolation in receiving them. I don’t know.Since <a href="https://www.nepalitimes.com/latest/wage-theft-of-migrants-during-pandemic/" target="_blank" rel="noopener noreferrer">Covid-19</a>, there has been a shortage of workers in Malaysia as they have stopped recruiting. It is only now that they are slowly starting the recruitment of overseas workers. But throughout these last couple of years, because my boss was unable to hire from overseas and it was too expensive to get local workers, he often wanted me to take extra shifts as there was always work. But for someone who works 12 hours every day, an extra shift means a 36-hour shift.You finish your regular shift at 7PM after working from 7AM and take up a night shift from 7PM to 7AM, only to continue your regular shift the next morning. Even if you manage to shut your eyes on your duty chair like Shiva dai did, it does not compensate for a full night’s sleep. Close encounter with death

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111410114/6372055c9c7e80680e0b28b0jpeg.jpg" alt="" width="1500" height="986"/><figcaption>Photo: SHANKAR DAHAL</figcaption></figure>Nepal’s Department of Foreign Employment (DoFE) issued more than 240,000 labour permits for migrant workers in 2021, even as the country reeled under the Covid-19 pandemic.Since 2008, the DoFE has issued<a href="https://www.nepalitimes.com/latest/the-long-wait-before-flight/" target="_blank" rel="noopener noreferrer"> labour permits</a> to more than 4 million Nepali migrant workers. But this figure does not include Nepalis living and working across the border in India, which does not require labour approvals as per the <a href="https://mea.gov.in/bilateral-documents.htm?dtl/6295/Treaty+of+Peace+and+Friendship" target="_blank" rel="noopener noreferrer">1950 Nepal-India bilateral treaty</a>. Nor does it include workers who travel overseas through backchannels.Even the <a href="https://www.nepalitimes.com/opinion/nepali-migration-in-the-2020s/" target="_blank" rel="noopener noreferrer">2020 migration report</a> from the Ministry shows that the number of Nepali workers seeking labour approvals has steadily declined since 2013, with <a href="https://www.nepalitimes.com/banner/kleptocrats-of-kathmandu-and-kualalampur/" target="_blank" rel="noopener noreferrer">Malaysia</a> followed by countries of the Gulf Cooperation Council (GCC) Qatar, UAE and Saudi Arabia being the primary destinations.Conversely, <a href="https://www.nepalitimes.com/latest/more-remittance-more-than-remittance/" target="_blank" rel="noopener noreferrer">remittances</a> sent by migrant workers are now worth over a quarter of Nepal’s annual GDP, and the conversation is shifting to the varying degrees of access of Nepalis from different backgrounds to destination countries.‘The tendency is for the better-off to earn higher wages and to be able to send back remittances of a higher value, and for the poor to earn lower wages and to be less able to send back remittances to the family members remaining in Nepal,’ write researchers David Seddon, Jagannath Adhikari, and Ganesh Gurung in their book The New Lahures: Foreign Employment and the Remittance Economy of Nepal.‘Those from the more affluent backgrounds are in a better position to gain access to higher pay and more secure employment, while those from less affluent backgrounds are in a relatively poor position in this regard.’The book includes findings of research conducted by the authors from 1997 to 1999 on <a href="https://www.nepalitimes.com/opinion/south-asias-migrants-shared-problems-share-solutions/" target="_blank" rel="noopener noreferrer">Nepal’s foreign labour migration</a> and remittance economy, and later studies into the labour migration sector. A new edition of the 2001 book has been updated to include the changing dynamics of migration and the remittance economy in the last 20 years, especially <a href="https://www.nepalitimes.com/here-now/nepals-economy-already-weak-takes-direct-hit/" target="_blank" rel="noopener noreferrer">during the Covid-19 pandemic</a>.The abuse and death of a Nepali domestic worker at the hands of employers in Kuwait in 1998 prompted the Nepal government to <a href="http://archive.nepalitimes.com/news.php?id=16350#.YfIiTeNBzOR" target="_blank" rel="noopener noreferrer">ban women from going to the Gulf to work as domestics</a>. The ban was eventually lifted, but similar immigration policies that limit female mobility have been introduced in the years between, including <a href="https://www.nepalitimes.com/here-now/history-of-female-immobility-in-nepal/">a 2021 proposal requiring Nepali women under 40 travelling to the Gulf or Africa to present consent from a guardian and local government</a>.In August 2004, 12 Nepali labour migrants led to Iraq for work under false pretences <a href="http://archive.nepalitimes.com/news.php?id=1872#.YfIi4eNBzOQ" target="_blank" rel="noopener noreferrer">were abducted and killed by insurgents</a>, their execution filmed and released by the extremists for the world to see. Thirteen Nepali security contractors were killed and five injured by a suicide bombing in 2016 while en route to their jobs at the Canadian embassy.A July 2021 mobile video of a Nepali security guard in Malaysia getting beaten up by his supervisor prompted Nepalis to share their own experiences of violence against migrant workers in Malaysia.The <a href="https://www.nepalitimes.com/here-now/afghanistan-abandoned/" target="_blank" rel="noopener noreferrer">Taliban takeover of Kabul</a> in August 2021 brought to light the plights of potentially<a href="https://www.nepalitimes.com/latest/who-will-rescue-nepalis-from-afghanistan/" target="_blank" rel="noopener noreferrer"> thousands of stranded Nepalis</a> working to protect embassies of US and NATO countries, as well as undocumented migrants in Afghanistan.In Qatar, as many as 1,600 Nepali workers are believed to have died in the past decade <a href="https://www.nepalitimes.com/banner/human-rights-referees-blow-whistle-on-world-cup-fouls/" target="_blank" rel="noopener noreferrer">after the country won the bid to host the FIFA World Cup 2022</a>.Read also: <a href="https://www.nepalitimes.com/editorial/the-days-of-international-migration/">The Days of International Migration</a>These incidents are only the highlights of Nepal’s tragic migrant history that made it to the media. Yet, there are many more success stories of workers who have done well for themselves and supported families back home, while at the same time keeping Nepal’s economy afloat.Yet, over the years, the Nepal government’s treatment of the labour export sector, whether in terms of policy-making or bilateral discussions, have not brought long-term benefits to workers. On the contrary, many Nepalis have had to resort to taking illegal channels and routes to travel and work overseas, further risking their lives.This has also made it impossible for Nepal’s authorities to pinpoint the number of undocumented Nepali migrants across Asia and the Gulf, let alone ensure their rights and safety. Preliminary data of the 2021 census released this week shows that there are only 2.6 million Nepali workers abroad, which seems to be a gross undercount (see box, below).“While economic diplomacy has been incorporated into our foreign policy, discussions about labour diplomacy have not moved forward,” said migration expert Ganesh Gurung, co-author of The New Lahures, in his keynote address at the Kantipur Migration and Remit Summit 2021.Indeed, in recent years experts have pointed out the need to diversify out-migration destinations to include better, higher paying jobs for Nepali workers seeking employment abroad. The need to ensure access to safer and better-paying labour destinations for Nepalis of all socio-economic as well as socio-cultural backgrounds have also been highlighted.Added Gurung: “We are sending Nepalis to the Gulf, Malaysia, and India —countries that earn them the least amount of income but with some of the worst human rights records in the world … We have the strength of the Gurkha reputation in the security sector, but we have not been able to use it to tap the market in Europe, or North America.”The Ministry of Labour’s 2020 Migration Report prioritised the diversification of labour destinations and employment sectors. The report read: ‘More flexible approaches such as revised time limits on employment contracts for short-term opportunities, employment in emerging sectors … and innovations in joint partnerships … should be considered.’However, into the third year of the pandemic and the third Covid wave, Nepal’s government does not seem to have learnt its lesson and has no clear short-term plans to manage Nepalis leaving for overseas jobs, even as it continues to issue labour permits. Nor has it been able to integrate returning migrants in Nepal with support.As the highly contagious variant spreads across the world, there is no clear information about when and where migrants can receive booster shots. The paperwork for workers is laborious, confusing and ridden with corruption. Recruiters blatantly exploit workers, and <a href="https://www.nepalitimes.com/here-now/diaspora-diaries-1/" target="_blank" rel="noopener noreferrer">mislead them about jobs and earnings overseas</a>.“I was told that I could get the <a href="https://www.nepalitimes.com/here-now/boosting-booster-jabs-against-omicron/" target="_blank" rel="noopener noreferrer">booster shot</a> here,” says a man waiting near a crowd of people registering for their first and second doses in front of Shahid Memorial Hospital in Kalanki this week. “I have to leave the country soon, but no one seems to know about it.”The security guard at the vaccination booth asks him what kind of frontline worker he is. He is then promptly told that booster shots are not available for those going overseas.Reading The New Lahures puts the individual everyday hassle of Nepal’s desperate migrant workers into perspective and historical context. How the government benefits by shifting responsibility for finding work for its citizens at home by driving them away, and then props up the economy with the money they send back.Yet the same government invests so little in making life easier for those very workers, ensure that they are not abused and exploited by recruiters, and getting Nepal’s embassies to look after <a href="https://www.nepalitimes.com/here-now/in-the-minds-of-nepals-migrant-workers/" target="_blank" rel="noopener noreferrer">their welfare while abroad</a>.The New Lahures: Foreign Employment and the Remittance Economy of NepalAdroit Publishers, 2021219 pages<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111410114/6372055f9c7e80680e0b28b1jpeg.jpg" alt="" width="686" height="1096">Census undercount?The <a href="https://cbs.gov.np/wp-content/upLoads/2022/01/Preliminary-report-2021-final.pdf" target="_blank" rel="noopener noreferrer">preliminary date of the 2021 Census</a> that was released this week has interesting new revelations that all point to the country having defused its <a href="https://www.nepalitimes.com/latest/nepal-holding-census-despite-covid-and-boycott/" target="_blank" rel="noopener noreferrer">demographic bomb</a>. However, some of the growth is uneven and there are indications of possible problems in future with an ageing population.<ul><li>Nepal’s annual population growth rate dropped to only 0.93% from 1.34% ten years ago</li> <li>The proportion of Nepalis living in the Tarai grew to nearly 54%</li> <li>Two-thirds of Nepalis live in urban areas</li> <li>The male-female ratio is 95.9:100, meaning there are 600,000 more women than men in Nepal</li> <li>The fertility rate is now approaching replacement level: 2.3 children per mother</li> <li>67% of the population is made up of working-age youth, which is Nepal’s ‘demographic dividend’</li> <li>Madhes Province has the most people, making up 21% of the population</li> <li>Kathmandu district’s population is now 2.02 million</li></ul><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111410114/637205619c7e80680e0b28b2jpeg.jpg" alt="" width="1500" height="1000">However, the census data shows that there are 2,169,478 Nepalis living abroad, and experts say this is a gross undercount. There are said to be at least 3 million Nepalis working just in India, and the figure for labour permits show at least 2 million in the Gulf, Malaysia, Korea and Japan. And this does not even include the number of students who have gone abroad.Even the head of the Central Bureau of Statistic Nebin Lal Shrestha said in media interviews that he was personally surprised by the low figure. He said there could have been an undercount because households where all members were abroad were not counted.However, among those abroad, the proportion of women has increased from 12% to nearly 19%. The reason for this could be greater <a href="https://www.nepalitimes.com/editorial/3-4th-of-the-sky/" target="_blank" rel="noopener noreferrer">gender equality in Nepal</a>, increase in female literacy, overseas demand for domestic and caregivers.

No country for young men

Remittances from overseas workers make up nearly a quarter of Nepal’s GDP, placing it seventh among countries most dependant on migrants after Tonga, Lebanon, Kyrgyz Republic, Tajikistan, Honduras and El Salvador.This economic mainstay was impacted by the Covid-19 crisis. Nepalis lost their jobs and were stranded abroad, their repatriation was chaotic, others were trapped in Nepal.This year, the closed doors have partially re-opened, but migrant workers have to navigate complicated, costly and confusing requirements in Nepal and at their destinations. Despite this, overseas employment is showing signs of recovery. In October-November 55,000 Nepalis took labour approvals, the majority to go to the Gulf countries like Qatar (19,000), Saudi Arabia (17,000) and the UAE (13,500). In the whole of 2020, only 7,797 permits were issued. The Gulf dominates the overseas market because Malaysia, which has traditionally been one of the major destinations for Nepali workers, banned incoming foreign workers since March 2020. The Malaysian are taking foreign workers again, mainly in agriculture and manufacturing.The <a href="https://www.theedgemarkets.com/article/fmm-msia-needs-replenish-over-600000-foreign-workers-2022-overcome-current-acute-manpower">Federation of Malaysian Manufacturers</a> has predicted a demand of 600,000 migrant workers for domestic production to rebound to pre-pandemic levels next year. Korea bound EPS workers have started flying out in small numbers after being completely closed for the past  almost two years. Despite reasons to be optimistic, uncertainties remain. The market is recovering but because of new strains of the virus, there is still a fear that things may unravel again.  In August, thousands of workers waited all night at Teku Hospital to get their vaccination cards certified. This issue has been largely sorted out, but new variant related restrictions have come up. Some 1,000 <a href="https://www.nepalitimes.com/latest/booster-lack-strands-israel-bound">Israel-bound caregivers</a> are waiting impatiently because they cannot get booster shots that they need to fly to Tel Aviv.  <img width="455" height="286" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1e1e9c7e80680e0af3f2jpeg.jpg" alt="">Read also: <a href="https://www.nepalitimes.com/banner/human-rights-referees-blow-whistle-on-world-cup-fouls/">Rights referees blow whistle on World Cup fouls</a>, Kunda Dixit<a href="https://www.nepalitimes.com/here-now/long-wait-over-nepalis-return-to-korea/">Long wait over, Nepalis return to Korea</a>, Nepali TimesPaying lip service to migrant workers is not enough. As we said last year on International Migrants Day <a href="https://www.nepalitimes.com/editorial/the-year-of-migrant-workers/">in this space</a>, their contribution in keeping this country afloat is too important.  Since decades, Nepali migrant workers have left, worked and returned quietly on their own – first to India and then further afield. Covid-19 has disrupted that flow by creating administrative hurdles, uncertainty and even curtailed demand. This means they require a lot more support and facilitation to ensure minimum disruption. The main hurdle is political apathy. There have been five labour ministers in the past two years ministers in the past two years, and they have set the bar very low for any proactive initiatives. They were either AWOL when workers were stranded, or left immediately after being appointed. When workers had <a href="https://www.nepalitimes.com/editorial/2am-is-too-late/">to stand in line for a night and day</a> just for a piece of paper there was no one paying attention. While it is too early to judge, the newly appointed Minister for Labour, Employment and Social Security Krishna Kumar Shrestha is showing some interest. The government is set to renew the labour agreement with Qatar which <a href="http://mfasia.org/asianparliamentarians/wp-content/uploads/2017/08/nepal-and-qatar-2005.pdf">was signed in 2005</a>. But past experience has shown that we need proof of the pudding. There is a ritualistic approach to labour agreements: the signing itself is seen as an end and not the beginning for bilateral cooperation. The emphasis needs to be on enforcement of existing agreements and on signing new ones with major destination countries like Saudi Arabia. But proactive engagement must not mean unnecessary hurdles for migrants, of which there are plenty. Why the <a href="https://www.nepalitimes.com/here-now/nepalis-queueing-up-all-night-for-proof-of-jab/">unnecessary delays</a> by Nepal’s embassies in the job demand attestation process without which employers cannot hire workers?  The <a href="https://www.nepalitimes.com/here-now/history-of-female-immobility-in-nepal/">ban on domestic workers</a> in the name of ‘protection’ has still not been lifted despite public outcry. The government was quick to recall ambassadors from key destination countries including those who were performing well, <a href="https://www.nepalitimes.com/latest/nepal-must-now-send-skilled-workers-to-qatar/">without sending replacements</a>. If you cannot help, at least do not harm should be the motto for Nepal’s policymakers.Every muddle and mistake affects large numbers of migrants and their families. Case in point is the <a href="https://www.nepalitimes.com/banner/missing-the-plot-in-nepals-job-scheme/">Qatar police recruitment fiasco</a> because of which 200 high paying jobs for Nepalis went to waste. Such cancellations not only <a href="https://www.nepalitimes.com/latest/qatar-police-recruitment-row-hits-nepalis/">harm migrants and their families</a> but also future job openings.On the home front, the <a href="https://www.nepalitimes.com/banner/missing-the-plot-in-nepals-job-scheme/">reintegration program</a> and the Prime Minister's Employment Program back home have been disappointing. <a href="https://www.nepalitimes.com/latest/where-have-we-heard-that-one-before/">Programs for returnees</a> are just announcements with little action.Qatar will be under the spotlight in 2022 because of the FIFA World Cup in November-December. This marks the end of an era for Nepali workers who were indispensable in Qatar’s construction boom. The World Cup will be personal in a bitter way given the human cost of the game that engaged hundreds of thousands of Nepalis.  Nepalis were dying in Qatar but Nepalis were also dying to work in Qatar, and therein lies the conundrum. There are both good and bad aspects of migrating to places such as the Gulf that have limited rights for foreign workers, but plenty of jobs.On the next International Migrants Day on 18 December 2022 is also the finals of the World Cup at the Lusail Stadium in Doha that Nepali workers helped construct. There is a wall at the stadium to honour the migrant workers. Both 18 December and the wall may feel like empty displays of gratitude unless accompanied by concrete action that actually make a difference to the workers they intend to honour.

The Days of International Migration

All photos and videos: UPASANA KHADKA</figcaption></figure>After getting his single-shot Johnson &amp; Johnson vaccine, Yogendra lined up the following morning from 2AM at Teku to get his vaccine certified so he could go to Saudi Arabia to join his job. But his letter was missing a stamp, and he had to return the next day.Like Yogendra, thousands of workers have packed queues at the Teku Hospital to get their certificates, with fears that the crowds could themselves spread the virus.“There is a lot of mixed information and confusion, and the officials do not seem to know what to do,” says Yogendra. “And how can we be safe in these crowds?”Yogendra said “cautious goodbyes” to his family in Doti and travelled to Kathmandu, not sure if he could finally leave. Distressed and demoralised, he has had to spend more money extending his stay to finish his paperwork.Netra from Jhapa is also going to Saudi Arabia, and got to Teku Hospital only at 6AM by which time there was already a long line, and he had to go back.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d086e9c7e80680e0a6018jpeg.jpg" alt="" width="2274" height="1456">“Tonight, I will come at 9PM so I am one of the first ones in line,” he told me. “Even 2AM might be too late.”  For Yogendra, Netra and many other workers getting ready to leave, it is difficult to get around in unfamiliar Kathmandu and work the system to get all the required travel documents. “My legs are sore from all the walking and standing,” says Netra.Akram (pictured above) from Sunsari did not want to take any chances, so instead of lining up at 2AM for his vaccine certificate, he was already at Teku at 4PM on Saturday to be in front of the line for Sunday morning.After getting his jab last week, he came to Teku twice, but missed his chance to get his certificate both the times because he came only at 6AM. This time, he was waiting 28 hours before the counter opened.Akram is headed to Qatar to work as an office cleaner and will be earning $360 a month. This is his first time in Kathmandu, and he slept on and off all night while squatting under a tin roof to keep dry in the rain.The security guards at Teku took to Akram for his determination and grit, and they had given him a nickname: ‘Number One’. By 10PM on Saturday, Akram had been joined by others who also wanted to be ahead on the line.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08729c7e80680e0a6019jpeg.jpg" alt="" width="640" height="1138"><figcaption> </figcaption></figure>Among them was Gopal Thapa Magar from Ramechhap bound for Saudi Arabia, and a returnee migrant Dinesh DC from Dang. The three bonded while waiting, and took turns to have tea in a nearby shop as they waited for dawn to break.From Sunday, to prevent overcrowding in Teku, the government will provide vaccination certificates from four hospitals in Kathmandu.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08759c7e80680e0a601ajpeg.jpg" alt="" width="2560" height="1440"><figcaption> </figcaption></figure>https://www.youtube.com/watch?v=DY3kgCwJsbAhttps://www.youtube.com/watch?v=9vCPzd3dToYFor Nepali migrant workers, the vaccine certificate is just the latest in a long checklist of permits, certificates and authorisations to complete.But such is the desperation because of the lack of job opportunities at home during the pandemic that despite the harrowing obstacles, workers like Yogendra, Netra and Akram cannot wait to leave.For the first time in two decades, the number of annual labour approvals fell below 100,000 to just over 72,000 in 2020-21. This drop reflects the shrinking opportunities for Nepali job seekers who have relied on migration to break out of intergenerational poverty.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08789c7e80680e0a601bjpeg.jpg" alt="" width="640" height="360"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d087a9c7e80680e0a601cjpeg.jpg" alt="" width="1280" height="720"><figcaption> </figcaption></figure>The reasons for the historic low numbers are fallout from the pandemic and continued hiring freezes and travel bans to some countries. Saudi Arabia, Qatar and the UAE accounted for 80% of labour approvals in 2020-21, while few workers went to Malaysia and Kuwait which had consistently been among top destination countries for Nepali overseas workers.<a href="https://www.nepalitimes.com/here-now/nepali-migrants-again-caught-up-in-2nd-wave/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepali-migrants-again-caught-up-in-2nd-wave/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNF56UDVbYsJHL5vZIneYD4mpabP1A">Malaysia halted recruitment</a> of all foreign workers indefinitely since early last year, while Kuwait red-listed Nepal for public health reasons since the early days of the pandemic until recently.The drop in annual outflow of workers paints an incomplete picture: <a style="letter-spacing: 0.01em;" href="https://ccmc.gov.np/ccmc2/ccmc_update/No.of%20Nepali%20Repatriated%202078.04.05.pdf" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://ccmc.gov.np/ccmc2/ccmc_update/No.of%2520Nepali%2520Repatriated%25202078.04.05.pdf&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNGiT7tSqd2KtrfmwoAnp9yld4JSeQ">nearly 500,000 Nepali workers</a> were repatriated from all over the world with majority from Qatar, Saudi Arabia and Malaysia in the past year. And a significant number of Nepalis abroad chose to stay on their jobs.However, there are no reliable estimates of the total number of Nepalis working overseas. According to Malaysian government data obtained by Nepali Times, the total number of Nepalis there dropped from 300,000 at end-2019 to just over 160,000 in 2021. Recovery of emigration will require Nepal to be more strategic about exploiting these constricted opportunities.For example, despite many job opportunities in Saudi Arabia, recruitment has been affected over the past year because of delays or temporary obstructions in ‘demand attestation’, a mandatory requirement in the recruitment process. Similarly, embassies accredited to countries like Turkey, Poland and Croatia have also not been proactive about demand attestation.For European countries where there are delays with <a href="https://www.nepalitimes.com/here-now/nepal-to-turkey-and-onwards/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepal-to-turkey-and-onwards/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNF8qBGo8r8npXkN1E852zFgCgFETw">job demand letter approvals</a> by Nepali embassies, the share of workers <a href="https://www.nepalitimes.com/opinion/europe-now-favoured-destination-for-nepalis/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/europe-now-favoured-destination-for-nepalis/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNFRq74NGxlvsT6FDDZMJqAAORK_lQ">obtaining individual labour approvals</a> instead of institutional approvals is high even when the recruitment is facilitated by recruiters.This means recruiting agencies cannot be held liable in case of problems with the worker’s contract or safety. Misuse of approvals can be costly because recruitment costs are high for these countries, aspirants are easier to lure and European countries are fertile for trafficking.With Covid-19, maintaining a balance between facilitating recruiters to play a critical intermediation role with regulatory actions to curb malpractice and exploitation of desperate job seekers has become even more challenging.Recruiters complain that the government has not acknowledged their contributions or the impact of Covid-19 on their businesses. Last fiscal year, almost a third of the 853 recruiters in Nepal were unable to obtain labour approvals for a single worker, while about a fifth deployed less than 10 workers over the entire year (See figure).<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08839c7e80680e0a601fjpeg.jpg" alt="" width="640" height="360"><figcaption> </figcaption></figure>While regulation is necessary, it can sometimes unreasonably inconvenience the employer, recruiter or migrant worker without addressing, or correcting the problems. In many cases, regulations create loopholes to worsen the safety and welfare of migrants.For example, attestation of employment demand letters is a welcome move to curb fraudulent job orders which now needs to also scrutinise employers’ commitment to Covid-19 health protocols.But its effectiveness rests on proactive embassies to carry out the attestation services of rewarding job orders expeditiously and fairly. Otherwise it prevents gainful employment, or worse, compels migrants to bypass the legal system.Recruiters have not been able to smoothly deploy workers to Qatar. The Qatar Visa Center (QVC) was set up as a ‘one stop’ window to facilitate medical tests and biometrics, but is accused of lack of transparency. In the past, a handful of medical centres approved by the government could be used for the pre-departure medical tests.Now, QVC alone cannot keep up with applicants and the backlog from the lockdown months, impacting over 7,000 Qatar-bound Nepalis, says Sujit Shrestha of NAFEA (National Association of Foreign Employment Agencies).The QVC management has been accused of providing appointments selectively to well-connected manpower companies. “If we take an appointment in July, we get dates for September and October,” says Shrestha. “How can we work like that when Qatari employers are in a hurry to recruit workers to complete their projects delayed during the pandemic?”Nepali and Qatari authorities need to investigate these allegations against QVC and ensure it operates as intended.The latest is the challenge of vaccination. Inconsistent vaccines requirement, authenticity of vaccine certification and wide availability of vaccines have been problems. The J&amp;J Janssen jabs are ideal for migrant workers because a single dose saves outbound migrants time, and it is recognised by destination countries -- <a href="https://www.nepalitimes.com/here-now/job-seekers-now-also-jab-seekers/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/job-seekers-now-also-jab-seekers/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNHMjTdkQhFk_HHOeWL4vO2vYmkQiQ">unlike the Chinese jabs</a> that are not accepted in countries like Saudi Arabia.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08869c7e80680e0a6020jpeg.jpg" alt="" width="1280" height="720"><figcaption> </figcaption></figure>Furthermore, the J&amp;J jabs exempt migrants from expensive institutional quarantine in destination countries. But it has come at a cost as reflected in Akram’s experience. Shrestha of NAFEA says that it would have been much easier if, like other countries, vaccine certificates had a unique QR code for authentication.Major destination countries have launched their own mobile apps that will be used mandatorily including to enter public spaces and workplaces. There is uncertainty about the acceptability of paper-based vaccine documents that are being given out in Nepal.“This has to be a continuous effort, not a one-off initiative, with dedicated vaccination camps for migrant workers that will also involve DOFE officials so workers with jabs get certification as well. Everyday hundreds of migrants will require jabs, and there is no clear policy for them,” Shrestha says.The uncertainty and lack of coordination in the vaccination drive has financial and time costs, but there is also the invisible mental toll it takes on workers wanting a better shot at life. Across the world and in Nepal, poets and singers have waxed eloquent about the blinking light of the nocturnal insects.But for <a href="https://www.nepalitimes.com/banner/the-fading-light-of-nepals-fireflies/" target="_blank" rel="noopener noreferrer">a creature so admired</a>, there has not been much of an effort to study and protect them. As elsewhere in the world, firefly numbers have declined sharply, even prompting the International Union for the Conservation of Nature (IUCN) to set up a Firefly Specialist Group in 2018.“We grew up playing with fireflies, chasing them around Tundikhel, but those days are long gone,” laments Tirtha Bahadur Shrestha, a noted Nepali naturalist. “Fireflies need a pristine environment, and their very presence signifies undisturbed nature.”Fireflies belong to a family of beetles called Lampyridae and evolved alongside dinosaurs 100 million years ago. But habitat destruction, <a href="https://archive.nepalitimes.com/article/nation/pesticide-laced-vegetables-continue-to-poison,1555" target="_blank" rel="noopener noreferrer">rampant pesticide use</a>, light pollution and climate change now threaten to put the lights out on all 2,200 species of fireflies so far identified.Read also: <a href="https://www.nepalitimes.com/banner/between-existence-and-extinction-in-nepal/" target="_blank" rel="noopener noreferrer">Between existence and extinction in Nepal</a>, Sonia AwaleThe decline of fireflies indicates a degradation of the ecosystem, <a href="http://archive.nepalitimes.com/news.php?id=18976" target="_blank" rel="noopener noreferrer">especially of wetlands</a>. Yet, there has been no systematic study of the status, scope and habitat of these glow worms  in Nepal.“The number and diversity of firefly species are unknown in Nepal and researchers have not given priority to these insects,” says Hum Gurung of Singapore-based Birdlife International Asia, who is promoting firefly tourism in Malaysia, and developing a participatory citizen scientist group to study fireflies in Nepal.Gurung says firefly conservation must begin with first researching them and planning a sustainable eco-tourism model based on firefly viewing, just like the cherry blossom season in Japan or fall colours in New England.“Their commercial value will add to the efforts to protect them,” he adds.But in Nepal, these lightning bugs that were once ubiquitous in gardens, jungles, riverbanks, and even streets and playgrounds in the towns have all but disappeared. Where did they all go?In Pokhara, butterfly researcher Surendra Pariyar says: “I have nostalgic memories of fireflies from my childhood, but as the city’s concrete jungle spreads I hardly see even one firefly these days.”Read also: <a href="https://archive.nepalitimes.com/page/what-is-the-buzz" target="_blank" rel="noopener noreferrer">What's the buzz?</a>, Sonia AwaleElsewhere in Japan, Southeast Asia and South America, the charismatic beetles with their bioluminescent courtship displays have turned into a major attraction for nature and wildlife tourists.Extra income from the firefly boat tours was crucial in curbing overfishing in Malaysia’s Kuala Selangor. Fireflies can promote unique, insect-based <a href="https://www.nepalitimes.com/banner/nepals-other-attraction-the-night-sky/" target="_blank" rel="noopener noreferrer">night tourism</a> with indigenous communities in Bardia and Chitwan in Nepal.Says butterfly expert Bhaiya Khanal, previously with the Natural History Museum: “Firefly tourism opens up a lot of opportunities including the possibility of finding more species. This, in turn, will promote their conservation.”Artificial light however is the biggest threat to fireflies as it reduces the beetle’s breeding success. Bright lights from buildings, vehicles, flashlights, and even cell phones can disrupt firefly mating.Nurturing and protecting the habitat is equally important, especially as the bugs spend most of their life cycle in a larval stage and require several months or even up to three years, to develop into adults.“We need to understand their lifecycle and its role in the ecosystem, what it feeds on and what preys upon them and our conservation and ecotourism efforts should take all of these into account,” adds Tirtha Bahadur Shrestha.Fireflies can be a ‘gateway bug’ to get tourists and locals interested in conserving many other insects, often ignored in favour of tigers, rhinos and wild elephants. Nepal is a model for wildlife conservation but its efforts in protecting smaller organisms are nearly non-existent.But first, proper conservation mechanisms must be put in place so that spreading firefly tourism does not end up destroying the very insect it is trying to save.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://conbio.onlinelibrary.wiley.com/doi/full/10.1111/csp2.391?utm_source=mp-fotoscapes" target="_blank" rel="noopener noreferrer">A new study</a> published in the journal Conservation Science and Practice provides the first comprehensive review of the geographic scope, magnitude, focal species, and other attributes of the major firefly tourism sites worldwide.The rapid proliferation of firefly tourism could mean new threats such as inadvertent trampling of female adults and degradation of larval habitats during tours.“Ultimately we have to change our destructive development methods and work on urban planning that takes into account the health of an ecosystem,” adds Hum Gurung, also co-author of the paper.Bhaiya Khanal agrees that conservation and development should go hand-in-hand. He says, “New infrastructure projects must not ignore these creatures, we must proactively protect them before they are forever gone.”<h2>What makes them glow?</h2><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111156/636cd96e9c7e80680e092e9djpeg.jpg" alt="" width="1280" height="850"><figcaption> </figcaption></figure>Fireflies have a romantic morse code for every occasion, whether it is to find a mate, or to scare off predators. It could be a steady glow or a flashing light, differing in duration, timing, colour, and repetition.All 2,200 identified species have their own blinking codes, glowing to varying degrees during the larva stage but most lose their light-emitting capacity by adulthood. Fireflies are also active during the day when they use chemical signals or pheromones to attract partners.Fireflies also emit a lightning signal when threatened by predators, or to protect territory. The light comes from a chemical reaction called bioluminescence, and the glow is not hot, but cold to touch.The lower abdomen of a firefly consists of calcium, magnesium, and a naturally occurring chemical called luciferin. But it is a superoxide ion, an extra electron, that is responsible for pale yellow, green, sometimes orange or blue flickers during hot summer nights.The reaction can be harmful to living tissue, but it does not affect the insect because the reaction is contained and happens quickly. Fireflies usually are not found above 1,200m altitude, so Kathmandu would be at the upper limit of their habitat.

But we also want to make sure the fireflies are still around for future generations to enjoy.”Lead author Sara M Lewis (co-chair of the IUCN SSC Firefly Specialist Group formed in 2018) of the Tufts University has spent three decades studying fireflies and highlights the need to recognise ecological requirements across all firefly life stages.The report further recommends minimising light pollution (bright lights from buildings, vehicles, flashlights, and even cell phones can disrupt firefly courtship rituals) to promote breeding success of firefly adults and protecting nearby habitat as the bugs spend most of their life cycle in a larval stage and require several months or even years to develop into adult form.In some sites, firefly populations have been threatened by tourists inadvertently trampling females and degrading larval habitats during their visits. A well-managed tour with trained guides is a prerequisite for sustainable firefly tourism. So is local communities educated about and motivated to protect firefly populations.Says co-author Wan F A Jusoh: “Local communities are the guardians of fireflies, and their stories and local knowledge carry the power to help protect them.”
