Nepal is now generating 500MW more than domestic demand, and this surplus is expected to grow during the monsoon.However, due to an <a href="https://www.nepalitimes.com/banner/nepals-precious-electricity-going-waste/" target="_blank" rel="noopener noreferrer">imbalance in distribution</a> the country has to import power from India for certain areas of the country, while it sells electricity to India from other parts.“We must increase the consumption of domestically produced electricity at home to reduce spillover and wastage. That is why we are taking steps to make sure Nepalis have better access to reliable and quality power,” says Nepal Electricity Authority (NEA) chief Kulman Ghising.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111410114/637205229c7e80680e0b289djpeg.jpg" alt="" width="1500" height="1061"><figcaption></figcaption></figure>With the increase in popularity of <a href="https://www.nepalitimes.com/banner/fully-charged-and-ready-to-go/" target="_blank" rel="noopener noreferrer">electric vehicles</a> NEA is encouraging private companies to set up charging stations in parking lots and open spaces with the new electric meter offer. Local governments will work with the NEA to facilitate the necessary paperwork.Despite a pledge to be fully electric in its transportation sector by 2031, Nepal had yet to take a significant step or invest accordingly, even though last year it <a href="https://www.nepalitimes.com/latest/nepal-reduces-tax-on-electric-cars/" target="_blank" rel="noopener noreferrer">re-introduced a tax rebate</a> for battery-powered vehicles.After complaints that house-owners were overcharging tenants for power consumption, NEA has warned landlords that their mains will be cut if they do so. Further, it is now allowing tenants to set up their own electric meters. Those living in apartment blocks, multi-storey residential buildings and housing colonies will also be allowed to have their own meters.“Occupants of apartments can get electricity directly from the NEA with a separate meter, that way the tariff will be cheaper and the consumption will also increase,” explains Ghising, adding that factories within the same industrial complex will also be allowed separate meters.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111410114/637205269c7e80680e0b289ejpeg.jpg" alt="" width="3242" height="1773"><figcaption></figcaption></figure>The new regulation has also streamlined the mechanism for consumers to settle their electricity bills. They can pay in installments, through mobile apps and even customers who have been blacklisted because of their dues can arrange to pay it back in up to 12 instalments.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/nepal-electricity-demand-soars/" target="_blank" rel="noopener noreferrer">The NEA</a> is also providing power feeds to refrigerated storage for dairy products, cooperatives-run cold storages and drinking water and irrigation projects operated by the government or communities.The new regulation has also increased the load limit for companies from 50kV to 100kV for which the NEA will supply power via its transformers. If the companies pass the mark, they need to buy the transformer themselves.

Nepal backs EVs to boost hydro-electricity uptake

<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161124/636d183d9c7e80680e0ac7b4png.png" alt="" width="656" height="380"/>A combination of tax rebates, the Dasain-Tihar season, and a public fed up with being cooped for nearly two years due to Covid restrictions is driving a spurt in sales of private electric vehicles in Nepal.Electric car importers are scrambling to meet the<a href="https://www.nepalitimes.com/latest/e-vehicles-prepare-for-post-lockdown-boom/" target="_blank" rel="noopener noreferrer"> surge in post-pandemic and pre-festival demand</a>, but are being held back by global supply chain disruptions due to shortages of microchips, lithium batteries, and maritime cargo capacity.The KP Oli government in May <a href="https://www.nepalitimes.com/latest/new-nepal-budget-sparks-electric-comeback/" target="_blank" rel="noopener noreferrer">scrapped taxes imposed last year</a> by his own <a href="https://www.nepalitimes.com/latest/nepal-takes-3-steps-back-on-e-cars/" target="_blank" rel="noopener noreferrer">previous finance minister Yubaraj Khatiwada</a>. The coalition government of Prime Minister Sher Bahadur Deuba has retained the tax breaks.Under the new tax forumla, the excise duty on battery powered cars was withdrawn, and the customs duty was restored to the 10% that had been in place for the past five years. The <a href="https://www.nepalitimes.com/here-now/plug-ins/" target="_blank" rel="noopener noreferrer">tax cuts in 2016</a> had made electric cars more affordable, and led to a spike in demand. Electric car imports fell to nearly zero after the taxes were reimposed by Khatiwada in May 2020.The Dasain-Tihar festive season is when Nepalis usually splurge on consumer items, and there is usually a rise in purchases of vehicles as well. This year, the tax rebate has made electric compacts, SUVs, and two-wheelers more competitive compared to fossil fuel vehicles.Improvement in technology has increased the range and performance of eVs, and the fall in price for batteries has made them more affordable. Till five years ago, battery-powered cars in Nepal had less than 100km range. While some of the fancier SUVs are attractive to look at and have a rocket-like takeoff, it may be more important in Nepal to see that the cars have more than 180mm ground clearance – otherwise you will be scraping your expensive bottom on road craters.Much more critical than a formidable acceleration of 0-60km in 4.6 seconds is also charging time and battery life. Most lithium-ion batteries have an 8-year warranty these days, and need 1 hour to recharge 80% with DC fast charge. Charging at home with a 15amp wall plug should not take more than 8 hours.Despite everything, the electric car’s main attraction with the tax rebate is the<a href="https://www.nepalitimes.com/banner/from-a-fossil-past-to-an-electric-future/" target="_blank" rel="noopener noreferrer"> money you save on fuel</a>. An average diesel SUV needs Rs5,500 to fill its 40l fuel tank, but an electric version of the same vehicle will cost less than Rs500 for a complete charge for a 350km range. Multiply this by the volume of diesel you burn in an average month, and the savings add up.The electric vehicles in the market now come with battery packs ranging from 20kWh to 64kWh, giving them ranges of 120km to nearly 500km – depending, of course, on AC use.https://www.youtube.com/watch?v=-pr72QL_ScENepalis did not take on to electric cars till now because higher taxes made them more expensive than a diesel vehicle with similar specs, but now there is no excuse. The upfront cost of electric and diesel vehicles are about the same, and energy savings make eVs more competitive.The other reason eVs had become popular was that owners paid zero in road tax, saving up to Rs35,000 a year. However, this year’s budget has retained the road tax announced by Khatiwada last year: Rs15,000 per year for battery cars in the 50-125kW range, Rs20,000 for e-vehicles of 126-225kW, and Rs30,000 for cars in the 226-and above range. Fair enough, private vehicles are a luxury in this country.However, after taking one step forward on electric cars in this year’s budget, Finance Minister Janardan Sharma has taken two steps back. Despite the pledge to switch to renewable energy for transport, last month he slashed taxes on the import of 10 or more diesel buses by new luxury hotels to 1%. That move appears to be designed specifically to suit certain business interests. Then it cut by half the duty on petrol motorcycle assembly in Nepal, completely contradicting its policy on pushing electric transport.Nepal has announced it will stop selling fossil fuel cars by 2031. Fully charged, and ready to go

In 1995, the government replaced polluting diesel three-wheelers with electric ones, and 700 of the <a href="https://www.nepalitimes.com/opinion/12-full-opinion/how-to-get-things-done-in-nepal/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/12-full-opinion/how-to-get-things-done-in-nepal/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNHCvZcncwin-QX5AckUaljaRos77g">Safa Tempo</a> are still running on 28 routes, serving Kathmandu’s public transport needs. However, despite these milestones in electric transportation, Nepal has not taken the leaps it could have in powering mass transit with the country’s plentiful renewable energy potential.“We missed the bus on electric buses,” says environmental expert <a href="https://www.nepalitimes.com/here-now/cleaner-air-with-greener-buses/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/cleaner-air-with-greener-buses/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNEl_IlhZ7KVICnzsc-SRPKQHCTwSQ">Bhusan Tuladhar</a>. “We could have taken e-vehicles to the next level much earlier.”Indeed, the Safa Tempo now faces competition from diesel buses on trunk routes, and government policy on replacing larger diesel buses with electric ones has been erratic. Daily commuter volume in Kathmandu today now needs larger mass transit modes, but Safas are ideally suited for narrower streets of the inner city.“After the diesel three-wheelers were replaced by Safa Tempo, the government adopted a contradictory policy of promoting micro-buses,” explains Dharma Kumar Shrestha of NEVI (Nepal Electric Vehicle Industry).  <figure><img width="1435" height="1845" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfd1b9c7e80680e0a0bc7jpeg.jpg" alt=""><figcaption> </figcaption></figure>Sadly, in the early 2000s, the <a href="https://www.nepalitimes.com/banner/kathmandu-bhaktapur-trolley-bus/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/kathmandu-bhaktapur-trolley-bus/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNEJ0EZMCfEEa7kLPULhzZRB_DGcng">trolley bus system</a> and another cargo ropeway to Hetauda were closed due to losses and mismanagement. Although private electric cable cars are coming into operation nationwide for tourism, there is still no strategic solution in sight for electrified public transportation, particularly electric buses.<a href="https://www.nepalitimes.com/banner/nepals-electric-transport-future-is-here/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/nepals-electric-transport-future-is-here/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNEluSwdpWldVQB8IdEn83UBiR6-RQ">Electric vehicles</a> still have problems with carbon emission during production and battery disposal, but they will help improve the air quality and reduce Nepal’s petroleum imports which have more than doubled in the past 10 years. Some <a href="http://www.mofe.gov.np/downloadfile/E-mobility%20Assmnt%20NDC%202020_1623998131.pdf" data-saferedirecturl="https://www.google.com/url?q=http://www.mofe.gov.np/downloadfile/E-mobility%2520Assmnt%2520NDC%25202020_1623998131.pdf&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNE2VntIF8kJ7PIXXcPqAHkOF4QTHQ">12%</a> percent of the greenhouse gas emissions from the energy sector in Nepal comes from transportation, with heavy vehicles like fuel-run trucks and buses being the main polluters. There are now about 6,000 battery two-wheelers, over 27 thousand electric three-wheelers, and 1,000 electric vehicles in Nepal, but this is still only 1% of the total, according to a <a href="http://www.mofe.gov.np/downloadfile/E-mobility%20Assmnt%20NDC%202020_1623998131.pdf" data-saferedirecturl="https://www.google.com/url?q=http://www.mofe.gov.np/downloadfile/E-mobility%2520Assmnt%2520NDC%25202020_1623998131.pdf&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNE2VntIF8kJ7PIXXcPqAHkOF4QTHQ">Ministry of Forests and Environment report.</a> <figure><img width="1000" height="589" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfd1e9c7e80680e0a0bc8jpeg.jpg" alt=""><figcaption> </figcaption></figure>“Since transportation contributes a significant amount of Nepal’s total greenhouse emissions, a shift to electric is essential to achieve the country’s goal of being carbon-neutral by 2050,” says Radha Wagle, Chief of the Climate Change Management Division under the Ministry of Forests and Environment. Electric Vehicles are initially more expensive, but in the long run not are not just less-polluting, but will also help improve Nepal’s balance of trade deficit with India. While production and battery cost of electric bus makes them more expensive than a new diesel bus of the same capacity, running costs, maintenance and repairs means that for every kilometer travelled, an electric bus will be <a href="https://www.nepjol.info/index.php/jiee/article/view/34321" data-saferedirecturl="https://www.google.com/url?q=https://www.nepjol.info/index.php/jiee/article/view/34321&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNHvg12N6jF8_nWl4dVJoCTHjzyUSQ">Rs14 cheaper to run.  </a> “The operational cost of a diesel bus is high,” says Tuladhar, who is also a board member of Sajha Yatayat, where 40% of the running cost is diesel. “If we switch to an all-electric fleet, we will have significantly lower costs that will let us provide better service. But because of the higher initial investment necessary, a government subsidy is necessary for the purchase of electric vehicles.” In this year’s budget, the <a href="https://www.nepalitimes.com/latest/new-nepal-budget-sparks-electric-comeback/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/new-nepal-budget-sparks-electric-comeback/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNGOdQbO8PkEMjBfZpNw847NLJ3Q-w">government reinstated tax rebates</a> on electric vehicles which now makes their cost comparable to 4- and 2-wheelers of the same capacity. However, the capital cost of electric buses is still more than double the cost of diesel-run buses, which is why further subsidies are needed. The government can easily recoup the lost tax revenue from reduced petroleum import bills, experts say.  NEVI’s Shrestha agrees that government subsidies would inventivise buyers for electric vehicles, and also setting up charging stations across the country.  Among all registered vehicles in Nepal, nearly 80% are privately owned two-wheelers, but they contribute only 8% to total emissions from transportation. Trucks and public buses emit 57% of CO2.  The demand for electric vehicles is highly sensitive to government policies. With the taxes imposed in 2020, the import of electric vehicles in the first 5 months of the fiscal year at the start of 2021, <a href="https://www.nepalitimes.com/latest/how-much-will-electric-cars-cost-now/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/how-much-will-electric-cars-cost-now/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNFvouUWmKFkrMCzKw9Z2vqYQ76y_g">declined by 88% compared to the previous year</a>. However, sales are expected to pick up again after the tax reversal. Electric rickshaws are gaining popularity in the Tarai, with over 26,000 registered  –- making up 0.82% of all vehicles in the country. <figure><img width="1588" height="946" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfd219c7e80680e0a0bc9jpeg.jpg" alt=""><figcaption> </figcaption></figure>“A transition towards e-transport will reduce our trade deficit massively and further ensure green economic growth,” says Rajan Thapa, a climate change expert. Over the past decades, successive governments have taken pro-electric policies. The National Transport Policy in 2001 was developed to make the transportation sector environmentally friendly, and the Environmentally Friendly Vehicle and Transport Policy of 2014 calls for diversifying vehicles to run on electricity, hybrid, and gas. The government also is going to open 50 charging stations across the country and announced that it is buying 300 electric buses. The second Nationally Determined Contribution (NDC) that Nepal submitted to the UN last year pledges a 200km electric railway network, increasing the total sale of private e-vehicles to cover 90% and public transport (besides three-wheelers) to 60% of imports by 2030. This is expected to reduce carbon emission by 28% and <a href="https://www.nepalitimes.com/here-now/green-sticker-green-light-to-pollute/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/green-sticker-green-light-to-pollute/&amp;source=gmail&amp;ust=1628960160899000&amp;usg=AFQjCNE3Q7u9yrExf3zy5U0L51alzQDptQ">lower pollution levels in cities</a>. “The government of Nepal is being more ambitious and committed to ensuring net-zero emissions ahead of 2050, " says Prem Kandel, secretary of the Ministry of Forests and Environment (MoFE). “We have made a long-term strategy that will provide us with evidence and policy choices to look at potential ways of reducing carbon emission. E-mobility is one of the means of achieving our ambitious target.”Diya Rijal is a communication consultant for the UK government-funded Policy and Institutions Facility.

The road to electric transportation in Nepal

https://youtu.be/0E0s-5VtGU4Rekha Thapa of Dailekh, in far western Nepal had a job in Kathmandu after graduation, but she was not able to join. Not because it would mean distance from her family, but because of respiratory problems caused by <a href="https://www.nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking/" target="_blank" rel="noopener noreferrer">severe air pollution in the capital</a>.“I have asthma,” says Thapa. “Dailekh may not have modern health facilities, but at least the air there is fresh.”Ram Bahadur Shahi, 65, is also an <a href="https://www.nepalitimes.com/here-now/the-thickness-we-breathe/" target="_blank" rel="noopener noreferrer">asthma patient</a>, and can breathe without problems in his home village in Kavre. But as soon as he comes to Kathmandu, the dust and the smog make him wheeze and he has difficulty breathing.We cannot measure the impact of air pollution directly, as we can with blood pressure or glucose level. Nonetheless, it kills as many people as does chronic diseases, if not more. One study showed that in 2019 alone, 42,100 Nepalis died directly due to dirty air, and the average lifespan of a resident of Kathmandu is cut by nearly 4 years.“Air pollution affects all parts of the human body and even unborn babies. It is carcinogenic and about 43% of asthma deaths are cases that are aggravated by dirty air,” says cardiologist, Bhagwan Koirala.But for something as lethal as that, what is surprising is the lack of public outrage. Clean air activist Bhusan Tuladhar attributes it to the lack of a direct causal link. “When a patient dies of respiratory problems, the hospital’s death certificate does not mention ‘air pollution’ as the cause of death,” Tuladhar said in a Saglo Samaj interview (see below).Air quality in Kathmandu <a href="https://www.nepalitimes.com/latest/kathmandu-air-pollution-hits-record-high/" target="_blank" rel="noopener noreferrer">is now so bad</a> that there are now ‘pollution refugees’ who have decided to emigrate to other parts of the country, if not abroad, for health reasons. “Parents visiting their children in Australia need no medication there but as soon as they return to Kathmandu, they have to be admitted to hospitals,” says pulmonary specialist, Raju Pangeni.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111128/636cd2fb9c7e80680e08f942jpeg.jpg" alt="" width="1500" height="1000"/><figcaption>Kathmandu's air pollution is hazardous to health. Photos: SAGLO SAMAJ</figcaption></figure>Two weeks ago, the Air quality index (AQI) in the capital hit record high levels. A <a href="https://www.nepalitimes.com/banner/dirty-politics-dirty-air/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/dirty-politics-dirty-air/&amp;source=gmail&amp;ust=1611115453107000&amp;usg=AFQjCNE0zPVkVGIT59IE5o9KvcX7d0roKg">Nepali Times monitoring team</a> on 6 January morning, recorded AQI at 450 at Bagmati Bridge and above 300 in most parts of the city. And that was on a good day.Diesel vehicles are among the worst polluters in Kathmandu, and the number of buses and trucks are increasing exponentially. Ten years ago, Nepal’s annual diesel import from India was only about 500,000 kilolitres. Today, it is nearly 1,500,000 kilolitres. The number of vehicles in Kathmandu Valley is increasing every year by at least 22%.Green stickers can be bought under the counter, and there are no emission checks on the streets. There is a lack of political will to relocate brick kilns, among the major sources of suspended particulate matter. Municipalities have done little to nothing to control open garbage burning.Correct government policy interventions were allowed to lapse. <a href="https://www.nepalitimes.com/banner/a-walk-back-in-time-chandragiri-hatiban/" target="_blank" rel="noopener noreferrer">Cargo ropeways</a> to Hetauda used to transport up to 25 tons of cargo a day. The Kathmandu-Bhaktapur trolley bus system was <a href="https://www.nepalitimes.com/banner/kathmandu-bhaktapur-trolley-bus/" target="_blank" rel="noopener noreferrer">allowed to rot away</a> after serving commuters for over 30 years.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111128/636cd2fe9c7e80680e08f943jpeg.jpg" alt="" width="1500" height="844"><figcaption>The once iconic trolley bus in ruins.</figcaption></figure>But there were examples of citizen action that forced politicians to reduce air pollution. Battery-operated Safa three-wheelers replaced diesel Vikram tempos, and <a href="https://www.google.com/url?client=internal-element-cse&amp;cx=bead8272edd0f2143&amp;q=https://archive.nepalitimes.com/article/nation/brick-factories-still-using-old-polluting-technology,2078&amp;sa=U&amp;ved=2ahUKEwj4rrKGl6fuAhVPzDgGHTAVDMoQFjAAegQIBBAC&amp;usg=AOvVaw3dMIeAXsjN47r_-9W_Tx01" target="_blank" rel="noopener noreferrer">brick kilns</a> were regulated. But there has been no follow-up to encourage electric public transport, and the kilns are back. And after announcing two years ago that 20% of vehicles in Nepal would be battery-powered by 2020, Prime Minister Oli’s government <a href="https://www.nepalitimes.com/here-now/an-electric-shock-to-nepals-energy-future/" target="_blank" rel="noopener noreferrer">re-imposed taxes on electric cars</a> last year.The biggest impediment to clean air is the lack of political will. After all, if Kathmandu could so effectively curb drinking and driving with breathalyser tests, why is it so difficult to conduct effective emission checks? There is now Rs7 billion accumulated from pollution tax, that could be invested in clean public transport and charging infrastructure.“Air pollution is not just an environmental problem” In an interview on the Saglo Samaj tv magazine program, urban planner and clean air activist, Bhushan Tuladhar explains the challenges of achieving better air quality. Excerpt:Saglo Samaj: Which parts of Kathmandu Valley are at more risk of air pollution?Bhushan Tuladhar: Everyone who breathes in Kathmandu is at risk. Some places are more polluted than others, but even the least polluted areas have pollution levels much higher than that recommended by the World Health Organisation (WHO). And most of these are from motorcycles, which make up 80% of vehicles in Kathmandu.  They emit invisible poisonous gases. What are the main sources of air pollution in Kathmandu?The main source of pollution is transport, followed by brick kilns, garbage burning and firewood for cooking. But during winter, an inversion layer traps smoke and dust in this bowl-shaped Valley with no outlet. And we keep adding to it until it suffocates us, which is what happened two weeks ago.What is the solution?Use of firewood for cooking is decreasing and brick kilns have also adopted cleaner technology. But people still burn their garbage in many places, including Kathmandu. So, local representatives can be mobilised to discourage garbage burning. We need an efficient and reliable mass transit system. The per capita emission of public transport is much lower. Only 27% of the rides in Kathmandu are on buses, we need to double it. Breathing is hazardous to health

<img width="1944" height="1124" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171144/636bd99e9c7e80680e080222jpeg.jpg" alt=""/>The same Cabinet meeting on 1 October that decided to nominate Yubaraj Khatiwada as Nepal’s new ambassador to the United States also partially reversed a hefty tax increase on electric cars that he announced as finance minister in May.  But the irony was lost on top government officials.The initial public joy was replaced with dismay as the reality sunk in – the tax reversal was not going to bring down the price of electric vehicles by much, and the higher capacity battery-powered cars would remain almost as expensive.“It looks like the prime minister’s office was under public opinion pressure ever since the budget announcement that raised the tax on electric vehicles, so they had to show that they were doing something,” said one electric vehicle importer. “But this is a cosmetic decrease.”Indeed, <a href="https://www.nepalitimes.com/latest/nepal-takes-3-steps-back-on-e-cars/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-takes-3-steps-back-on-e-cars/&amp;source=gmail&amp;ust=1602147571487000&amp;usg=AFQjCNEU9jBT96A5Sg26_0hGC5Gd5nOw6A">Khatiwada’s tax increase</a> made a mockery of Prime Minister Oli’s own declaration in 2018 that Nepal would convert <a href="https://www.nepalitimes.com/banner/20-electric-by-2020/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/20-electric-by-2020/&amp;source=gmail&amp;ust=1602147571487000&amp;usg=AFQjCNGUESOu0HMzPn10KVzplnK8Q-86Sw">20% of its vehicles to electric by 2020</a>. No one believed the government could meet that goal, but at least it showed a commitment to shift to renewable energy in transport.Last month, after he stepped down as finance minister because his term in the Upper House expired, the un-elected Khatiwada served briefly as the prime minister’s economic adviser. Baluwatar insiders say he was firmly against any reversal on his steep tax hike in May.<a href="https://www.nepalitimes.com/latest/nepal-takes-3-steps-back-on-e-cars/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-takes-3-steps-back-on-e-cars/&amp;source=gmail&amp;ust=1602147571487000&amp;usg=AFQjCNEU9jBT96A5Sg26_0hGC5Gd5nOw6A">Khatiwada’s budget increased the price</a> of small and mid-sized electric vehicles by 55-59%, but the revision brings the price down by only 17%.In other words, the price of an electric vehicle like the Mahindra e2O that used to cost Rs2.6 million after <a href="http://archive.nepalitimes.com/blogs/thebrief/2016/05/29/shifting-gears-2/" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/blogs/thebrief/2016/05/29/shifting-gears-2/&amp;source=gmail&amp;ust=1602147571487000&amp;usg=AFQjCNEIMh3JtdYO2BZEvrWD-cdbLut9Fg">taxes were slashed in 2016</a>, went up to Rs3.6 million <a href="https://www.nepalitimes.com/latest/nepal-takes-3-steps-back-on-e-cars/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-takes-3-steps-back-on-e-cars/&amp;source=gmail&amp;ust=1602147571487000&amp;usg=AFQjCNEU9jBT96A5Sg26_0hGC5Gd5nOw6A">after the budget tax increase</a> this year. With last week’s revision, the same model with the same options will now have a price tag of approximately Rs3 million. <img width="1580" height="978" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171144/636bd9a19c7e80680e080223jpeg.jpg" alt="">Electric SUVs like the <a href="https://www.nepalitimes.com/banner/nepals-electric-transport-future-is-here/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/nepals-electric-transport-future-is-here/&amp;source=gmail&amp;ust=1602147571487000&amp;usg=AFQjCNHJaqfLbTKiRiwpbBF3z0OQOUfbPg">Hyundai Kona</a> or the Kia Niro with higher kW that used to cost Rs6.6 million before the budget, shot up to Rs9.5 million, but may now fall to just Rs8.5 million depending on the mark-up. This could be about the same as the petrol or diesel versions of the same SUVs.“The budget decision killed the electric car market, and the tax revision does not do much to restore confidence, and definitely does not promote electric transport,” says Cabinet Shrestha, whose Agni Group represents India’s Mahindra, makers of the e20.Like most other electric car importers, Mahindra also brings in petrol and diesel vehicles that include SUVs, pickups and vans. While the sale of petroleum vehicles is picking up ahead of Dasain, they say their investment in electric car showrooms, <a href="https://www.nepalitimes.com/business/electric-car-service-centre/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/business/electric-car-service-centre/&amp;source=gmail&amp;ust=1602147571487000&amp;usg=AFQjCNFjcIAPJxFs7_XGvBchg7I0QmT7Rw">separate service centres for battery-powered cars</a>, and charging stations across the country will have been in vain.The Nepal Electricity Authority (NEA) was losing Rs2 billion a month in revenue during the lockdown because of the reduction of industrial demand and increase in generation capacity because of a robust monsoon this year. NEA’s chief Kulman Ghising made an impassioned plea before he stepped down last month to increase consumption of electricity with electric appliances and battery-powered cars.The rationale supporting a shift to electric cars is logical: 15% of Nepal’s total imports go to buy petroleum products from India totalling Rs215 billion annually. Even if this could be reduced by 10% it will mean considerable savings for the country. This in turn will lessen air pollution in urban centres, which has reduced the lifespans of Nepalis because of chronic obstructive pulmonary disease (COPD). With the Covid-19 scare, air quality could be a life-or-death issue.However, the government itself relies on its high tax on petroleum products which is the mainstay of its revenue. In addition, lobbing by the fossil fuel lobby at the Finance Ministry appears to be stronger than lobbying by the importers of electric cars. <img width="964" height="478" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171144/636bd9a49c7e80680e080224jpeg.jpg" alt="">Khatiwada himself justified the tax increase in his budget speech saying electric SUVs were for the wealthy, and they should be taxed like any other SUV. Having Prime Minister Oli’s ear meant that Khatiwada could convince him that there should be no rebate on electric vehicles. Under pressure to show his green credentials, Oli last week announced the fig-leaf tax reduction.“We are in no position to promote electric vehicles anymore,” an importer of high-end battery-powered SUVs told Nepali Times on condition of anonymity. “If there is no cost differential with a similar capacity petrol SUV, Nepali customers will not buy electric. There has to be an incentive.”After the budget announcement, there are 450 vehicles still stuck at customs and the International Container Port in Birganj. Importers had been waiting for a government decision to revise the tax, but now have no option but to clear the vehicles.The extra cost will be passed down to customers who had booked the vehicles, and some of them will be paying up to 50% more than they would otherwise have. Some buyers have cancelled their orders.Before the budget in May, <a href="http://archive.nepalitimes.com/blogs/thebrief/2016/05/29/shifting-gears-2/" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/blogs/thebrief/2016/05/29/shifting-gears-2/&amp;source=gmail&amp;ust=1602147571487000&amp;usg=AFQjCNEIMh3JtdYO2BZEvrWD-cdbLut9Fg">electric cars only had to pay 10% excise and 13%VAT,  minimal customs duty</a>, and the Rs30,000 annual road tax was waived. This had led to a dramatic <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/The-electric-age,3419" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/article/Nepali-Times-Buzz/The-electric-age,3419&amp;source=gmail&amp;ust=1602147571487000&amp;usg=AFQjCNGUA9S9oyH6FGAYpAFrgwKLKiKoOw">spurt in electric car sales</a> in Nepal because electric cars were more competitive than fossil-fuel cars which are taxed at 260%. Further improvements in range to 480km, and the reduction of fast charge times of <a href="https://www.nepalitimes.com/here-now/plug-ins/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/plug-ins/&amp;source=gmail&amp;ust=1602147571487000&amp;usg=AFQjCNHRNMyTYSKt8DQ41mX5qXYTA3_h9w">plug-ins</a> to 30 minutes made them <a href="https://www.nepalitimes.com/banner/electri-city-cars/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/electri-city-cars/&amp;source=gmail&amp;ust=1602147571487000&amp;usg=AFQjCNEq6rvom8m5qbzElx9_I4YDth9lEw">popular for cross-country drives</a>. Kia and Hyundai, for instance, could not keep up with a surge of demand from Nepali buyers.However, the budget in May raised the total tax for electric vehicles to between 120-140%, which priced battery cars higher than a petrol or diesel car of the same size. Electric vehicles of peak power 50-100kW had to pay 40% excise, 50% if it was 100-150kW. The excise went up to 60% for battery cars with peak power of 150-200kW. But although last week’s <a href="https://www.nepalitimes.com/latest/nepal-reduces-tax-on-electric-cars/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-reduces-tax-on-electric-cars/&amp;source=gmail&amp;ust=1602147571487000&amp;usg=AFQjCNF5sUvg5Opvhp_U7aQT1W7Nw8xfsA">Cabinet decision reduced the tax</a> on smaller capacity e-vehicles by 80% of the increased amount, and by 75% for cars in the 40% excise bracket, there were only minimal reductions for cars with higher kW.Most electric vehicle importers said they would not be importing any more units after clearing their present stock. Customers will not buy electric cars which cost the same as petrol cars even though they save money on fuel because of the perceived lower resale value.Nepal <a href="https://www.nepalitimes.com/latest/why-nepal-needs-to-restore-ev-tax-subsidy/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/why-nepal-needs-to-restore-ev-tax-subsidy/&amp;source=gmail&amp;ust=1602147571487000&amp;usg=AFQjCNHRrD82yLKrjua8GQKYHNT-mQrW-A">had a chance to be ahead of its neighbours</a>, but will now be going electric only because India and China are shifting to electric vehicles. By 2030, India’s goal is for 30% of vehicles manufactured in the country to be electric. China’s target is to ensure that 25% of all vehicles in the country will be plug-ins by 2025.Says Shrestha of Agni Group: “Electric vehicle sales were picking up, we thought there was a bright future. But Nepal has gone back five years.”

How much will electric cars cost now?

But <a href="http://archive.nepalitimes.com/blogs/kundadixit/2018/01/24/electric-cars-shock-fossil-industry/" target="_blank" rel="noopener">lithium-ion battery prices have come down</a> from $1,160/kWh in 2010 to $171/kWh today, and are expected to be half that in the next five years. This has prompted big auto manufacturers to launch plug-in vehicles. The number of electric cars has doubled in the past two years – there are now <a href="https://www.iea.org/gevo2018/" target="_blank" rel="noopener">five million electric cars in circulation worldwide.</a>Nepal’s dependence on imported petroleum is increasing every year, and with the completion of the <a href="https://www.nepalitimes.com/banner/from-a-fossil-past-to-an-electric-future/" target="_blank" rel="noopener">69km Motihari-Amlekhganj</a> fuel pipeline it is clear the government expects fossil fuel use to grow. However, Nepal <a href="https://www.nepalitimes.com/banner/electri-city-cars/" target="_blank" rel="noopener">slashed taxes on electric vehicles</a> five years ago, and since the duty on imported cars is more than 260%, it has put the cost of electric cars at par with similar petrol or diesel vehicles.The batteries are now not just cheaper but have more energy density, meaning the newest electric SUVs give a range of 400-450km, enough to drive from Kathmandu to Biratnagar and still have lots of juice left.Six new battery-powered car models and eight two-wheeler brands are making their debut at this year’s NADA Auto Show 27 August–1 September. Says NADA President Sambhu Dahal: “<a href="https://archive.nepalitimes.com/article/nation/Be-smart-go-electric,3062" target="_blank" rel="noopener">The future of electric vehicles is very bright in Nepal</a> and the response has been outstanding. With the world going electric, Nepal will soon follow.”Indeed, Kia, Hyundai and Mahindra have seen a surge in customer demand and cannot keep up. Some are taking orders for delivery in December. Says Suhrid Ghimire from Kia Motors in Nepal: “We are being flooded with inquiries for our Niro electric SUV and are rerouting vehicles made for the UK market here to keep up with demand. Because diesel SUVs are taxed so high, electric vehicles are now competitive.”And where customer preference goes, banks follow. Laxmi Bank is unveiling its electric vehicle auto loan scheme at NADA. “Electric vehicles are becoming more appealing to consumers as tax on petroleum products increase. Mahindra’s much smaller and affordable e2o Plus, with a price tag of Rs2.2 million, has dominated the Nepal electric car market for years, selling over 200 units.Even if private car owners switch to <a href="https://www.nepalitimes.com/banner/nepals-electric-transport-future-is-here/" target="_blank" rel="noopener">battery-powered cars</a> it will not make much of a dent on air reducing air pollution and the petrol import bill. “Only switching to <a href="https://www.nepalitimes.com/here-now/cleaner-air-with-greener-buses/" target="_blank" rel="noopener">electric public transport</a> can Nepal  hope to reduce its carbon footprint,” says Bhushan Tuladhar of Sajha Yatayat, which is inducting 30 electric buses this year.The <a href="https://www.nepalitimes.com/here-now/the-cost-of-light/" target="_blank" rel="noopener">Nepal Electricity Authority</a> says it had surplus power this monsoon, and Nepal can stop import of electricity from India by 2021. If that is the case, the spread of electric vehicles will use locally available renewable energy instead of depending on imports. But unlike elsewhere, that awareness has not created the public opinion pressure to <a href="https://www.nepalitimes.com/here-now/open-air/" target="_blank" rel="noopener">force politicians to act</a>.Up to 35,000 Nepalis lose their lives annually due to diseases caused by air pollution. One in every 10 people in Kathmandu suffers from chronic lung diseases like COPD, bronchitis and emphysema. The average life expectancy of Nepalis <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/air-pollution-decreases-life-span,3999" target="_blank" rel="noopener">is reduced</a> by over two and one-half years because of air pollution.“We have seen that electric public transportation <a href="http://archive.nepalitimes.com/regular-columns/guest-editorial/public-transport-is-equal-to-public-health,844" target="_blank" rel="noopener">can improve public health by reducing pollution</a>,” says Sajha Yatayat Executive Director Bhushan Tuladhar. “Recent advances in electric transport provide the solution. The Delhi Metro is now powered by solar energy and plans to go fully solar by 2021.All 16,000 public buses in Shenzhen are electric. China has replaced all its petrol two-wheelers with electric motorcycles and scooters.Global demand for electric vehicles is rising rapidly, and manufacturers are having a hard time meeting demand, mainly because of the shortage of lithium ion batteries. The first 40 Hyundai Kona EV sold out as soon as they arrived, and the next batch of 40 are already booked. In fact, Hyundai launched Kona in Nepal before it did so in Australia and the US. The Korean car-maker listed Nepal as a top priority market in the Asia- Pacific because of tax breaks for electric vehicles here.“We were able to convince the manufacturers that Nepal was ready to go electric because of our hydropower potential and the tax difference between electric and non-electric vehicles that showed a strong government commitment,” explained Nirakar Shrestha of Laxmi InterContinental, which represents Hyundai in Nepal.While the retail price of petrol and diesel reaches up to 261% above the cost price, electric vehicles carry just a 10% tax on the purchase price.  Electric cars are exempt from road tax, which can be Rs30-50,000 per year for fossil-fuel cars. A fast-charge electric station costs a minimum of $30,000 and can charge only 25 vehicles a day. Establishing one requires a government subsidy as well as a regulator to permit the charging of different EV models.Kathmandu Valley alone has <a href="https://www.nepalitimes.com/banner/poisoning-the-air-we-breathe/" target="_blank" rel="noopener">750,000 motorcycles</a>, which are a major source of toxic gases like carbon monoxide and ozone. Introducing tax incentives for bikes and scooters similar to those for private cars could be a pivotal move. Also, at the moment there is no registration policy on electric two-wheelers, discouraging buyers.In October last year, Prime Minister KP Oli unveiled an <a href="https://www.nepalitimes.com/banner/20-electric-by-2020/" target="_blank" rel="noopener">electric mobility action plan</a>, proposed to transform at least 20% of the fleet of public vehicles into battery-operated ones by 2020. Amidst much fanfare he inaugurated the first five Chinese, BYD electric buses inducted by Sajha Yatayat. President Bidya Devi Bhandari herself has a BYD electric limousine.Last year, <a href="https://www.nepalitimes.com/here-now/mayoral-airs/" target="_blank" rel="noopener">Kathmandu Valley’s 18 mayors gathered for a workshop</a> organised by ICIMOD to discuss an air pollution reduction strategy. Since then, beyond lip service little has been done to establish electric public transport and make emission tests for fossil vehicles more effective.Local and provincial governments have shown an interest in providing financial support to develop electric public transport, but the plans are sketchy and ad hoc. A case in point is the confusing and conflicting proposals for electric bus rapid transit, monorail and light rail transit along the Ring Road. The proposals are restricted to speeches and slogans, but nothing concrete has been done.One reason is the high investment cost of electric public transport, which requires government to step in with subsidies.Over the years, revenue from the Petroleum Tax has grown to a whopping Rs5.2 billion. Some of this could be invested in a clean-energy electric transportation strategy.The Seoul-based Global Green Growth Institute (<a href="http://gggi.org/" target="_blank" rel="noopener">GGGI</a>) has been helping the central government with just such a strategy on electric mobility, and to find potential investors. General Director Frank Rijsberman was in Kathmandu last week to sign an agreement to implement e-mobility in Nepal. GGGI is keen to help Nepal with its first purchase of 300 electric buses for cities across Nepal.  (See interview below)“Operating an electric transport fleet is more complex, requires higher initial investment and more infrastructure than traditional buses, but in the longer-term, renewable energy sources are not only ecologically but also economically viable,” said Rijsberman. “We believe that it is not only the right thing to do but also the best way of growing in the 21st century. In the coming years we hope to see a breakthrough and electric buses on the streets of Kathmandu.”Electric vehicles are now a necessity, not just an environmental statement. Neighbouring India and China have committed to manufacturing only electric automobiles by the year 2030. This means Nepal will be forced to go electric since most vehicle imports are from those two countries.Said Bhushan Tuladhar of Sajha Yatayat: “Like it or not, Nepal will have to go all electric in about a decade. So we may as well start planning for it. That way, the transition will be much smoother, efficient and advantageous.”<h2>Investing in renewables</h2><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111156/636a36a29c7e80680e04831cjpeg.jpg" alt="" width="1400" height="799"><figcaption> </figcaption></figure>Frank Rijsberman of the Korea-based <a href="http://gggi.org/" target="_blank" rel="noopener">Global Green Growth Institute</a> was recently in town to sign an agreement with the government and Sajha Yatayat on electric mobility. Nepali Times asked him about the future of electric public transport globally and in Nepal.Nepali Times: Why is your Global Green Growth Institute so involved in electric mobility around the world?Frank Rijsberman: We are a young intergovernmental organisation set up in 2012 with 32 member countries and 20 more in the process of becoming members, like Nepal. We help governments plan green growth, a model of economic development that is both more environmentally sustainable and socially inclusive. In Nepal, we helped the government develop a national electric mobility strategy, and we have also helped members mobilise $1 billion in climate finance.We are also working to make cities greener by managing water, sanitation and solid waste. I met with Nepal’s minister of forests and environment and he asked us if we could start working on forests as our next priority. We have done similar work in Indonesia and Myanmar, and that is likely to be our next priority here.Do you see Asian countries moving towards renewable energy?It is challenging to switch from big investments in coal and nuclear energy, because all those investments have become stranded assets. China and India are making enormous progress in renewable energy. Many other Asian countries are a bit behind — Vietnam is still planning to build 25 new coal fire power plants. We are working with governments to introduce large-scale renewable energy sources. This is now the cheapest form of energy and decentralised solar energy is a much easier way to reach remote communities that were very poorly served by a centralised grid.So I would call it adaptation with mitigation co-benefits. It may well be possible to trade those emissions with countries that should reduce more but cannot on their own. You can have mitigation measures too, but the first priority for countries like Nepal that rely on agriculture is to make sure that society is no longer vulnerable and is more resilient to climate change.Also, many governments still want growth. But the quality of growth really matters; it should be environmentally sustainable. It used to be the right thing to do, but being sustainable is also commercially attractive.What progress are other Asian countries making to become low-carbon economies?China has become a real leader in electric transport. Shenzhen is the first city in the world with an all-electric fleet of buses. Beijing has also taken big steps in curbing air pollution. India has also made considerable progress in renewable energy. The next big thing will be energy efficiency in buildings.What are the prospects for electric public transport in Nepal?We have done electric bus projects in a number of countries and while it is more expensive initially, and also for infrastructure like charging stations and batteries, its operational cost is much cheaper. We are helping the Nepal Government find interested investors, and hope to see a breakthrough in coming years with electric buses on the streets of Kathmandu.

Nepal’s electric transport future is here

As the global climate warms up and the world weans itself away from fossil fuels, there is suddenly a rush on battery-operated vehicles.In Nepal, the government deliberately refused to provide incentives to battery-operated vehicles for many years because it would reduce revenue, but two years ago, slashed taxes on electric vehicles and increased the taxes for diesel and petrol cars. With a 180 km range, the eKUV will cost Rs3,500,000 and be able to comfortably get to Pokhara with a fast charge along the way.Agni has already sold 400 two- and four-door e2O, and slashed prices on them from Rs3,100,000 to Rs 2,200,000 by reducing the range for city driving, and the model is selling well in Kathmandu and other metros.Continental Trading Enterprises introduced the electric version of its <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/The-electric-age,3419" target="_blank" rel="noopener">KIA Soul</a> two years ago and sales have picked up after the tax on similar petrol vehicles was hiked. But its main market is in buses, and earlier this month, <a href="https://www.nepalitimes.com/banner/20-electric-by-2020/" target="_blank" rel="noopener">got the Prime Minister to launch two of its e-buses on trial for Sajha Yatayat</a>.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171132/6369334c9c7e80680e03df8cjpeg.jpg" alt="" width="640" height="245">“We would like to use our best technology, and share our know-how to serve the Nepali market and the next generation, we see possibilities for e-mobility here,” Liu Xueliang of BYD Asia-Pacific Auto Sales Division told Nepali Times. BYD hopes to establish a training school for electric vehicle engineers, and provide electric buses for airside conveyance at airports like Kathmandu, Bhairawa, Pokhara and elsewhere.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171132/6369334e9c7e80680e03df8djpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>The main challenge for the spread of e-vehicles has been the lack of <a href="https://www.nepalitimes.com/business/electric-car-service-centre/" target="_blank" rel="noopener">charging stations</a>. KIA has installed a fast-charger in Kurintar halfway to Pokhara, and hopes to install 12 more around the country. Mahindra is also planning to build charging stations in Naubise, Mugling, Bharatpur and Pokhara for inter-city drivers.“Actually most e2Os are used for city driving, so the lack of charging stations is just a psychological barrier. Still, we will need them when the longer range KUV starts selling here,” says Agni’s Cabinet Shrestha, who is working on universal chargers that will work with any type of car. Although customs duty on e-cars has been slashed to 10%, the tax on electric two-wheelers has been increased, and electric three-wheelers have been banned in some Tarai cities.The 50 paisa per litre that consumers pay as Petroleum Tax has now grown into a kitty of a billion rupees, and could be invested in clean energy public transport. Last year, Nepal imported Rs150 billion worth of petroleum products, nearly double of the value the previous year. The country’s strategy should be to reduce this fuel import bill by switching to EVs.Says Tuladhar: “I do not see electric cars taking over Nepal’s roads any time soon. Petrol and diesel vehicles will be around but we must make a start with electric public transport. It is good for public health because it will reduce pollution, and for the national economy.”https://www.youtube.com/watch?v=HD1TLWD4eLY<h2>E-scoots</h2>Arbinda Tuladhar, 60, has been using electric scooters to commute 16km one way from Swayambhu to Kathmandu airport. Being an electrical engineer, he has struggled with many brands of battery-powered two-wheelers but always found the torque inadequate.Finally, he has found one with enough oomph: the Japanese-made Terra Eco. “With this one, I don’t have to stop half-way up the incline on my daily commute.” Terra is one of several two-wheeler brands in Nepal that offers many advantages over petrol-powered ones. It started selling in Nepal in 2014, and has sold more than 1,000 units.Now, Chinese scooters brands like Bella and NIU have also opened showrooms and are tapping the greater awareness about the environment among Nepal’s price-conscious youth.Says Shyam Sapkota of Terra Motors Nepal: “We did a survey last year and found out that out of 1,800 respondents, most were senior citizens who wanted comfort and ease, and youths who wanted affordability.”Arbinda Tuladhar, for instance, spends Rs250 on average on electricity and maintenance, compared to Rs4,500 a month if his scooter was petrol. The upfront cost of electric scooters also range from Rs100,000 to Rs260,000, which is similar to the prices of petrol scooters. the pricetag could come down further if the government cut the 10% customs duty and 13% VAT, and since battery prices have gone down worldwide, the price of e-scooters will be even lower in future.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171132/636933599c7e80680e03df91jpeg.jpg" alt="" width="574" height="1024">The scooters provide up to 80-100km on a full charge, and can pull a pillion rider even on the uphill of White Gumba. They can be charged at home like mobile phones. Terra and Bella both plan to introduce more powerful scooters in 2019, as customers want fast charge and extended driving range. NIU is setting up a scooter charging station in Labim Mall.Electric scooter drivers in the past did not need a driving license nor did they have to register their vehicles, but the government has now made both mandatory. This dampened demand, but now it has picked up again. Competition is also growing, and Terra now offers free lifetime maintenance, while NIU will exchange your petrol scooter and minus it from the price of a brand new one.E-scooters are also spreading outside the Valley. Terra has dealers in Narayanghat, Butwal and Lahan, NIU has reached Pokhara, Itahari and Butwal, and Bella has 18 dealers across the country.

Replacing polluting three-wheelers in Kathmandu with electric vehicles was a lesson in why money can’t buy you everything<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221104141144/636517709c7e80680e02c278jpeg.jpg" alt="" width="1400" height="1248"/><figcaption>Bikram Rai</figcaption></figure>Most discussions about development and entrepreneurship revolves around money, how much, where it will come from, and how cheaply it can be obtained.If money alone could ensure development and prosperity, this country would have gone far already. Nepal isn’t poor, its resources are poorly managed.Besides, if we were really short of money, the government could easily print more.Many years ago, Kathmandu valley replaced its smoke belching diesel powered three wheelers by converting them into clean electric three-wheel public transport. Revisiting the process and the steps may help us better understand the true nature of change and how things actually happen.First, the public has to be outraged enough to take action. There have to be protests about <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/air-pollution-survey-kathmandu,3998">bad air</a> that sting the eyes, and the toxins in the pollution. Second, there has to be a viable alternative technology along with people who know how to build and operate it. These knowledgeable people have to convene and take the lead, often by setting up a company or another legal entity. Then we have to do the math so that we know the costs, benefits and the level of support equired.The next set of steps involves politics. There are votes to be won, then there are the bureaucrats who always seem to have a thousand reasons why something cannot be done, except when it involves a junket to a foreign country with attractive perks. They are often suspicious of the private sector, except when they have someone who needs a job there.Then comes the really difficult task of selling the idea to the Super Ministry – the Ministry of Finance to waive taxes and for tax holidays for a few years so the investors can reduce their risk by recovering some of the cost. It was easier to do this in the Panchayat days as long as the inauguration of the venture was around the three days of celebration of the kings’ birthday. In a multi party democracy, who you tag along, who makes the introductions and who has several rain checks to cash can be very handy.Next is the really difficult task of telling the public that the cost of the ride is going to go up because clean air costs more than polluted air. The print media and radio played a big part in the <a href="http://archive.nepalitimes.com/news.php?id=10936#.Wry_Ci5ubIU">Safa Tempo</a> introduction. If people sense that individuals are going to benefit more than the public, conspiracy theories will appear and rumours will replace information. Once the public is on your side, there is nothing in Nepal that succeeds like people power. Next, the most difficult part was to get the profitable route numbers for the<a href="http://archive.nepalitimes.com/blogs/kundadixit/2018/01/24/electric-cars-shock-fossil-industry/"> electric vehicles</a>.So we had the entrepreneurs, the enterprise, the policies, the price, and the clients on board. The electric vehicles have done well so far, and during the <a href="http://archive.nepalitimes.com/regular-columns/As-It-Happens/blockade-that-benefitted-no-one,660">Indian Blockade</a>, people demanded more.It is important to understand that the Indian Blockade is a good excuse to provide even more support to the electric three wheelers and expand the fleet across the country. With much cheaper hydropower coming on line, the NEA will do well to set up a differential tariff so that charging these vehicles at night will be affordable. Electric charging stations could very well be the next line of business for differently able Nepalis, and can contribute towards a more inclusive Nepal. Next time you pass a Safa Tempo remind yourself that Kathmandu achieved what most cities have failed to do.Having money is well and good, but it is the other intangibles that are more important. Often, the conversation does not go beyond money and that is why we see so many failures, so many frustrated people who are cynical and give up.
